HomeMy WebLinkAbout1993-08-12 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of August 1 2, 1 993 [Secretary's Notes: The Parks and Recreation Commission was originally scheduled to meet at Centennial Park; however, due to poor weather conditions, the location was changed to the Servicenter Training Room.] The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5: 50 p.m. by Chairman Neyer at the Englewood Servicenter Training Room. Chairman Neyer acknowledged that a quorum was not currently present, and, therefore, the minutes of the previous meeting could not be approved at this time . Members present: Christie, Gerlick, Markwood, Neyer, Waggoner Members absent: Armstrong, Gomes , Black, ex officio Also present: LuAnne Mickelson, Recreation Services Manager Jim Kavinsky, Operations Manager Betsy Maxwell, Recreation Intern Gregg Bannick, Former Parks and Recreation Commission Member Kevin Greene, Manager of Recreation, South Suburban Parks and Recreation District Recreation Services Manager Mickelson introduced Betsy Maxwefl, who is interning in Englewood from Arizona State University until the end of August. Mickelson noted that Ms. Maxwell has been working primarily with the youth sports programs; however, other program areas have been included in her internship experience. Former Parks and Recreation Commission Member Gregg Bannick was present to bid farewell to the Commission and to extend his appreciation for the opportunity to serve on the Commission. Commission and staff wished him well at his new residence in Castle Rock. Operations Manager Kavinsky distributed and reviewed draft copies of a department policy for tree donations and memorial donations. Kavinsky explained that the draft policy concerning memorial donations was initiated as a result of Chairman Neyer's inquiries regarding the City's responsibility for damaged or dying memorial trees. 1 Kavinsky stated that, as the draft policy indicates, it is the intention of the Public Works Department to provide normal maintenance and repair for donations as well as installation costs up to $250. Kavinsky encouraged Commission's input prior to the policy being finalized, and it was suggested adding to the draft that acceptance of a donation is contingent upon approval of staff and the Parks and Recreation Commission. Commissioner Markwood entered the meeting at 6:05 p.m. Commissioner Christie requested that, upon its completion this Fall, there be a publication in the Englewood Herald of the picnic shelter being constructed at Rotolo Park with funds that were donated from the John Rotolo Estate. Manager of Recreation for the South Suburban Parks and Recreation District, Kevin Greene, entered the meeting and was introduced to the Commission. Mr. Greene expressed South Suburban' s enthusiasm in the construction of Regional Park. Mr. Greene explained that revenue producing agencies, such as the proposed miniature golf and batting cage facilities, are being included in the plan to help offset maintenance costs for the Park, and stated that bids have been awarded for both the batting cage and miniature golf facilities. It is anticipated that both facilities will open in the Spring of 1994. With the aid of a diagram, Mr. Greene discussed the layout and construction phases of the Park facilities. Mr. Greene noted that matters to be worked out prior to construction include additional water sources, traffic accommodations for the additional volume generated by park users, pedestrian traffic needs, and adequate parking facilities. Upon Mr. Greene's departure, the Commission further discussed its concerns regarding ample parking facilities, predicting that the proposed 200 space parking facility would not accommodate participants and spectators for five simultaneous soccer games as well as overlapping games and parking for participants at other park facilities. Commissioner Markwood expressed concern that inadequate parking on the south side of Belleview would cause patrons to park at facilities on the north side of Belleview and then attempt to cross Belleview Avenue on foot. The Commission agreed that a letter to 2 City Council would be appropriate to express their concerns regarding parking accommodations at Regional Park. Recreation Services Manager Mickelson reminded the Commission that the Englewood Recreation Center will be closed from August 21 through September 6, 1993 for the annual maintenance program, which will include pool resurfacing and acid washing, and general Center cleaning and repairs. Mickelson stated that staff will be on hand at the front counter for program registration and to handle other business matters. With a quorum now being present, Chairman Neyer asked if there were any additions or corrections to the minutes of July 8, 1993, and to the minutes of the Special meeting of July 27, 1993. There were none. A motion was made and seconded that the minutes of the two meetings be approved as presented. The motion passed unanimously. The need for sand volleyball facilities in Englewood was discussed . Former Commission Member Gregg Bannick, as an employee of the Foothills Parks and Recreation District, interjected that their Clement Park sand volleyball courts are always in use, largely because of use by high school students from a nearby school, and also because the Park houses many other attractions. Commissioner Christie suggested that the Alternative High School would perhaps provide an ideal test location for a facility in Englewood. Other suggested locations included Jason Park, Belleview Park Nature Area and Bates/Logan Park. The meeting was adjourned at 7:02 p.m. 3
