Minutes of November 14, 1991
The regular monthly meeting of the Englewood Parks and Recreation Commission
was called to order at 5:33 p.m. by Chairman Neyer at the Englewood Recreation
Center.
Members present: Belt, D. Clayton, Daugherty, Gerlick, Gomes, Neyer,
C. Wiggins, M. Wiggins, Black, ex officio
Members absent: Armstrong
Also present: Charles Esterly, Director of Public Works
Jim Kavinsky, Operations Manager
Debbie Severa, Admin. Assistant, Recreation Center
LuAnne Mickelson, Recreation Manager
Shirley Clark, Parks Planner, South Suburban Park and
Recreation District
Bill Woodcock, Manager of Planning & Construction, South
Suburban Park and Recreation District
Chairman Neyer asked if t~ere were any additions or corrections to the minutes
of October 10, 1991. There were none. A motion was made and seconded that the
minutes be approved as presented. The motion passed unanimously.
"'-chairman Neyer introduced Shirley Clark, Park Planner for the South Suburban
-Park and Recreation DistriGt, who, in turn, introduced Bill Woodcock, Manage~ of
Planning and Construction for South Suburban. Mr. Woodcock discussed plans that are
being considered for the development of the Regional Park, and explained that they
are now entering the phase where input from Englewood citizens, park users and City
staff is needed to further the development process.
Youth Commissioner Clayton entered the meeting at 5:40 p.m.
Discussion ensued regarding composite master plans that have been drawn up for
the South Suburban properties by South Suburban staff and citizen committees.
Woodcock stated that the South Drive-in property is the primary location being
considered for a ballfield complex.. Other facility needs discussed by South

Suburban staff and citizens include an amphitheater, ample parking, special needs
facilities, senior citizen facilities, trails system, volleyball and basketball
courts, soccer and multi-purpose fields, picnic shelters, ponds and wetlands, and a
pedestrian bridge passover to accommodate park users north and south of Belleview
Avenue. Irrigation needs and xericaping were also discussed.
Director Esterly discussed the need for certain Englewood citizen interest
groups and staff groups necessary to form an Englewood Master Planning Committee ,
and reiterated that South Suburban staff is available to assist Englewood in
organizing planning meetings and working with the committees to form a master plan
for Belleview Park that would tie in with the Regional Park.
Director Black stated that South Suburban staff has requested that Englewood
staff cooperatively discuss scheduling and programming for the park facilities to
avoid program duplication.
Commissioner Daugherty entered the meeting at 5:52 p .m.
Director Esterly suggested that staff gather citizen and park user names and
make contacts to determine those who would be interested in serving on the Englewood
Master Planning Committee.
There was further discussion regarding use of the South Drive-in property and
the land now occupied by the rental and lumber companies should they vacate the area
in the future.
Director Black introduced Recreation Manager LuAnne Mickelson, and Debbie
Severa, Administrative Assistant in the Recreation Department, and explained that
Debbie is present to observe meeting procedures.
Director Black discussed the implementation of a re-organization plan that has
been developed for the Recreation Department to become effective January 1. Black
stated that cross-age recreation programming, recommended by the Malley Center
Advisory Board, will be the focal point in the 1992 programming process. Black

explained that a new full time position, Recreation Program Administrator/Evening
Facility Manager, is being created to staff the Recreation Center during the evening
hours and to promote the Recreation Center. Director Black commended his Recreation
staff for their hard work, expertise and dedication.
Director Black reported that he is in the process of determining a 1992
meeting location schedule for the Commission and asked if there were specific
locations at which the Commission would like to meet and tour. The Commission
agreed that rotating meeting sites provides members the opportunity to experience
available facilities and meet staff members at each location.
Operations Manager Kavinsky informed the Commission that he will be attending
a meeting scheduled by EDDA with Englewood business owners and will request their
input regarding the use of the parcel of land on Broadway at Englewood Parkway
(referred to as Broadway Park). Kavinsky stated that ideas that are offered by the
business owners will be presented to the Commission for recommendations.
There was brief discussion regarding the proposed reapportionment of
Englewood.
Director Black reported that· the glass door to the racquetball tournament
court has not yet been repaired and is ~waiting a report from the En~ineering staff
with recommendations for proceeding.
Director Black reported that the students from DU will present the results of
their Englewood Golf Course marketing study next week. Black stated that because of
time constraints, the study does not focus on the entire golf course facility as was
previously reported.
Commissioner Wiggins reported that some golfers have inquired about the
excessive moss growth on the lake on the back 9 between the 12 and 13 tees. Wiggins
stated that this same group of golfers acknowledged the fine job being done by
Assistant Golf Pro Bob Burgener.

Director Black stated that the lake water on the back 9 has been tested and
preliminary results show a possible sewer line problem. Follow up testing and
corrective measures will be conducted.
Commissioner Wiggins distributed copies of his letter of resignation from the
Commission explaining that this action is being taken due to his expected upcoming
appointment as Mayor of the City of Englewood. Commissioner Gomes and the
Commission offered their congratulations to Mr. Wiggins.
Commissioner Belt inquired about replacement of playground equipment that has
been removed from Belleview Park. Operations Manager Kavinsky stated that certain
pieces will be reinstalled after renovation.
The meeting was adjourned at 6:55 p.m.
