HomeMy WebLinkAbout1995-08-10 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of August 10, 1995 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:35 p .m . by Chairman Gomes at the Bates/Logan Park picnic shelter. Members present: Members absent: Also present: Armstrong, Christie, Gerlick, Gomes , Markwood, McKay, Neyer, Waggoner Black, ex officio LuAnne Mickelson, Recreation Services Manager Chris Korba, Parks Administrator Chairman Gomes asked if there were any additions or corrections to the minutes of July 13 , 1995. There were none. A motion was made and seconded that the minutes be approved as presented. The motion passed unanimously . Parks Administrator Korba reviewed the final draft of the Centennial Park Master Plan, copies of which were included in the Commission's packets. Brief discussion ensued. To Youth Commissioner McKay's inquiry, Korba responded that he hopes to design the skateboard facility to accommodate both skateboarders and rollerskaters. Korba stated that estimated costs for irrigation installation were 15% to 18% higher than originally projected, causing an increase in the projected construction costs. Korba confirmed that he applies for available grant for all phases of construction. Commissioner Neyer made a motion, seconded by Commissioner Christie, to recommend that City Council approve the final draft of the Centennial Park Master Plan. The motion passed unanimously. Commissioner Markwood entered the meeting at 5:45 p.m. Recreation Services Manager Mickelson advised that the Parks and Recreation Commission has been invited to meet, at their regular meeting on September 14, 1995, with the Clean, Green and Proud Commission at the Country Buffet to discuss items of concern. With regard to the youth fall tackle football program, Recreation Services Manager Mickelson reported that because of insufficient enrollment, the Recreation program is being eliminated . Mickelson stated that Pat Wilson and Randy Penn of Englewood High School, and a number of parents have elected to organize an independent youth football program. After conferring with City Attorney Brotzman, the Recreation Services Department has made arrangements to donate the City's football equipment to this new independent program, the Colorado Wildcats . Commissioner Neyer offered his congratulations to Theater! Englewood! and students and staff of the Recreation summer production of Annie. There was brief discussion regarding an inquiry received by Commissioner Neyer concerning the Commission 's support of the holiday parade. Discussion ensued regarding in-kind services and costs provided by the City in past years to support the parade, judging of floats and bands, etc. The Commission agreed that the parade is a great asset to Englewood. For Commission's information, Commissioner Armstrong advised that the Board of the Great Outdoor Colorado Trust Fund (GOCO) is reconsidering distribution of their grant funds in order to support a number of high-cost items that would not otherwise receive funding under the current distribution process. GOCO, therefore, is considering establishing a special project funding category using 50% of available funds. Armstrong stated that GOCO funding to park systems state-wide for open space, local and state parks, and the Division of Wildlife would then be reduced by 50%. Korba commented that he was anticipating obtaining GOCO funding to support financing for Centennial Park construction. Armstrong suggested that the City consider writing a letter to the Director of GOCO, Will Shafroth, expressing the City's position on this concept. Commissioner Armstrong expressed her appreciation and thanks for the production of Annie and the benefits her children experienced while participating. With regard to park land and water inspections conducted by State Parks, Commissioner Armstrong advised that they are now including inspections for school facilities. Armstrong noted that the City owns and maintains tennis court facilities on two Englewood School properties that are not signed as City facilities. Brief discussion indicated favoritism for signing the two facilities. Armstrong noted that Englewood facilities always rate very high in the land and water inspections. Commissioner Christie relayed she received word from a parent, whose child is enrolled in the Summer Playground Program, that program staff is not always prompt arriving in the morning, and phones are not available to notify Recreation Center staff. Youth Commissioner McKay advised he has received inquiries regarding concrete work taking place at the Englewood Recreation Center. Recreation Services Manager Mickelson explained that several "trip" areas existed, requiring replacement. To Youth Commissioner McKay's inquiry, Recreation Services Manager Mickelson explained that South Suburban Parks and Recreation District has no available field time at their Belleview and Windermere facilities to accommodate Englewood's needs for additional fields. Recreation Services Manager Mickelson noted that the front entrance to the Recreation Center will be closed for part of next week to accomplish installation of the automatic door system. 2 Also, during the latter part of August, the Recreation Center pool will be closed for replacement of the pool deck and installation of three 250 pound toy alligators. The Recreation Center will thereafter be closed for a period of one week to replace the running track and make repairs to the racquetball courts. The Recreation offices will be staffed for program registration during this time. Commissioner Gerlick congratulated staff for the success of the production of Annie. Ger lick thanked Commissioner Armstrong for her services during the production. Commissioner Gerlick reminded the Commission of a meeting with City Council scheduled for August 21, 1995 to discuss Commission's recommendation to establish a cultural arts commissfon in Englewood. Chairman Gomes noted observing rollerbladers on the newly resurfaced tennis courts at Englewood High School. It was clarified that the City no longer participates with the Schools in the repairs and maintenance of that facility. Chairman Gomes presented a letter received from Englewood Schools thanking the Commission for their contribution to the summer reading program. The meeting was adjourned at 7:00 p .m. 3
