HomeMy WebLinkAbout1993-09-09 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of September 9, 1993 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:31 p.m. by Chairman Neyer at the Englewood Golf Course Clubhouse. Members present: Armstrong, Gerlick, Gomes, Neyer, Waggoner Members absent: Christie, Markwood, Black, ex officio Also present: Charles Esterly, Director of Public Works Dave Lee, Englewood Golf Course Superintendent Chairman Neyer asked if there were any additions or corrections to the minutes of August 12, 1993. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously. With regard to the City's Neighborhood Picnic, scheduled for September 11, at Centennial Park, Commissioners Armstrong, Neyer and Gerlick agreed to tend the Parks and Recreation booths along with staff to provide program and facility information to interested citizens. Director Esterly reported that he met with representatives from the Colorado Department of Transportation (COOT) regarding the design of the Windermere bridge over Big Dry Creek. COOT agreed to provide graphics of figures to be imbedded in the abutment concrete along the bike trail under the bridge if funds are available for that type of design work. At Commissioner Waggoner's inquiry, Director Esterly advised that since COOT has not yet provided a detailed design of the bridge structure, it is not known whether or not they intend to armor the edge of the girder on the upstream side of the bridge to prevent collapse during flooding. Esterly stated he will make this concern known to COOT. Esterly described additional features to the bridge. The rip rap will be covered with soil and planted with natural seeding; and, at staff's request, the colors of the structure will be uniform with those being used for the Santa Fe construction. Esterly stated that COOT agreed to provide mountings for light posts on the bridge, and the City will provide the same decorative light posts as displayed on Broadway and at the Little Dry Creek Plaza. Vandal proof light fixtures under the bridge along the bike trail will also be installed . Esterly stated that COOT intends to have the 1 bridge design completed by the end of 1993. The City is urging COOT to complete construction on Windermere prior to closure of the Santa Fe/Quincy and Tufts intersections to provide an alternate access into Englewood. He stated that COOT has approached Urban Drainage for approval of the channel design for this project. Esterly stated that some discussion has taken place regarding the possibility that light rail could be constructed along the Santa Fe corridor, and COOT funds could be channeled to the light rail system rather than highway improvements. Commissioner Gomes inquired as to whether or not the Utilities Department is intending to proceed with using the alum sludge product as a fill material for road construction projects. Director Esterly advised it has been determined that the soil originally intended to be used as a mix with the sludge also contains significant levels of elements intended to be diluted, and therefore, it is necessary to explore other means for storage of the sludge. Golf Course Superintendent Dave Lee reported that there was an attempted break-in at the Golf Course clubhouse earlier in the week. The alarm system alerted the Sheridan Police Department; however, the suspects were not apprehended. Commissioner Armstrong reported that she conducted the Land and Water Conservation inspections of Englewood parks that were required in 1993, and explained that when funds are received from the federal government, an inspection is required once every five years to insure there has been no use conversion, etc. She stated her report indicated that Englewood parks are exceptional. Commissioner Waggoner asked for an update of the Larry Scott property and was informed that it looks very good. "Before " pictures of the interior and exterior of the property were available for Commission's perusal. Br ief discussion ensued. Chairman Neyer distributed copies of a letter from Mayor Wiggins to Deborah Pool addressing her concerns regarding the Larry Scott property. The meeting was adjourned at 6:09 p.m. 2
