HomeMy WebLinkAbout1991-10-10 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of October 10, 1991 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:31 p.m. by Chairman Neyer at the Englewood Recreation Center. Members present: Armstrong, Belt, D. Clayton, Daugherty, Gerlick, Gomes, Neyer, C. Wiggins, M. Wiggins, Black, ex officio Members absent: None Also present: Charles Esterly, Director of Public Works Jim Kavinsky, Operations Manager Rob Alcorn, Colorado Coed Soccer Association Bill Stahl, Colorado Coed Soccer Association Chairman Neyer asked if there were any additions or corrections to the minutes of September 12, 1991. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously. Youth Commissioner Clayton entered the meeting at 5:34 p.m. Colorado Coed Soccer Association representatives, Bill Stahl, League First Vice President, and Rob Alcorn, Second Trustee, were present to speak to the Commission regarding rental of the Detention Pond soccer fields. Mr. Stahl reviewed an outline --of the League's objectives and field usage needs, expressing appreciation for the fine condition of, and the opportunity to use, the Detention Pond fields., Their League consists of 16 teams, 25 players each, ages 21 years and older. Mr. Stahl pointed out that the League has a special committee geared to preserving the · ... condition of the fields they use. He discussed their need for two adjacent fields, field size requirements, etc. Mr. Alcorn stressed the flexibility of their League in working out an arrangement for field use. The possibility of a long term contract was discussed. - l - Discussion of use of the Detention Pond fields continued following the exit of Mr. Stahl and Mr. Alcorn. The Commission discussed the need for limiting the number of games played, location options, field size, etc. Director Black stated that development of the Regional Park may include construction of a soccer field complex, however those plans have not been finalized. Commissioner Daugherty entered the meeting at 6:00 p.m. The Commission requested that Commissioner Belt find out the extent of the School's use of the Detention Pond so that Parks personnel can more closely monitor its use. Director Black reported that he, Bob Burgener and Jack Poole met recently with several marketing students from DU, one of which was a part time employee at the Englewood Golf Course. To fulfill a school requirement, the DU graduate students have made arrangements with the City to complete a marketing study of the golf course operation, including the Riverside Miniature Golf Course and Go Kart facility, etc. The students will compile a report for presentation to the Parks and Recreation Commission later in the Fall. Director Black reported that the legal aspects have been worked out for the purchase of the St. Louis property north of the Malley Center. Black stated that the Malley Center Trust Fund committee voted in favor of transferring funds for the purchase and the process should be coming to a close soon. Director Black reported that the glass door to the racquetball tournament court, which was replaced just one month ago, was broken again yesterday. Black stated that he has talked with the Engineering staff and the glass company, and it was agreed that some research of the racquetball facility is necessary before replacing the glass to insure the safety of facility users. For Commission's information, Director Black reported that three schools have declined to schedule football and basketball games with our Junior/Senior Sports Program this year due to some problems experienced last year involving some of our - 2 - players as well as some parents. Black stated that staff is working on solutions to these problems. Director Black stated that, after the meeting, he will schedule a facilities tour with Commissioner Belt and other interested members of the Commission. Director Esterly reported that a new skateboard rules sign has been installed at Belleview Park, and that the Belleview facility will remain open until the tennis court lights are out at 11:00 p.m. Options for repairing the skateboard equipment were discussed, as well as requirements by CIRSA for locking the skateboard facilities at night. Director Esterly informed the Commission that some foreign nationals recently toured Englewood facilities. He stated that Malley Center Director LuAnne Mickelson provided a very informative and detailed tour and explanation of Malley Center. Commissioner Wiggins briefly discussed plans being made by the Colorado Department of Transportation for improvements on Navajo Street. Commissioner Armstrong commented that Cherry Creek staff applied for and received grant funds from the Coors Pure Water 2000 for xeriscaping possibilities, and that perhaps this might also be available to Englewood. Director Black, at Commissioner Wiggin's inquiry, discussed some development alternatives that South Suburban is considering for the Regional Park. Black stated that he is uncertain as to when the plans will be finalized. The meeting was adjourned at 6:55 p.m. - 3 -
