HomeMy WebLinkAbout1997-06-12 PRC MINUTESEnglewood Parks and Recreation Commission Minutes of June 12, 1997 The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5 :30pm by Chairman Gomes at Jason Park. Members present: Members absent: Also present: Gomes, Neyer, Christie , Waggoner, Armstrong Gerlick, Markwood, Black , ex officio Gary Hultberg , Recreation Service Manager Chairman Gomes asked if there were any additions or corrections to the minutes of May 8, 1997 . There were none. A motion was made and seconded that the minutes be approved as presented . The motion passed unanimously . Gomes announced that this evening's Parks and Recreation meeting was a public forum. There was no one present. Commission was updated on Art in the Plaza. Hultberg noted the program started in 1996 with the suggestion by Commission member Neyer. Eight 4x4 boards, painted by the Playground and Adventure Camp participants, were displayed in the Plaza for two weeks during EDDA's Sound of Summer concert series. The Department had received favorable comments. Neyer had suggested some improvements for 1997's program . Sixteen 3x3 boards will be displayed , during two intervals. Adventure Camp's art will be displayed the weeks of the June 26th and July 3rd concerts. The boards will then be taken down and repainted for Playgrounds . Playgrounds' boards will be displayed the weeks of the July 31'1 and August 7th concerts. Suggested theme for the boards is "Activities in the Park". Council member Waggoner asked about the pedestal in the Plaza where the Indian statue sat. Hultberg stated that it was a Cultural Arts project. Hultberg reported the relocation of the missile at Belleview Park is proceeding and expectations are that the deadline of July 4th will be met. Plans are to raise the missile on June 20th. The missile will be placed on a 16' steel pipe , 20' in the air, tilted in an upward position . The missile will be painted silver with stars and a logo. Two plaques will be placed alongside the post, one with information on the missile, and the other recognizing Englewood's City Council, Parks and Recreation Commission and Cultural Arts Commission. Inscriptions for the plaques were distributed among Commission members. Gomes asked if the missile would be fenced . Hultberg replied that it was felt the missile would be high enough to not require fencing. Commission member Armstrong asked what the cost for the project would be. Hultberg reported they did not have the cost yet. Hultberg reported the Safe Summer program funding is in place, and the program begin Friday night. The program will run every Friday, Saturday and Sunday nights June 13 -August 17 at the Englewood Recreation Center for youth ages 10-17 years old. Hultberg distributed a tentative schedule of events . Attendance is expected to surpass 1996's 1,000 participants . Hultberg announced the deadline for CPRA 's Columbine Award is August. The Department will be submitting the Safe Summer program. Armstron g asked if the Senior Aquatic Fitness program would also be submitted . Hultberg stated it is being considered. In regards to the Safe Summer program, Armstrong asked what the fee was. Hultberg replied that it was free . Neyer stated he would like to see a follow-up on participation. The Commission was informed that there were no applicants for the youth member positions to the Parks and Recreation Commission . It was announced that Flood Middle School was a recipient of the Blue Ribbon Award . The City of Englewood will be hanging a banner across Broadway congratulating the Englewood School District and Flood Middle School. Hultberg stated the Skate Rodeo will he held on Saturday, June 14th from l lam-4pm at Cushing Park. Pro-skaters and vendors will be present. Over $2,000 in skate items has been collected for give- away. Five additional pieces of equipment will be brought in for hand-on instruction and demonstration . Hultberg explained that the report on FYCP 's will be presented at the July Commission meeting . Regarding disc golf, information is being collected and will also be reported at the July meeting. Discussion began on the Clayton Soccer Field committee and their second meeting. A decision has been made to pursue GOCO funding in relationship with the State Soccer groups and Englewood Public Schools . Hultberg asked for a recommendation from the Parks and Recreation Commission. A motion was made by Commission member Neyer, and seconded by Commission member Armstrong, to recommend to City Council that the City of Englewood pursue an intergovernmental agreement with the Englewood School District for cooperative development of athletic fields at Clayton Elementary School. The motion passed unanimously . Armstrong expressed a need for an orienteering course in Englewood, possibly at Belleview Park Nature Area . Armstrong added that it would be a great project for an Eagle Scout badge. Hultberg thought Adventure Camp would also use the course. Neyer stated that he had read that the Windermere bridge is near completion. Neyer was wondering if the west parking lot at Belleview Park would be remodeled to accommodate the changes along Windermere; and if so , who was responsible for the renovations . Waggoner stated that the City of Englewood should be responsible, and that the issue should have been addressed with the State of Colorado prior to the start of construction. Neyer inquired about the Volunteer Flower Garden program . Neyer felt the City of Englewood has done very little in advertising for volunteers to maintain the flowerbeds in the parks since the City of Englewood stopped supplying flowers for the parks two years ago . Waggoner disagreed, stating he has seen publicity. Waggoner added that the City of Englewood does reimburse the volunteer for flowers . Hultberg indicated that the Parks and Recreation Department is currently in the process of updating the signs for the flower beds to recognize the volunteers . Armstrong suggested some type of recognition for the volunteers at the end of the summer. Armstrong asked what the City of Englewood does for volunteers. ... ·. Hultberg stated that the Malley Senior Center does a volunteer recognition breakfast for it's 200+ volunteers. Volunteers, other than seniors, are recognized,separately. Gomes commented on Romans Park and Parks' mowing . Gomes stated grass clippings were left on the walkway, and grass was not trimmed around trees . Hultberg responded that the Department was aware of the problem and was told a crew follows the mowing crew within a day to do clean-up and trimming . Commission member Christie thanked the Englewood Recreation Center on reacting so quickly to a response from a patron requesting additional fans in the facility. The meeting was adjourned at 6:16pm.
