Minutes of July 10, 1997
The regular monthly meeting of the Englewood Parks and Recreation Commission was called to
order at 5:30pm by Chairman Gomes at Bates/Logan Park.

' Chairman Gomes asked if there were any additions or corrections to the minutes of June 12, 1997 .
There were none. A motion was made and seconded that the minutes be approved as presented. The
motion passed unanimously.
There were no scheduled visitors. Unscheduled visitors included Mr. and Mrs. Wiggins and
neighbors to address the Belleview Park ballfield lights being left on after midnight. Mr. Wiggins stated he
had received a memorandum addressing their concerns from Black, which had been shared among the
neighbors. The neighbors were happy to see their concerns had been addressed. The other concern that
Mr. and Mrs . Wiggins and neighbors wanted to address with the Commission were the number of incidents
involving people changing clothes in public, urinating in the bushes, consuming alcohol , littering and
playing car stereos too loud . It was suggested that the Commission approach Chris Olson, Director of
Safety Services, and request better enforcement at the park. A schedule of games played at Belleview's
softball field was also requested. Black iterated that city ordinance prohibits alcohol in City of Englewood
parks . It was asked if there could be additional signs posted around the park stating the policy on alcohol.
A memo will be circulated to team managers asking for their assistance. Tournament participants will also
be given the new guidelines. Black stated that enforcement is the key .
Also present for unscheduled visitors was Brad Buckner, 7189 S Cody Wy ., Littleton, CO 80128 .
Buckner wanted to say that the Skate Rodeo was well implemented and that it was a very commendable
activity. Buckner thanked the City of Englewood for offering the program.
Black discussed the memo on Parks and Recreation Feasibility Study recommendations.
Waggoner asked for the Commission to formalize a recommendation of items for City Council. Two lists
already exist, one for larger dollar items and one for smaller dollar items. Black explained the top priorities
are the Outdoor Pool at the Home Lumber site and the Malley Recreation Center expansion. The reasons for
these items to be priority are the change in age groups, diversity and active programming. The Outdoor
Pool is due to the aging of the Sinclair Pool. A motion was made by Commission member Markwood and
seconded by Commission member Neyer to recommend to City Council the acceptance of the proposed
priorities from the Englewood Recreation Facilities Feasibility Study. The items being the Outdoor Pool
Facility at the Home Lumber site and the expansion of the Malley Senior Recreation Center, both which
require the same status . The motion passed unanimously.
A motion was also made by Commission member Neyer and seconded by Commission member
Markwood to recommend to City Council the acceptance of the proposed items in the 1998 budget,
Conservation Trust fund, as recommended by the Department of Parks and Recreation staff. The motion
passed unanimously .
Hultberg distributed information regarding disc golf, stating it was for information purposes only.
The Department will track the progress of this sport and research if an area exists large enough to
accommodate an 18 hole course.
The rededication of the Belleview Park Missile at the July 4th celebration was discussed. Also in
attendance was a representative from the Lottery . Lockheed retirees presented the City of Englewood with
a plaque . The plaque from Lockheed and another plaque recognizing City Council, the Parks and
Recreation Commission and the Cultural Arts Commission will be placed on the base of the missile.
Commission was informed that the guidelines for the search of a new City Manager has not been
set as of yet. It will be discussed at Monday night's Study Session.
Armstrong stated that Safe Summer is going well and her children are enjoying it. She also stated
that the Skate Rodeo was great and the articles published in the Englewood Herald are wonderful.
Black discussed the petition that was mailed in the packet. Black explained it is from Englewood
residents that are petitioning for resident rates at Cornerstone Park. After a discussion, a motion was made
by Commission member Armstrong and seconded by Commission member Neyer to recommend that
Englewood City Council contact South Suburban Board of Directors in order to negotiate resident fees for
City of Englewood residents at the current and new facilities at Cornerstone Park. The proposal is strictly
for the area within the City of Englewood limits . The motion passed unanimously.
Black reported that Markwood had inquired as to his status as a member to the Parks and
Recreation Commission due to his moving outside of the district. Black informed Commission that
according to the Bylaws and Charter, there is no stipulation that board members must be Englewood
residents, although Council has been consistent in appointing Englewood residents to this Commission.
Commission member Gerlick announced that the 1997 summer drama production "South Pacific "
will be opening Thursday, July 31, 1997.
Neyer inquired about numbers from the 4th of July celebration. There was no confirmation on
money or attendance . Neyer also asked if glasses were sold .
Neyer reported the Englewood Youth Sports Association Board is upset that a Fall In-Line Hockey
league is being offered through the City of Englewood. Neyer indicated that some of the children registered
for football have been approached to participate in the In-Line hockey league . Black stated that he will
look into this , and will direct staff to arrange a meeting with EYSA.
Neyer added that the volunteers who do the Adopt-A-Gardens in the City of Englewood should be
recognized by City Council and in a press release.
Markwood requested information on new programs for both the Soccer and Football Associations .

Waggoner addressed the maintenance at Romans Park. Waggoner reported he has received
complaints about the weeds, grass, trees and the sprinklers. Black noted that Edith Rqmans and the family
has been in contact with the Department in regards to doing something special at Romans Park with the
money that was donated. Black, Lee and the family have met and are finalizing the project.
Lee addressed the subject of tennis court lighting . Lee explained that the lights have been turned
off due to a number of reasons. Due to a Council Members request, the issue will be revisited and
determined if a need exists for key locations. Lee and Black will look into new options and research
lighting .
The meeting was adjourned at 7:16pm.
