Minutes of November 14, 1996
The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at
5:30pm by Chairman Gomes at the Englewood Golf Course, Tee II Green Restaurant.

Chairman Gomes asked if there were any corrections or additions to the minutes of the October .
10th meeting. John Gerlick had a correction to his question concerning the Larry Scott Property. Gerlick
asked if the rental payments and interest on the mortgage went to the general fund. Black replied the funds
went into the Parks and Recreati on Trust Fund , and is used to pay off the general fund loan.
In regards to the feasibility study, Director Black explained he was working with BBC, the
consulting group for the feasibility study . Black indicated there was a meeting scheduled for the next week
with BBC. BBC would be meeting with the Parks and Recreation Commission in January with a short
overview of the process. Information will be sent out to Commission members for review prior to the
meeting . BBC would also be looking for feedback from the Commission .
Commission member Markwood arrived at 5 :35pm .
Black updated Commission on the Cultural Arts Commission. Black informed Commission that
the Arts in the Park projects, including the Belleview Airplane, had been brought up at the last Cultural Arts
Commission meeting. Black explained the Cultural Arts Commission is organizing an auction on February
8, 1997, and felt they should wait on other special projects until after the art sale.
Vice Chairman Neyer asked what direction the Cultural Arts Commission is taking. Black
explained the Commission is aware and interested in the Arts in the Park and other projects, but their
immediate need is to raise the money as quick as possible for the feasibility study .
Gerlick asked if there is a deadline for raising the money. Black said there was a unofficial
deadline of September 30, 1996. Once September 30th passed, another deadline has never been imposed.
Neyer asked how much money had been raised . Black reported $2,146.20.
Lorrie Russell entered the meeting .
Gomes asked how long the fundraising will continue. Black reported that would be looked at after
the auction. Black stated the Cultural Arts Commission is a new board and new to fundraisi ng , and are
trying to feel their way to such a large task of raising the $25,000.
Black introduced Lorrie Russell, , Manager of Programs and Community Services for South
Suburban Parks and Recreation District. During a recent conversation, Russell had conveyed to Black an
interest in attending a City of Englewood Parks and Recreation Commission meeting. Black had
encouraged her to do so .
In regards to the job vacancy left by Recreation Manager Mickelson, Black stated that quite a few
applications have been received . It was also announced that due to a problem with the position being
advertised nationally, there will be an extension of advertising for two weeks. Plans include interviewing
before the holidays with a selection being made prior to the first of the year.
Chairman Gomes asked if there were any in -house applicants. Black replied that no one internally
submitted an application.
In regards to the memorial fund set up for Packy Romans, Black reported he and Chris Korba,
Parks Administrator had met with Edith Romans. Black stated there was $2,000 in the fund. Black had
assured Edith that whatever the family wanted to do, the department would work with the family. A
meeting to discuss options has been scheduled with the family for November 16th at Romans Park. More
information will be available to the board after the meeting with the Romans ' family.
Neyer asked of the cost of interns to the department. Black stated that interns are paid $100.00 per
week. Neyer suggested setting up a trust fund for interns in Roman 's name . A scholarship fund was also
suggested.
The Commission discussed canceling the December meeting due to holiday activities. A motion
was made by Commission member Neyer and seconded by Commission member Gerlick to cancel the
December meeting. The motion passed unanimously. Black added a special meeting could be called if
necesary.
Commissioner Markwood announced Englewood Soccer Association finished their season.
Markwood expected a 10-12 % in participants in Spring of '97 . Field usage was discussed .
Commissioner Christie informed Commission that Bishop Elementary is considering going to an
alternative calendar schedule. Christie asked if the parks and recreation programming would be impacted
by the change. Black replied that he had met with Bishop Elementary School principal last year to discuss
possible impacts. Discussion followed regarding the impact on the summer playground program and youth
sports. Neyer asked when the alternative calendar schedule for Bishop School might happen. Christie
replied as early as the Fall of 1997.
Council member Waggoner reported a problem with a sidewalk due to a tree at Roman's Park.
Black stated it would be looked into.
In reference to cancellation of the 1996 Holiday Parade, Gomes discussed the basis for his
decision to cancel the parade. Neyer stated he supported Gomes' decision. Other Commission members
concurred. Gomes added that the ceremony at City Hall was nice and attended by approximately 100
people who had the opportunity to meet and talk to Amy VanDyken.
The meeting was adjourned at 6:50pm .
