Englewood Parks and Recreation Commission
Minutes of August 11, 1994
The regular monthly meeting of the Englewood Parks and Recreation Commission was called to
order at 5:36 p.m. by Chairman Gomes at the Centennial Park picnic facility.
Members present: Armstrong, Christie, Dreiling, Gerlick, Gomes, Markwood, Black, ex officio
Members absent: Neyer, Waggoner
Also present: Chuck Esterly, Director of Public Works
Chairman Gomes asked ifthere were any additions or corrections to the minutes of July 14, 1994.
There were none. A motion was made and seconded that the minutes be approved as presented. The motion
passed unanimously.
Chairman Gomes introduced and welcomed newly appointed Youth Member, Jacque Dreiling.
e . Director Black stated that she will be formally appointed to the Commission by City Council at the Monday
night Council meeting.
Commissioner Armstrong entered the meeting at 5:38 p.m.
Director Esterly reported that Mayor Gulley has initiated an investigation into possibilities of
developing an Art in the Parks program and requested that the Parks and Recreation Commission explore
their views of such a program, possible locations, etc. To ward off claims of denying an individual's
·freedom of expression, Commissioner Armstrong suggested holding a competition, with selections
determined by an appointed committee for predetermined locations and themes. Armstrong also stated that
criteria should include that the City is not responsible for vandalism to selected sculptures. Youth
Commissioner Dreiling observed that student entries could help curb vandalism. Commissioner Armstrong
suggested that competition could include the stipulation that art at one or more sites be designed by high
school students. Commissioner Markwood stated that competition should be open to all Englewood
e students and not limited to high school age. Black stated that coordination and implementation of the
program will involve efforts of City staff and possibly the Englewood Chamber of Commerce.
Commissioner Gerlick volunteered to represent the Commission since he is currently a member of the
Chamber's Cultural Arts Committee. Possible locations discussed included Centennial Park, and various
areas along Little Dry Creek and at the 285 and Broadway interchange.
Director Black reported that he was contacted by a real estate appraiser hired by Home Lumber
Company to appraise their property located on Belleview A venue near Belleview Park. Black stated that he
was advised by the appraiser that he had no knowledge of the property owner's intentions regarding sale of
the property. The appraiser informed Director Black he would keep the City informed regarding progress of
plans for the property's future.
Director Black advised he was contacted by a real estate agent representing Carroll Quelland, who
owns a small piece of property on the east side of the Golf Course. Black stated that the City had initially
investigated purchasing Mr. Quelland's property in conjunction with the Golf Course expansion project,
however, since other properties in the area were not available for purchase, the City did not pursue purchase
of Mr. Quelland's property. Mr. Quelland is currently looking to liquidate some of his property and
suggested that a donation of three acres to the City may be a possibility. Director Black indicated he will
keep the Commission advised as developments arise. There was brief discussion regarding the development
of this property for soccer use, should it become available.
Director Black reported on progress of the Golf Course expansion project. Black advised that the
irrigation system has been installed at the new driving range; target greens have been built; seeding of the
new range has been accomplished; the ball shed has been moved to its new location; and the lights have
been moved to the new range. Black explained that the existing driving range was closed prior to the
opening of the new range so that 20,000 yards of dirt could be hauled in, saving the City approximately
$30,000-$40,000. It is expected that the new range will open on September 15, 1994.

Director Black advised that Scott Simpson, sole owner of Riverside Miniature Golf Course, is
considering extending an invitation to the Commission, and Englewood and Sheridan City Councils to
attend an open house at the miniature golf and go-cart facility.
Director Esterly briefly reviewed the Conservation Trust Fund Project Request List for 1995, which
was recommended by staff and approved by the City Manager.
Director Esterly, for Commission's information, reported on a discovery that was made recently in
Centennial Park Lake. Esterly stated that, as a result of a domestic quarrel, a diver was hired to retrieve
some property that had been deposited in the Lake. The diving company, having obtained proper City
permits, made the dive, and while so doing, discovered a vehicle at the bottom of the lake. When retrieved
and identified, police reports indicated that the vehicle had been reported stolen in 1992!
The Commission reviewed information contained in the Commission's packets regarding 1993
tennis court lighting costs.
Director Black reported that the Commission's annual meeting with City Council has been
rescheduled for October 17 at 6:00 p.m.
Chairman Gomes reminded the Commission of the invitation contained in the packets regarding the
City Picnic on August 26.
The Commission briefly discussed volleyball and golf programs offered through Englewood High
School.
Commissioner Christie advised that attempts are continuing to raise funds to finance the operation
of the Bookmobile.
Chairman Gomes discussed the outcome of the Fireworks Committee wrap up meeting. Gomes
stated that parking fees and donations came very close to covering costs for this year's event. Gomes stated
that the food concession companies operating at this year's event have indicated interest in returning in
1995. Gomes stated that additional parking is needed; many traffic concerns arose following the event; and
e traffic assistance from the City of Sheridan Police Department was late coming. It was suggested that

parking not be permitted on either side of Union Avenue for future fireworks events at the Centennial Park
location to allow better traffic movement.
Commissioner Christie requested that fireworks coordinator, Dana Glazier, be notified that the
Parks and Recreation Commission is willing to assist the Fireworks Committee in selling 3-D glasses to
help support the event in 1995. Brief discussion ensued.
Commissioner Armstrong strongly commended the Recreation Department's summer production of
"Hello Dolly".
The meeting was adjourned at 6:51 p.m.
