Minutes of February 14, 1991
The regular monthly meeting of the Englewood Parks and Recreation Commission
was called to order at 5:32 p.m. by Chairman Neyer at the Malley Senior Recreation
Center.
Members present: Armstrong, Clayton, Daugherty, Dounay, Gerlick, Neyer, White,
Wiggins, Black, ex officio
Members absent: Gomes
Also present: LuAnne Mickelson, Recreation Services Manager
Carol McGuigan, Recreation Leader
Helen Aragon, Clerical Technician
Chairman Neyer asked if there were any additions or corrections to the minutes
of January 10, 1991. There were none . A motion was made and seconded that the
minutes be approved as presented. The motion passed unanimously.
Director Black introduced Recreation Services Manager, LuAnne Mickelson, who is
in charge of the Malley Senior Recreation Center and adult programs. Black
explained that Mickelson is a nationally known senior center director, and in 1990
she took part in a national speaking tour sponsored by the National Council on the
Aging; she will also be a featured speaker at a revenue school that Black is
attending in Estes Park next week.
Commissioner Daugherty entered the meeting at 5:35 p.m.
Mickelson introduced members of her staff -Helen Aragon, Clerical Technician,
and Carol McGuigan, Recreation Leader in charge of city-wide arts programs,
Rent-a-Worker, Workreation, and special interest programs. Mickelson explained that
Recreation Leader Jeanne Cleveland and Recreation Specialist Dona Kooy were
unavailable to attend the meeting due to a breakdown of the City bus in the
mountains and they are driving vans to retrieve the passengers. Mickelson stated

that a Recreation Specialist position is vacant at the present time but will be
filled in the near future .
Director Black reported that, at Commissioner Gomes' inquiry, he spoke to
Director of Public Safety, Allan Stanley, regarding a parking situation for
residents along Cherokee Street adjacent to Miller Field during the baseball season.
Black stated that Stanley informed him it is a public right-of-way and there are no
legal alternatives for restricting parking in that area. Stanley recommended that
Commissioner Gomes contact those residents and suggest they address their concerns
to City Manager Fraser.
Mickelson reported on the status of the purchase of property north of Malley
Center from St. Louis School. Mickelson stated that the City Attorney is attempting
to obtain a Quiet Title through District Court. A title search indicated that the
property is in the name of a monsignor who passed away in 1953, a matter which was
never rectified by the archdiocese. The City has been informed through the District
Court that it is necessary to determine whether or not there are any living
relatives of the monsignor, and this can be achieved through an advertising process.
Mickelson stated that a letter clarifying means of publication is expected from the
District Court judge in the near future after which publication will run for four
weeks, and then a closing date will be scheduled.
Director Black reviewed information contained in the Commission packets
regarding the skateboard survey results. The Commission discussed the possibility
of placing .skateboard facilities of a smaller scale in each of the four quadrants of
the City rather than one centrally located facility. Commissioner Clayton suggested
placing two or three pieces of equipment in different park areas on existing hard
surfaces, and this will lessen liability and costs. Director Black will prepare a
report for City Manager Fraser advising of the Commission's suggestions. Black
stated it is hoped that facilities will be ready to use for the 1991 summer season.

Director Black gave a brief overview of the lease agreement the City has with
the Englewood Lions Club for operation of the miniature train at Belleview Park. He
stated that the first agreement with the Lions Club dated back to 1947. The
Commission discussed the current agreement, the City's cost for repair and upkeep,
ownership of the track, trestle, etc. Commissioner Clayton stated concern that the
City should have some ownership interest in the train facility since City funds are
being used to help maintain it. Director Black stated that he will include the
Commission's concerns in discussions with City Attorney DeWitt.
In reference to previous discussion, Director Black distributed water slide
information for Commission's review. Black stated he is not promoting further
consideration of the project but only passing on the information. Discussion
regarding Sinclair Pool followed. Black stated that the facility is City owned,
however the land is owned by the School District. Pool replastering vs. one piece
liners was also discussed.
Director Black reported that he will be meeting with Recreation Services
Manager Mickelson and Englewood High School Drama instructor, Bill Ambron, to
determine the most feasible location for the summer Drama Program. Sites being
considered include theaters at Heritage, Littleton, and Sheridan High Schools, Ft.
Logan and Loretto Heights.
Director Black reported that a break-in occurred at the Englewood Golf Course
Clubhouse recently. He stated that the Sheridan police responded promptly to the
sensor alarm . Black stated that approximately $300 in merchandise was lost.
Director Black informed the Commission that South Suburban Metropolitan
Recreation and Park District has requested Englewood's input regarding possible
usage of the Fairgrounds property which was recently purchased by South Suburban.
And there will be a town meeting for citizen input. Black stated that South
Suburban is considering the construction of a softball complex and a miniature golf
course. There was considerable discussion regarding a miniature golf course at that

location since it would be in competition with the Riverside Miniature Golf Course
located west of the Englewood Golf Course. Commissioner Wiggins commented that
Englewood's fence along Windermere could use some renovation in light of new fencing
recently installed by South Suburban on the Fairgrounds property.
Director Black reported that a July 4th fireworks display is being planned
again this year. Black stated that he will be organizing a coordination committee
soon and South Suburban and requested to be included.
Director Black reported that the Riverside Miniature Golf Course is scheduled
to open for the season on March 9.
Director Black reported that funds for the 10,000 trees program were
transferred from the golf course contingency fund. The program is scheduled for
April 20 at the Englewood Golf Course.
Commissioner Gerlick left the meeting at 6:50 p.m.
Director Black reported that there was a town meeting on February 6 with
Englewood business owners and an issue was raised concerning Englewood business
owners not being given the privilege of resident recreation fees unless they
actually reside in the city limits of Englewood. Commissioner Clayton stated that
Englewood business owners have a financial stake in the community. Director Black
distributed copies of a survey of recreation residency requirements which indicates
that the majority of the metro area recreation districts allows resident rates to
all property owners. Commissioner Armstrong made a motion, seconded by Commissioner
Clayton, to recommend to City Council that Englewood property owners and their
immediate family members, upon providing proper proof of property ownership, be
allowed resident rates for all Englewood recreation facilities. The motion passed
unanimously. Director Black stated he will write a report detailing requirements,
procedures, etc. concerning this program and present it for Commission's review.
Commissioner Wiggins advised that the center post to the Chenango parking lot
at Belleview Park is removable, allowing entry of cars into the parking lot. Unruly

groups of individuals are, again, occupying the parking lot and disturbing the
neighbors.
Chairman Neyer inquired about the feasibility of use of credit cards at the
Englewood Golf Course. Neyer stated that most courses in the metro area offer this
convenience to their patrons and it would be good public relations for Englewood as
well. Director Black stated he will check into it.
Chairman Neyer reported that he was presented with a petition from a group of
citizens interested in a "walking only" fee at the Englewood Recreation Center.
Discussion ensued regarding recreation center fees and various methods of
supervision if separate fees were instigated. The Commission concluded that
Chairman Neyer should respond to this individual informing her of the most cost
effective method of using the recreation center.
Commissioner Clayton informed the Commission that there is currently a vacancy
on the Arapahoe County Cultural Council and City Council submitted a list of names
to be considered when the vacancy is filled. Commissioner Armstrong suggested that
a letter from the Commission be sent to the Cultural Council supporting Englewood
representation. Recording Secretary Wilks will draft a letter for Chairman Neyer's
signature.
The meeting was adjourned at 8:35 p.m. for a round table discussion on
Commission direction and goals.
