Minutes of May 9, 1996
The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at
5 :35pm by Chairman Gomes at the Englewood Golf Course Maintenance Facility.

Chairman Gomes asked if there were any corrections or additions to the minutes of April 11 , 1996
meeting . Debby Severa had a correction in regard to the Community Arts Center. Mickelson reported the
Community Arts Center had not been identified when the study was initiated. Mickelson added it could be
a possibility through the Malley Center expansion, although it would be a smaller facility due to space
available . A motion was made and seconded that the minutes be approved as amended. The motion passed
unanimously .
Dave Lee, Golf Course Superintendent, updated and informed the commission on water and
drainage issues at the golf course . Dave explained part of the PUD process for the Par 3 Course involves
drainage issues along Clay Street. In order to gef acceptance from the City of Sheridan , the City has agreed
to install drainage from the top of the hill on Clay Street continuing down to the Platte River with the most
likely route being through the Baski and Kloppenberg properties. The City has secured an easement
agreement from Baski and is in the process with Kloppenberg . The line will proceed along the clanfication
pl ant. Lee noted that along the east side of the plant is a 60 inch concrete pipe. The drainage line will join
into that and proceed to the Platte River.
Lee explained last year the golf course built a new well along 15 fairway . The course is looking at
piping water from that well onto the back side directly over to the ponds and lakes in the front side. The
golf course currently does not have water rights to pump water from those lakes , and therefore , is required
to replace water pumped to the front side by replacing water into the Platte River from the wells on the back
side . With the addition of the Par 3 Course, Lee noted they have had to pump approximately one million
more gallons of water per night out of the lakes which draws the lakes down quite low at times. The cours e
is hoping to alleviate runn ing the lakes dry by accessing water from the back side . Lee stated they are
budgeting for the piping in 1997 .
Commissioner Gerlick arrived at 5:46pm.
In regards to deep water wells that were to be tested throughout various Englewood parks and the
Englewood Golf Course a few years back, Commissioner Neyer asked if the golf course took part in that
study . Lee stated the Golf Course was originally included but did not participate. Lee was not aware of the
reason .
The possibility of a well on the front side was discussed with Stu Fonda, Director of Utilities .
Fonda felt the water rights and regulations would be so minimal that the course would not benefit from the
well. Neyer asked who had water rights to the front. Lee stated nobody . Lee informed Commission that
several years ago the Golf Course went into an agreement with Denver Water agreeing to replace any water
used . Waggoner commented that Utilities was to make up the water rights from the golf course . Lee
understood that the water from McClellan Reservoir is very expensive and Utilities prefers not to use it
unless it is necessary . Waggoner tqought Utilities had taken over the rights to the wells that Public Service
had. It was not clear whether Utilit~es or Golf Course had the rights. Lee assumed Utilities had the rights
since they had refurbished the wells. Waggoner said it was also agreed for Utilities to provide the make-up
water for the Golf Course use from the ponds. Lee was not aware of the agreement.
Commissioner Neyer asked if the situation with the water in the lake in the front nine has been
resolved . Lee reported the water has been tested through an on-going process. The Golf Course is taking
precautions by continuing to monitor the water.
Commissioner Markwood commented on the new sidewalk along Oxford A venue.
Debby Severa reported Englewood Public Schools and Englewood Public Library are co-
sponsoring a reading assistance program. This year 's program will concentrate on additional subjects
besides reading. The Englewood Public Library has put out a challenge to all commissions and boards to
sponsor a child on the wait list. Cost is $30.00. Each Commission member donated $5 .00 toward the
sponsorship of a child.
Dave Lee congratulated Austin Gomes on being nominated Citizen of the Year. Austin will be
presented the honor on Monday , May 13 , 1996 at 8:30pm at the Malley Senior Center.
Commissioner Christie announced Englewood Public Schools will be presenting "The Man Who
Came to Dinner" Thursday, Friday and Saturday, May 9-11 th.
Christie explained the Englewood School Board invites parents to a pre-session to regular school
board meetings to discuss concerns . There are a number of concerns regarding providing more after-
school activities in the schools for the children. Christie asked if the possibility of using Englewood Public
School's staff to coach recreation athletic programs had been considered. Armstrong reported that the
physical education teacher at Cherrelyn coaches Volleyball for the Recreation Department.
Concerning additional soccer fields, Commissioner Neyer asked Commissioner Markwood if the
Englewood Soccer Association had considered using the field at the Alternative High School. Markwood
responded a soccer field was intended for that area, but members of the neighborhood had came forth and
said they did not want a field due to the additional noise level. Discussion ensued.
Youth Commissioner McKay inquired as to the process of home-schooled youth registering for
public school activities and cl~sses . Christie remarked a state Jaw was recently passed allowing home-
schooled youth to participate in public school programs , and advised McKay to talk to a school counselor.
McKay asked if Safe Summer '96 had been approved . Debby Severa reported that a press conference took
place a few months ago but was not sure of the outcome. Black will follow up.
Commissioner Christie briefed Commission in regard to the Summer Reading Program. Christie
explained the program has been improved over last year 's program by expanding it 's curriculum to include
computers , art, math and reading. The program will be held at Maddox Elementary and will be busing from
other elementary schools . Two hundred children have pre-registered for the program .
Christie announced Englewood High School passed a policy stating if a student fails a class, that
student is required to retake that class on a space available basis . If the class is full, the student will then
need to take the class during summ,er school. Christie added it has been a policy supported by the
Englewood School Board for sever~! years .
