Minutes of January 10, 1991
The regular monthly meeting of the Englewood Parks and Recreation
Commission was called to order at 5:32 p.m. by Chairman Neyer at the
Englewood Public Library Conference Room.
Members present: Armstrong , Daugherty, Dounay, Gerlick, Gomes, Neyer,
Wiggins , Black, ex officio
Membe r s absent: Clayto n, White
Also pr esent: Jim Kavinsky, Operations Manager
Chairman Neyer asked if there were any additions or corrections to the
minutes of December 13 , 1990. There were none. A motion was made and
seconded that the minutes be approved as presented . The motion passed
unanimously.
Director Black distributed revised copies of the organizational chart for
the Recreation Services Depa r tment. There was some discussion regarding youth
sports competition with metro area teams.
Directo r Black informed the Commission that a revised meeting location
schedule is being worked out for 1991 Commission meetings. He stated that the
meetings in February and March wi ll be held at the Malley Senior Center and
at the Englewood Golf Course re s pectively. A complete schedule for 1991 will
be distributed in the near future.
Commissioner Gerlick entered the meeting at 5:40 p.m.
Commissioner Daugherty entered the meeting at 5:50 p.m.
With regard to determining the Commission's goals and objectives, the
Commission agreed that it would be appropriate that initial brainstorming
sessions involve the Commission as a whole. A sub-committee , working with

Director Black, will then determine goals and objectives to be presented to
the Commission for consideration. Commissioner Armstrong agreed to head the
sub-committee which will also include Commissioners Gomes and Daugherty. It
was agreed that the February meeting agenda will include a round table
discussion, following the meeting, of Commission direction and goals.
Director Black reported that the skateboard survey responses have been
received from Englewood middle schools and parochial schools, and he is
currently preparing a final report of the survey results. Copies will be
included in the next Commission packet. Black stated that a 71% response was
received; and from the four schools surveyed (a total of approximately 900
students), 653 students responded. Black expressed pleasure with the
cooperation that was received from the schools in this survey process.
Director Black presented an update of the 10,000 Trees Program, Phase II
of which is scheduled for 1991 along the South Platte River from Union Avenue
north to the pedestrian bridge at Bear Creek. Urban Edges, heading the 10,000
Trees Program, requested that the City contribute $25,000 to the project and
maintain the drip sprinkler system and trees that are provided under the
program. As an alternate plan, Black stated that City staff determined it
would be more feasible to have City staff purchase and maintain the sprinkler
system, select healthy trees (minimizing tree loss), provide staff labor for
installation and maintenance, etc. There was some discussion regarding
portions of the South Platte River trail which run through golf course
property, labor costs, maintenance of the program after initial installation,
etc. Director Black stated that a Corps of Engineers grant may be available
to offset the cost should the City Council determine to accept staff's
recommendation. Considerable discussion ensued. Commissioner Gomes made a
motion, seconded by Chairman Neyer , to recommend to City Council that the City
proceed with Phase II of the 10,000 Trees Project following staff's proposal,

and that funds for the project be taken from the Golf Course Contingency Fund.
The motion passed unanimously.
Commissioner Gomes complimented Chairman Neyer on his efforts with the
Christmas Lighting Contest, and Director Black commended Neyer's awards
presentation at the City Council meeting.
Commissioner Gomes stated he has received several complaints from Miller
Field neighbors who are unable to park near their homes in the evenings during
the summer softball program. Director Black stated he will discuss this with
Safety Services Director Stanley and the Traffic Division to seek a solution.
Commissioner Wiggins reported that Planning Administrator Dorothy Romans
is retiring from the City in the Spring, however she will be hired on a
contractual basis by the City to head the Christmas Lighting Contest, and also
to organize the Holiday Parade.
Commissioner Wiggins inquired about the status of the go-kart track at
Riverside Miniature Golf Course. Director Black stated that the proprietors
have indicated that, weather permitting, the track should be open in March or
April of this year. Commissioner Gomes asked where the location of the
storage shed for the carts will be. Kavinsky advised it will be located on
the southeast side of the track. The Commission requested that proprietors
Scott Simpson and Jim Herdener be invited to speak at the March Commission
meeting at the golf course to advise of the status of, and perhaps tour, the
go-kart track.
Commissioner Wiggins advised the Commission that the City has purchased a
new ladder fire truck and it is being housed at the Tejon Fire Station. He
invited Commission members to stop in to see it.
There was some discussion regarding the location of the summer drama
production. Director Black stated that he, along with Recreation Manager
Mickelson, will be meeting with Englewood High School Drama Director, Bill

Ambron, in the near future to discuss possibilities. Black stated that, among
other locations, Loretto Heights and Sheridan High School are being
considered.
Commissioner Gomes questioned the court delay in finalizing the purchase
of the property north of the Malley Center from St. Louis School. Director
Black stated he will look into it.
There was some discussion with regard to possible display locations for
the Englewood Horsecar.
The meeting was adjourned at 6:55 p.m.
