Minutes of September 14, 1995
The regular monthly meeting of the Englewood Parks and Recreation Commission was called to
order at 5:30p.m. by Vice Chairman Neyer at Riverside Miniature Golf and Go-Kart.

Vice Chairman Neyer asked if there were any additions or corrections to the minutes of August e 10 , 1995. Commissioner Armstrong had a correction regarding GOCO funds. Armstrong stated
revenues into GOCO funds doubled what they had projected. The level of funding would stay where it
currently is, but instead of any proportionate increase in funding, the GOCO funds would remain the
same. A motion was made and seconded that the minutes be approved as amended. The motion passed
unanimously.
Scottie Simpson, proprietor of Riverside Miniature Golf/GoKart, was introduced to Commission.
Mr. Simpson just completed the Miniature Drag Strip facility and invited Commission to see the facility
and give everyone the opportunity to ride.
Commissioner Markwood entered the meeting at 5 :46p .m.
Director Black announced that Doug Clark, City Manager, has made the decision to combine
Parks and Recreation Departments . The integration was made official Monday, September 11, 1995.
Doug Clark felt there were too many things in common between the two departments including
programming, and master planning. Parks Division from Chris Korba down has been moved over under
Black's direction, but will continue to work from the Service Center. Jim Kavinsky will remain with e Public Works in charge of Building Operations . Director Black announced Debby Severa will now be
the recording secretary for the Parks and Recreation Commission. Commissioner Armstrong asked if
there was a change in title for Director Black. Black responded that there would be a title change along
with a change in name for the department. All that would be finalized with an ordinance change.
A plaque was presented to Linda Wilks for her outstanding service and dedication to the Parks
and Recreation Commission for the past twelve years by Vice Chairman Neyer. Linda thanked the
Commission, and stated she would miss everyone . Director Black added Linda's assistance would be
missed among staff, but the ties would not be severed among the Departments .
Director Black announced the golf course expansion is near completion. The Clubhouse is now
open including the teaching facility, and landscape around the Clubhouse is completed. Public Service
is scheduled to remove poles, and curb and gutter is near completion . The landscaping company will
then come in and do the irrigation and plant seed within the next couple of weeks. The clock and City
logo in the clock tower will be in place also within the next couple of weeks .
To celebrate the expansion and opening of Par 3 course, a Golf Course Dedication ceremony has
been set for Saturday , October 14, 1995, at 11 :30am at the Englewood Municipal Golf Course.
Commission members and City Officials will be invited. Tournaments will run at 9:30am and 12:30pm,
and will be the first play on the course. The Par 3 course will then open to the public on Sunday,
October 15, 1995. The architect and the agronomist from CSU have recommended limited play on the
Par 3 course. Open play will be limited to Fridays, Saturdays and Sundays only , with 15 minute tee
times as opposed to 8 minute. Once irrigation is turned off, the Par 3 course will be closed for the
winter.
Director Black distributed copies of Public Information Fact Sheet from Suzie Grace, Assistant
City Manager regarding ballot issues. The information should be used in addressing issues and referring
questions to the appropriate people.
Director Black reminded Commission members the October meeting will be with the Clean,
Green and Proud Commission at Country Buffet, 5 :30pm. Commissioner Armstrong asked if the intent
of the meeting is to discuss the Shotgun Tournament. Director Black responded that was his
understanding . Armstrong inquired whether an evaluation of the Shotgun Tournament would be
available prior to the meeting. Black replied there would not be. Black felt the intent of the meeting is
for Clean, Green and Proud Commission to discuss special consideration for them along with other non-
profit organizations regarding Shotgun tournaments. Black added that his intent is to receive feedback
from the Clean, Green and Proud Commission, and then at the November meeting present to the
Commission those issues related to Shotgun tournaments for decisions in the future. Discussion ensued.
Director Esterly expressed what a pleasure it was to work with everyone, and would always be
available. Director Black credited Esterly and his employees on a smooth transition.
Information was handed out by Commissioner Christie on services and rentals provided by
Englewood Public Schools at no cost or reduced cost with building usage breakdown and classification
of rates.
Youth Commissioner McKay inquired why the Spider Web was removed from Belleview Park.
Director Esterly explained the cables were made out of steel with a plastic coating. The plastic coating
was wearing, leaving sharp steel fibers. Parks Administrator Chris Korba has tried numerous strategies
in maintaining the cables. Commissioner Neyer reported Pueblo Reservoir had a similar piece of
equipment that had been maintained. Mike French was given as a contact for Pueblo Reservoir.
Director Black would follow-up regarding the piece of equipment and whether it would be replaced.
Commissioner Neyer inquired about daycares using the parks and if permits were being enforced
for park usage. Debby Severa reported permits were only issued to daycare groups who contacted the
Recreation Department. Park crews are asked to help enforce the policy and contact the Recreation
Department ifthere are any problems. No revenue is generated from park usage permits to daycare
groups.
The meeting was adjourned at 6:00pm.
