HomeMy WebLinkAbout1996-10-10 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of October 10, 1996 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:33pm by Chairman Gomes at the Malley Senior Center. Members present: Members absent: Also present: Austin, Neyer, Armstrong, Gerlick , Christie , Waggoner, Black, ex officio Markwood Dave Lee, Golf Course Superintendent Bob Burgener, Golf Course Manager Chairman Gomes asked if there were any corrections or additions to the minutes of the July 10th, August! 4th and September 11th meetings. There were none . A motion was made and seconded that the minutes be approved as pres ented . The motion passed unanimously . Director Black presented a plaque to Chairman Gomes and Vice-Chairman Neyer from the Colorado Parks and Recreation Association for the Citation A ward . Commission members were informed that EffaMae Marker from CPRA presented the plaq ue to Gomes and Neyer at the October 7 , 1996 City C o uncil meet ing. Armstrong remarked that the Citation A ward is a very prestigious, once in a lifetime award. She added that at the City Council meeting, Gomes and Neyer gave much credit to the Parks and Recreation Commission and to Jerrell Black. Black introduced Bob Burgener, Golf Course Manager. Burgener presented a proposal for a 1997 fee increase at the Englewood Mu nicipal Golf Course. Increases would include the following: $1/9 hole; $2/18 hole; $1/cart/18 hole; $.50/b ucket of balls and $.25/junior fee/9 hole; $.50/jun io r fee/18 hole and annuals. Burgener made note that even with the increase, the Englewood Golf Course would still be below the average in the metro area. It was recommended to hold off on a fee increase for the Par 3 course for another year due to the course just beginning to have a stable base. Gerlick arrived at 6:00pm . Burgener indicated that a number of municipalities are doing away with senior fees, and that the validity of senior fees are questioned quite often . It was pointed out that a majority of Englewood citizens are se niors . Burgener was asked if he knew the number of rounds of golf played by se niors and non-residents . Burgener was not aware but could get those figures if necessary. Burgener did state that the number of seniors with annual passes is about 75-80%. Gomes felt that a $1 increase was not worth upsetting people. Black explained that when the City of Englewood did the golf co urse expansion, it was agreed that every two years the Parks and Recreation Department would look at a fee increase ; adding, however, that the increase may not necessarily be implemented. Black added that most other courses do the same every few years . A motion was made by Commissioner Armstrong and seconded by Commissioner Christie that the Parks and Recreation Commission support the golf course fee reconstruction for 1997 as presented. The motion passed unanimously . Black would present the proposal to City Council. Black updated Commission on the Larry Scott property. As of September 1996, the property has brought in $9,000, and a net increase of $65,000 . Neyer asked if there was anything the Commission should be aware of. Black indicated the new renters were very agreeable and asking for very little . Black reported figures are at where the City wanted to be in projections from awhile ago . Black added expenses were down. Commissioner Waggoner asked if there were any concerns from the neighbors. Black replied that there have been no complaints with the new renters. It was asked why the revenue in rent was lower. Black explained that is due to two months of no renters. Commissioner Gerlick asked if payments and interests on the mortgage went to the Parks and Recreation Trust Fund . Black replied yes. Black reported that last month he met with Ford Frick from BBC to discuss issues concerning the presentation at the September meeting. Black indicated BBC has recently provided information to him on demographics, trends, etc .. Commission was told that BBC will be attending a Parks and Recreation Commission meeting in the future to present data for input and review . For the Parks and Recreation Commission members that were not present at the September meeting, Armstrong explained there was some confusion with the presentation and the role the commission was to take in the study . Black assured the commission that the discussion with Ford Frick reflected those concerns from this group. Black reported that the September meeting was the first time he had heard the presentation from BBC. Black apprised the Parks and Recreation Commis sion of Cultural Arts Commission activities. Black reported the Cultural Arts Commission's main focus in on raising funds for the feasibility study. A special meeting will be held on October 14 , 1996 in regards to putting a float in the Englewood holiday parade . Plans have also been discussed regarding an auction in conjunction with LaPorta Art Galleries. Christie asked what the feasibility study was for. Black stated that City Council challenged the Cultural Arts Commission to match funds up to $25,000 for a feasibility study on a Cultural Arts Center in Englewood. Waggoner explained that when discussion took place on Cinderella City, a large number of people requested that the Foley 's building be saved and used for a Cultural Arts Center. Mayor Bums researched the Arvada Cultural Arts Center, a similar facility . That information suggested that a cultural arts facility requires supp ort from the community, and the average cost for such a facility to be $1 to $3 million dollars per year . City Council then issued the challenge to those people believing the City of Englewood wanted a Cultural Arts Facility. '. ,,., Neyer asked if the Cultural Arts Commission is looking at options other than the Cinderella City location. Black responded the Cultural Arts Commission is looking at a number of options for a cultural facility, and is making a concerted effort to inform people of that. In regards to the items brought up by Waggoner at City Council (plaza statue, Belleview airplane, etc.), Black indicated the Commission would focu s on those items after the next one to two months. Black reiterated that the main priority is raising the mcne y . Black added discussion has also taken p lace at Commission meetings in regards to becoming eligible with SCFD. Black explained the sooner the Commission becomes eligible, the sooner they can apply for funds. Christie suggested the Englewood School Foundation would be open for assistance and available for back-up. Black indicated Debra Kolacny from the Englewood School Board was appointed as a liaison to the Cultural Arts Commission and would not doubt that she did offer assistance. Black also explained that seven liaisons from community boards and commissions including City Council, Parks and Recreation Commission , Public Library Board, Englewood Historical Society , Englewood School Board, EDDA and Chamber of Commerce , were appointed to the Cultural Arts Commission. Black announced the department is advertising the Recreation Service Manager position due to LuAnne Mickelson's retirement in August. The department is advertising nationally and Black reported a number of applicants are from across the nation, including one from Canada. Black felt the position would be filled by the first of the year. Neyer asked if Black intended to fill the position from within the department. Black responded he has encouraged staff to apply, but is not currently aware of any interested individuals . Black a lso informed commission members of other recent position vacancies in the department including Helen Aragon who retired, and Kit Bokins and Cinde Anderson, who resigned. Black reported the department was using this as an opportunity to look at the needs of the department and to evaluate all positions and alternatives to filling those vacancies. Black stated any changes would be brought back to the Commission for input. Neyer complimented Tee II Green, concessionaire at the Englewood Golf Course. Neyer stated a relative had a wedding reception at the clubhouse and the people did a wonderful job. Burgener said he would pass the compliment on to the concessionaire. Gomes asked how the restaurant was doing. Burgener reported improvements have come along very nicely and that he has not heard of any complaints. Lunch has increased consid erably and breakfast has had a slight in crease. Commi ssion members asked to have the November meeting location changed to Tee II Green restaurant. Gerlick announced the Theater Englewood! production of "Screams" would be presented next week at Flood Middle School. Gerlick noted the production had a cast of 18-20 people with a variety of ages. Gomes thanked Armstrong for the nomination for the Citation Award . Neyer added it was a nice tribute to the Parks and Recreation Commission at the CPRA Conference. The plaque would be displayed at the Englewood Recreation Center Lobby . Gomes announced the Englewood Holiday Parade would be held on Saturday, October 26th at lOa.m. Gomes reported the 1996 parade would be one of the largest in the last 3 to 4 years with 105 units .
