HomeMy WebLinkAbout1993-06-10 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of June 10, 1993 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:35 p.m. by Chairman Neyer at the Baker Park Picnic Shelter. Members present: Armstrong, Christie, Gerlick, Gomes, Neyer, Waggoner , Black, ex officio Members absent: Bannick Also present: Charles Esterly, Director of Public Works Chairman Neyer asked if there were any additions or corrections to the minut es of Ma y 13, 1993. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously. Chairman Neyer acknowledged that this meeting was designated as a Public Open Forum, as stipulated in the Parks and Recreation Commission Goals and Objectives. There being no one present for the Forum, Chairman Neyer continued on to Director's Choice on the agenda. Director Black reported that he was notified by Englewood Soccer Association representative Jim Keiffer that he has resigned from the Association. The Association will announce his replacement in the near future. With regard to Commission Youth Member vacancies, Director Black reported that no applications were received to replace Youth Members Gulley and Sortland, whose terms expired June 1, 1993, in spite of recruiting efforts made by staff and the previous Youth Members. Black stated he was informed by City Attorney DeWitt that the City Ordinance requires a Parks and Recreation Commission quorum to consist of five members. The Commission discussed past and present difficulties in recruiting Youth Members, and inquired as to the possibility of making a change to the Ordinance regarding Youth Member requirements. Commissioner Armstrong made a 1 motion, seconded by Commissioner Gomes, to recommend to City Council that the City Ordinance be amended to allow that Parks and Recreation Commission Youth Members be honorary voting members and that the quorum consist of four of the seven regular members of the Commission. The motion passed. Commissioner Armstrong added that efforts should be continued to seek and invite Youth Members to the Commission. Director Black stated that Commissioner Banni ck informed staff he will be resigning f r om the Commission due to his residency relocation out of Englewood . Black stated that he expects to receive Bannick's written resignation soon, at which time the process can begin to fill that vacancy. Director Esterly relayed dates and information regarding town meetings scheduled by City Council in August and September from 6:00 p.m. to 8:00 p.m. at various Englewood Parks: August 17, Bates /Logan Park; August 26, Belleview Park; September 9 , Centennial Park; September 15 , Cushing Park. The Commission agreed to participate with Parks and Recreation staff in promoting programs and activities at the park meetings. Director Esterly pointed out and discussed various areas of Baker Park which were discussed at the April Commission meeting, including newly acquired property to the West. Director Black reminded the Commission of the meeting scheduled ~ith City Council on July 19, 1993. Chairman Neyer encouraged member attendance. Commissioner Gomes reported observing rollerblading on the tennis courts at Romans Park and questioned wear and tear to court surfaces. Director Esterly stated he will have staff check for damage. Commissioner Gerlick distributed final copies of the Parks and Recreation Commission Goals and Objectives for 1993. The Commission briefly discussed the Home Lumber Company property adjacent to Belleview Park with the understanding that it may be for sale in the near future. 2 The Commission reiterated its position , as stated in the Commission minutes of April 9, 1992, that the City should pursue purchase of the Home Lumber Company property should it become vacant . At Commissioner Christie's inquiry regarding City purchase of the Riverside Miniature Golf facility, Director Black reported that the City will meet with the owners of Riverside following completion of the City's contracted appraisal. Director Black reported, at Commissioner Armstrong's inquiry, that, as a result of recent activity in the Englewood area, the Recreation staff has been more extensively briefed on awareness practices for youth programs. Black noted that summer Recreation program enrollment is high. Commissioner Armstrong discussed a recurring problem that a number of working parents face when they would like to enroll their children in the Youth Baseball Program. With ball practices and games being scheduled Monday through Friday, transportation for the children is often not possible. Following discussion, Director Black stated he will check into some possible solutions. Commissioner Gerlick acknowledged the protective fencing that was constructed at Jason Park behind the north soccer field goal. The meeting was adjourned at 6:28 p.m. 3
