Minutes of July 9, 1992
The regular monthly meeting of the Englewood Parks and Recreation Commission
was called to order at 5:33 p.m. by Chairman Neyer at the Bates/Logan Park.
Members present: Armstrong, Bannick, Christie, Gerlick, Neyer, Waggoner ,
_Black, ex officio
Members absent: Gomes, Gulley, Sortland
Also present: Charles Esterly, Director of Public Works
Bob Stephenson, Irrigation Technician
Michelle Delawder, Recreation Intern
Chairman Neyer asked if there were any additions or corrections to the minutes
of June 11, 1992. There were none . A motion was made and seconded that the minutes
be approved as presented. The motion passed unanimously.
Director Black introduced Michelle Delawder, from Shepherd's College in
Shepherdstown, West Virginia. Michelle is serving as an intern with the Recreation
Department, primarily in the field of physical fitness .
Director Esterly introduced Irrigation Technician Bob Stephenson, who is
responsible for irrigation system operations in Englewood's park facilities in the
north district.
Commissioner Bannick entered the meeting at 5:35 p.m.
Director Black stated that the City has received many inquiries with regard to
the sale of the Larry Scott property, which was willed to the Englewood Parks and
Recreation Department. Black stated that the Commission will be consulted on the
disbursement of the funds from the estate sale.
Black stated that the City Attorney is also working on the estate of John
Rotolo and will keep the Commission apprized as information becomes available. The
Commission briefly discussed the purpose of the Parks and Recreation Trust Fund.

Chairman Neyer suggested that Commission Members start considering various uses for
the funds from the Larry Scott property and also the John Rotolo estate for future
discussion.
Director Black reported that parking fees for the July 4th fireworks display
brought in $1 ,734. Discussion ensued.
Director Black stated that Englewood staff will be installing the fence and
asphalt parking surface at Oxford Park when the permit is received from the City of
Sheridan, hopefully within the next two weeks. This facility will provide bikers
with parking and easy access to the Platte River trail. The Commission discussed
several grant options: Greenway Foundation, Federal Highway Funding, Arapahoe
County Lottery Funds.
Director Black stated that staff is currently reviewing the Golf Course
Feasibility Study that was recently conducted by the Norris Dullea Company. He
stated that recommendations will be brought to the Commission for their
consideration, and the consultants will be available at the August Commission
meeting to discuss the options they have presented in their study regarding
expansion of the golf course and clubhouse. The Commission's recommendations will
then be presented to City Council.
Commissioner Waggoner recalled a three day policy for removal of graffiti from
City facilities and called attention to the shelter here at Bates/Logan Park, which
has several displays appearing dated. Director Esterly stated he will advise the
Parks Administrator.
Referring to the Charley Pride Concert scheduled to take place on July 31 at
Cushing Park, Commissioner Waggoner inquired about the permitting process for
closing City facilities for such events. Discussion ensued. Director Black stated
he will investigate the ramifications of this type of activity.

With regard to requirements stated in the 1992 Commission Goals and
Objectives, Commissioner Gerlick inquired as to whether or not the need still exists
to hold a public forum for the development of Belleview Park. The Commission agreed
that with the input from the Regional Park Planning Committee, the need no longer
exists.
Commissioner Gerlick stated that the Summer Drama Program staff is offering a
production souvenir program which .is being funded through advertising, and stated
that anyone interested in placing an ad can contact him.
Commissioner Christie stated that the drainage problem at the Englewood High
School tennis courts has been rectified, and replacement of the courts surfaces,
which is a City and School cost shared project, will begin soon.
Chairman Neyer inquired as to the status of allowing vendors at the parks for
ball games. Discussion included obtaining vendors permits, requirements of Tri-
County Health, and the need for vending facilities. Director Black stated that the
Recreation Department has provided concessions on a limited basis at the last two
softball tournaments at Belleview and Centennial Parks. He stated that a private
vendor also obtained a permit from the Public Works Department for Centennial Park
for the same tournaments.
The meeting was adjourned at 6:26 p.m.
