Minutes of December 13, 1990
The regular monthly meeting of the Englewood Parks and Recreation
Commission was called to order at 5:33 p.m. by Chairman Neyer at the
Englewood Public Library Conference Room.
Members present: Clayton, Daugherty, Dounay, Gerlick, Gomes, Neyer,
White, Wiggins, Black, ex officio
Members absent: Armstrong
Also present: Jim Kavinsky, Operations Manager
Chairman Neyer asked if there were any additions or corrections to the
minutes of November 8, 1990. There were none . A motion was made and seconded
that the minutes be approved as presented. The motion passed unanimously.
Director Black distributed information with regard to Recreation Services
staff reorganization and facility changes. Black highlighted some of the
areas of change, i.e., the front counter has been renamed Customer Service and
is being run by Cler i cal Technician Cathy Miller; Recreation Leader Carol
McGuigan, now under the supervision of Recreation Services Manager LuAnne
Mick elson, is supervising adult programm i ng (Cultural, Outdoor, Special
Events) along with the Miller Building, Drama Program, Belleview Farm,
Workreat i on Program and Rent-a-Worker; Youth Cultural and Youth Outdoor
Programs will be supervised by Recreation Specialists Tara Micheli and Cinde
Anderson; Recreation Services Manager Mark Kindahl, along with Golf
Operations, will supervise all golf lessons which were previously offered
through the Recreation Center and Malley Center. Black reported that all full
time staff, housed at the Recreation Center, will be set up on a rotating
schedule ~uring the prime season, October through the first of May, to staff

the Recreation Center during peak evening hours. There was some discussion
regarding the need for Kindahl to work weekend hours during the peak golfing
season ..
Commissioner Daugherty ent~red the meeting at 5:40 p.m.
Youth Commissioner Dounay entered the meeting at 5:48 p.m.
Director Black reviewed options that were being considered for additional
office space at the Recreation Center. Black stated it was determined that
the game room is the least occupied space at the Center and would _be the most
feasible to convert into office space to accommodate the relocation of staff
members resulting from recent reorganization of some City departments. Black
explained that the pool table will be omitted from the game room, however the
video games and ping pong table will remain. The Commission discussed the
floor plan drawing, copies of which were distributed.
Director Black reported that the skateboard survey has been distributed
to Englewood School students. Survey results from All Souls School have been
received, however St. Louis School requested that Recreation staff contact
them after the first of the year regarding the survey. It was requested that
a question regarding residency be included on the survey · to St. Louis School
students. Results have also been received from Sinclair Middle School, and
results from Flood are expected soon. Black stated he will compile a report
detailing the results, and copies will be distributed to the Commission.
Director Black discussed the new sign being installed at the Englewood
Golf Course. He stated that the sign measures 12 ft. 6 in. x 8 ft., and will
be extended 19 ft. 6 in. in the air. The area of illumination is 6 ft. x 5
ft. with 3 in. letters. The Commission urged staff to investigate the size of
the letters further and Black stated he would make sure the sign is
acceptable. Black stated that the agreement wit~ the sign company is being
presented for Council's approval at the Monday night Council meeting.

Operations Manager Kavinsky reported that there are three drop off sites
for Christmas tree recycling, i.e., Bates/Logan Park, Belleview Park, and
Centennial Park parking lots .
Director Blac~ thanked Commissioner Gerlick and his father for taking
part in the Santa Calling Program. Black stated that 104 kids were called by
volunteer Santas through this program.
Director Black reported that he was approached by a ski wear company
concerning the possibility of holding a sale of their ~erchandise at the
Recreation Center. Black explained that this would be a one-time event after
the first of the year and a percentage of their sales would go to the City.
City s taff would approve all promotional material, location, etc. Black
stated that he spoke with City Manager Fraser who encouraged Black to
investigate the matter further. Black stated that he feels this would be an
opportunity to work with the business community and also to bring new people
into the Recreation Center. Commissioner Clayton suggested that free
adm i ssions or discou nt coupons to the Center could be tied in with purchases
made at this event. Black stated that South Suburban sponsored this event in
the past with great s uc cess. At Commissioner Daugherty's suggestion, Director
Black stated he will hav e staff attend this event at South Suburba n , which is
taking place before the end of the year, in order to observe space needed, the
number of people attending, etc.
Director Black discussed School District charges to the City for use of
School facilities. Black informed the Commission that Larry Nisbet is now in
charge of Property Services for Englewood Schools. There was some discussion
with regard to asking Mr. Nisbet to attend a Commission meeting to explain
certain School fee policies. Discussion ensued. Black stated that facility
use charges include heat and electricity, but there is no rental fee involved.

Commissioner Clayton recommended that the Commission meetings in 1991, as
in the past two years, be held at various locations so that Commission members
can be familiar with the different facilities Englewood has to offer, and to
meet staff members at those facilities.
Commissioner Clayton spoke briefly concerning Englewood's domestic
violence program.
The Commission briefly discussed possible locations for the Summer Drama
Program. Director Black stated he has been approached by Loretto Heights
regarding use of the Recreation Center for which, among other considerations,
he is contemplating discussing the possibility of using their college theater
for the summer production in exchange for Recreation Center use.
Commissioner Daugherty suggested looking into the possibility, for next
year, of holding a holiday sports tournament charging a wrapped Christmas gift
for charity to enter in lieu of an entrance fee.
Commissioner Gomes reported that he observed a child climbing on the
Belleview Park airplane, which is fenced off to public access. Discussion
ensued.
The meeting was adjourned at 7:00 p.m.
