HomeMy WebLinkAbout1992-09-10 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of September 10, 1992 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:34 p.m. by Chairman Neyer at the Englewood Municipal Golf Course Clubhouse. Members present: Armstrong, Bannick, Christie, Gerlick, Neyer, Sortland, Waggoner, Black, ex officio Members absent: Gomes, Gulley Also present: Charles Esterly, Director of Public Works Bob Burgener, Golf Course Manager Mike Woika, Utilities Manager Chairman Neyer asked if there were any additions or corrections to the minutes of August 13, 1992. There were none . A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously. Director Black introduced Golf Course Manager Bob Burgener to the Commission, and added that Burgener was recently selected Employee of the Month for the City of Englewood . Utilities Manager, Mike Woika, was introduced. Woika explained that the purpose of his visit is to update the Commission on projects on which he reported at the February Commission meeting concerning alum sludge disposal and the deep well project, as well as the request from Oxford Recycling Company for a water tap. Woika reported it has been determined that the alum sludge product, when mixed with dirt, can most likely be used as a fill material for construction projects, eliminating the need to create a burial storage area. Woika reminded the Commission of his report in February that the Utilities staff was considering areas at or near Belleview Park for the storage. He stated that it is likely the material can be used by the State Highway Department in their construction of Windermere Street. Regarding deep wells, Woika reminded the Commission that the City was considering accessing ground water from aquifers located beneath the city, for which 1 it would be necessary to drill well clusters at various locations within the City. Woika stated that instead of drilling all wells concurrently, the plan is now to drill in phases, with McLellan being the first location, followed by the Allen Filter Plant and certain park locations over a period of several years . Woika discussed ground water recharge, which is a treated water underground storage process, explaining that this process is currently in th e testing stage. Woika discussed the offer from Oxford Recycling Company to lease to the City , in exchange for an Englewood water tap, the north slope a t Centennial Park. Commissioner Armstrong made a motion, seconded by Commissioner Bannick, to notify the Water and Sewer Board that, should a water tap be issued to Oxford Recycling Company, the Parks and Recreation Commission is interested in a lease for the parcel of land north of Centennial Park as well as any landscape material they will provide. The motion passed unanimously. Woika stated that he will inform staff of the results of the final outcome of negotiations with Oxford Recycling Company . Director Black informed the Commission that the Recreation Department is accommodating a young athlete, who is deaf, in the Fall football program. An interpreter has been hired for a nominal fee to work with the yo u th during practice and games. Black stated the program is going well. Director Black informed the Commission that staff will be examining some changes for the next Young American Baseball season, particularly in the Englewood League. Director Black reported that the Englewood Recreation Center has been closed for a maintenance program and he invited the Commission to attend the "free day" that is scheduled for the re-opening on September 14. Black stated that some major cleaning, painting and other projects have taken place. Director Esterly informed the Commission that he and Director Black have worked together for a period of time to develop a staff structure for janitorial services so that the Recreation Center and the Malley Center will be staffed during business hours. He stated that a number of part-time employees have been hired 2 through the end of the 1992, at which time it is hoped that Council will approve a budget request for full-time positions. There was some discussion regarding hiring developmentally disabled workers. Director Esterly reported that contact has been made with the Mossbarger family with regard to the sale of their property adjacent to Baker Park. The Commission and staff agreed that purchase of the property would be a good opportunity to expand the park. Discussion ensued, afterwhich Commissioner Waggoner made a motion, seconded by Commissioner Gerlick, to recommend to City Council that the City enter into negotiations with the Mossbarger family for purchase of their property adjacent to Baker Park. The motion passed unanimously. Commissioner Christie discussed some information that appeared in the National Parks and Recreation Magazine regarding program quality control. Director Black stated that the Recreation Department currently distributes program evaluations and surveys to obtain participant input. Commissioner Christie informed the Commission that a meeting will be held on September 21 at 7:00 p.m. at the Englewood Library concerning the Children First Amendment, which was initiated by Governor Romer. Commissioner Waggoner inquired about the status of the Romans Park pond, and Director Esterly stated he will investigate and respond to Commissioner Waggoner through E-mail. Commissioner Waggoner stated that a potential hazard exists at Romans Park where the pea gravel is scattered over the sidewalk, and requested that it be redistributed in the playground area. Commissioner Waggoner inquired about the status of the golf course concessionaire survey. Golf Manager Burgener stated he working to obtain some feedback from some Englewood golf clubs who utilize the concessionaire's services . Commissioner Waggoner asked if the EPA has requested further observation of the golf course pond . Director Black responded that the original testing did not give any indications of contamination. 3 Chairman Neyer corrunented that the joint meeting between the Parks and Recreation Corrunission and City Council on August 17 went well.
