Minutes of November 9, 1995
The regular monthly meeting of the Englewood Parks and Recreation Commission was called to
order at 5 :30p.m. by Chairman Gomes at Englewood City Hall, Conference Room A.

Chairman Gomes turned the meeting over to Director Black. Information was handed out
regarding Shotgun tournament survey , guidelines and options available. From a survey taken, Black
pointed out most courses do offer Shotgun tournaments, but all differ in guidelines set forth by the Club.
For example, fees charged for individual players ranged from $33 at Indian Tree up to $85 at Meridian.
There was not a course who offered special rates for non-profit groups. Most courses surveyed were
municipal courses . A list was also included of all tournaments that the Englewood Golf Course hosted
in 1995 ; 19 out of 72 tournaments were known to be non-profit tournaments. This number could
possibl y be higher.
Four Shotgun Tournament options were presented to Commission . Option I -No Shotgun
Tournaments; Option II -Shotgun Tournaments offered on weekends only (Friday, Saturday and
Sunday); Option III -Shotgun Tournaments offered Monday through Thursday ; and Option IV -
Shotg un Tournaments on Mondays only (holidays excluded). Recommendation by staff is for Option
IV.
Shotgun Tournaments would be hosted the second Tuesday of every month in the morning.
Tournaments could then be broken down into two categories ; a large tournament of a 100 or more would e take up the entire course , or two tournaments of smaller groups of a minimum of 50 each. Black added
the majority of tournaments are smaller, less than 100.
Commissioner Armstrong asked what the minimum requirement is of a non-Shotgun
Tournament. Michael Pickens replied 16 because the course is not required to be closed. Black added
all other rules remain the same for public Shotgun and non-Shotgun tournaments including purchasing
pro-shop merchandise, which is a standard rule for all golf courses .
In comparing 1995 tournaments at the Englewood Golf Course , Commissioner Armstrong
questioned as to why the Clean, Green and Proud Commission tournament fees were higher than other
tournament fees at the Englewood Golf Course. Jack Poole replied the tournament fee reflects a $7 .50
per person charge that was part of the Shotgun Tournament requirement. Poole clarified that the Mens '
and Ladies' leagues do not pay tournament fees, and all outside tournaments are required to use carts.
In regards to the Monday 's ladies league having to move , Commissioner Armstrong asked if
there would be a problem. Poole responded possibly. Black explained staff will meet with the Ladies
group prior to the first of the year to discuss this issue. The intent is to make the Par 3 Course available .
Commissioner Gerlick questioned the priority of scheduling Shotgun Tournaments. Black
responded that organizations will be taken on a first come, first serve basis. It was noted that in
comparing other Golf Courses, non-profit groups do not receive special consideration. It was noted that
the City of Englewood sponsored two foursomes for the Clean, Green and Proud Shotgun Tournament. e
Black added that a donation from the Golf Course was given to the tournament. Discussion ensued .
A motion was made by Commissioner Markwood and seconded by Commissioner Armstrong to
recommend to staff to adopt Option IV. The motion passed unanimously. Because Council approves
the fees for the Golf Course , the Commission felt that any special consideration or reduction in fees for
non-profit golf tournaments should be a Council decision.
Director Black announced that Woody's Club would not be renewing their contract option .
Black remarked that there has been a large number ofrequests for bids. A decision will be made by the
end of the year with the new Concessionaire opening the middle of January to beginning of February.
Director Black met with Council to discuss the policy of naming and renaming of Parks . A
decision was made by Council that a formal policy is not necessary . Council felt the current procedures
are working well , and appreciated Commissions input. Black informed Commission that Larry Scott
property data as to revenues and expenditures will be finalized at the end of the year. Discussion
ensued. Black announced Dave Lee and Rick Kahm will speaking at a National Golf Foundation
conference regarding golf courses being built on landfills.

Commissioner Neyer thanked Eric Ritter and the Department of Recreation Services for the
donation of football equipment. Neyer remarked the program was very successful and the donation
allowed children to play who would otherwise not have been able to.
Youth Commissioner McKay thacl<ed John Gerlick for helping with the Halloween Carnival.
Commissioner Christie congratulated Chairman Gomes on a successful parade. Commissioner
Markwood announced the Englewood Soccer Association Awards Ceremony was being held tonight.
Program was very successful with 500+ children.
Meeting was adjourned at 6:43p.m.
