Minutes of July 11, 1996
The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at
5:43pm by Chairman Gomes at Sinclair Pool.
Members present: Gomes , Gerlick, Waggoner, Armstrong, Neyer, Christie, Markwood,
Black, ex officio
Chairman Gomes asked ifthere were any corrections or additions to the minutes of June 13 , 1996
meeting. Commissioner Armstrong had a correction. Armstrong was quoted as saying the airplane was not
much use as an E nglewood landmark. Armstrong had felt the airplane was an Englewood landmark, but
was not much use as it is currently. A motion was made and seconded that the minutes be approved as
amended . The motion passed unanimously .
Director Black announced interviews for the Cultural Arts Commission had taken place and
appointments had been made . The first meeting of the Cultural Arts Commission will take place the first
week in August at which time discussion will include meeting locations and times , selection of officers and
commitments/requirements. Black added a council appointee had not occurred as of yet. Issues including
the Statue at the Plaza, Arts in the Parks and the Belleview Airplane would be discussed with the Cultural
Arts Commission , at later dates.
Chairman G omes asked if there would be a Parks and Recreation Commission representative on
the Cultural Arts Commission. He had thought it added as a stipulation from the Parks and Recreation
Commission . Black stated the ordinance was not approved as such but would check with the City
Attorney . C ommissioner Waggoner added the ordinance did not include a Council representative, also .
It was asked if board members could serve on more than one board. Neyer said he had asked that
question before and was told no. He had thought there was something in writing supporting that.
It was suggested by Commissioner Neyer that the Parks and Recreation and Cultural Arts
Commission meet together once or twice a year.
Commissioner Armstrong inquired if it was necessary to have a representative from the Parks and
Recreation Commission if Black would be the ex-officio and the Parks and Recreation Commission would
be receiving the minutes from the Cultural Arts Commission .
Regarding the situation with Ms. Hoover and the TaeKwon Do class , presented to the Commission
at the Public Forum in June , Black informed Commission that staff had talked to the instructor. The
instructor was extremely concerned and reiterated to all the students what TaeKwonDo was about.
Black reported that the Parks and Recreation Feasibility Study was in progress . The consulting
group will meet with the Parks and Recreation Commission in September. Black also indicated that the
Cultural Arts Feasibility Study will be added in the budget, as recommended from the Parks and Recreation
Commission at the June meeting.
Black briefed Commission concerning a proposed sales tax increase for open space, presented by
Gordon Milliken. Mr. Milliken, a former South Suburban Board Member and Chair, was referred by
Mayor Tom Bums. The proposed tax increase has been discussed with City Council. Mr. Milliken
contacted Black stating the City of Denver petitioned the increase and will have on the November ballot for
a .01 % increase. Mr. Milliken will be a scheduled visitor at the August 5, 1996 Study Session. The
County Commissioner has requested a letter from all municipalities, including Englewood, stating their
issue . Discussion ensued.
Commissioner Gerlick announced The Music Man will be August 2,3 and 4 . As in 1995, the
Commission contributed funds to purchase space in the souvenir program, offering their best wishes to cast
and production.
Commissioner Neyer asked if the Goals and Objectives would be reviewed sometime this summer.
It was decided they would be reviewed at the August meeting .
Regarding the referendums on Cinderella City , Commissioner Waggoner noted the response was
good. It was added that the majority of citizen's requests included lots of green space, water and buffers.
Commissioner Armstrong informed Commission of a recent CPRA meeting and a round table
discussion that was held prior to the meeting . Armstrong explained that crime prevention funds were
available to parks and recreation districts for youth facilities. Some metro districts have already applied for
the se funds.
In regard to the summer school offered at Maddox Elementary, Commissioner Christie infomrmed
Commission 240 students are participating in the summer program . Englewood Public Schools is providing
transportation .
Chairman Gomes briefed Commission on the July 4th Fireworks. Gomes stated the event was
successful with no problems, parking included , and well attended.
Gomes was recently notified of an Englewood boy working on an Eagle Scout award through the
Parks Department. The boy was doing some painting on Little Dry Creek. Gomes requested that the
Commission be apprised of these projects at the monthly meetings, possibly during Director's Choice.
Black noted the Parks and Recreation Department has volunteers working throughout the year, including
two to three Eagle Scout projects . Black was concerned that the Department cannot recognize particular
individuals without recognizing all. Black explained that during the budget process , he presents to Council
Department Innovations including volunteers hours . In 1995 , the Department saved $200,000 to $300,00
by using volunteers . A Volunteer Recognition is held annually at the Malley Senior Recreation Center to
recognize Malley volunteers .
The meeting was adjourned at 6:23pm.
