Englewood Parks and Recreation Commission
Minutes of May 14, 1998
The regular monthly meeting of the Englewood Parks and Recreation Commission was
called to order at 5:30pm by Chairman Gomes at Englewood Servicenter, 2800 S. Platte River Drive.

Chairman Gomes asked if there were any additions or corrections to the minutes of April 9,
1998. There were none. A motion was made to approve the minutes as presented. The motion
passed unanimously.
Agenda moved on to unscheduled visitors. Dave Lee introduced Hyla Ferguson. Ms.
Ferguson approached the Parks and Recreation Commission regarding the painting of murals at
Rotolo Park in an effort to curb graffiti. Commission members were supportive of the project.
Lieutenant Steve Knoll arrived at 5:32pm .
Vice Chairman Neyer reported that the Englewood High School art students had done a
similar project a few years ago. It was suggested that Ms. Ferguson talk to the art teacher at
Englewood High School and Alternative High School. Discussion followed regarding supplies for
the project.
Bob Spada, Manager of Golf Operations, arrived at 5 :35pm.
Ms. Ferguson will bring drafts of the murals to the June Parks and Recreation Commission
meeting for its approval.
Chairman Gomes thanked Ms . Ferguson for her efforts and interests.
Ms. Ferguson left the meeting at 5:37pm.
Director Black introduced Lieutenant Knoll from the Department of Safety Services. Black
reported that representatives from the Department of Parks and Recreation and Safety Services have
been working together to try and resolve issues related to parks. Black referred to the group of
citizens that attended this years City Council forum regarding issues involving Belleview Park.
Discussion was turned over to Lieutenant Knoll. Knoll explained that the Department of
Safety Services has implemented plans to increase patrols throughout Englewood parks. Five part-
time Resource Officers have been scheduled to patrol the parks on a regular basis during weekday
evenings and all day Saturday and Sunday. Lieutenant Knoll reported that Belleview Park and
Centennial Park would each be patrolled by an officer on bicycle. A roving officer would patrol the
remaining parks and greenbelts. Lieutenant Knoll added that the Department of Safety Services is
wanting officers, park employees and citizens involved in a collaborative effort to identify and
resolve problems in the parks.
In regards to Cornerstone Park, Lieutenant Knoll reported that representatives from Safety
Services and Department of Parks and Recreation will be meeting with South Suburban next week to
coordinate efforts.
Vice-Chairman Neyer suggested a report be given at the end of the summer showing the
results of the increased patrols.
Lieutenant Knoll stated that the Department of Safety Services received a grant to help with
the additional officers. It was iterated that the Department of Safety Services would do whatever
was necessary to continue the program if funds from the grant were no longer available.
Discussion followed regarding response time for emergency and non-emergency calls.
Commission members thanked Lieutenant Knoll. Knoll left the meeting at 6:00pm.
Commission members were updated on progress with Cinderella City. A map of the plan
presented to City Council Monday night was distributed. Black explained the plans include retail,
residential and City facilities (City Hall, Library, Municipal Court and a cultural facility). Public
amenities include a plaza, Walmart and 24-screen Sony theater. Black went on to explain that RTD
has plans to be up by January of 2000, and to be operational by July of 2000. A fast-track plan for
demolition will be presented to City Council. If approved, demolition will start in July of this year.
Black added that Walmart wants to break ground in February of 1999, and open by NovP,mber of
1999. Black noted that it is an aggressive schedule, but that it can be completed .
Black noted the areas of concern include the protection of the north neighborhood. Black
went on to explain that plans for the new development require access from the north side which
include tying in Inca from Dartmouth. The new road would take a corner of Cushing Park. Black
stated that money has been allocated for development to relocate that area in the park. Black feels
the plan is workable and acceptable. Discussion ensued.
Black reported that the City of Englewood has been involved in discussion with the Museum
of Outdoor Arts regarding relocation to the City of Englewood . A decision would be made in the
next 30-60 days.
Commission members were updated on the Clay Street drainage . Dave Lee, Manager of
Open Space , announced that staff met with Sheridan City Council and property owners to present a
plan. The plan was accepted. Lee expects the project to begin this summer and to be completed by
the end of the year. Lee explained the plan. Discussion followed regarding the effect of play on the
course.

Lee announced that construction has begun on the golf course wells. The new pumps will
transfer water from the back nine to the front lakes to help supplement the irrigation. Lee stated that
• the project should be completed by June.
Gary Hultberg, Manager of Recreation , updated Commission members on projects the
Cultural Arts Commission is invo lved with. Hultberg reported that the Cultural Arts Commission is
pursuing art in public places . In order to fund the projects, the Cultural Arts Commission presented
a recommendation to City Council recommending one percent of all capital fund projects be set
aside for the acquisition of public art.
Hultberg reported that the Cultural Arts Commission is also working with the RTD Light
Rail Station Committee. Hultberg explained that a glass windscreen will be placed at the station.
The Cultural Arts Commission is holding a contest for a piece of art to be placed in the middle of the
windscreen. The Commission is currently working on the Call for Entries for the project.
Hultberg noted that the Cultural Arts Commission has supported the relocation of the
Museum of Outdoor Art to the City of Englewood. In conjunction with art in public places , the
Cultural Arts Commission has researched pieces of art for Little Dry Creek pedestal. Hultberg
reported the Commission is looking at the possibility of a rotating piece of art to be given on loan.
The Commission is on schedule to have a piece of art in place by the first EDDA summer concert,
• possibly by the Museum of Outdoor Arts.
Black announced that the June Parks and Recreation Commission meeting would be held at
the Home Lumber property. In regards to the possibility of additional parking for South Suburbans
fourth ballfield, Bl ack thought it would be a good opportunity to look at the nature area, north of the
ballfields . Black also reminded members that the June meeting is a Public Forum.
Black followed-up to see if anyone was interested in participating in the Clean, Green and
Proud Golf Tournament. A four-some would be entered into the tournament.
Black informed Commission members that he had met with city staff regarding funding for
department projects, particularly the new pool facility at the Home Lumber site . Black discussed
funding.
Neyer asked in regards to the status of new youth members. Chairman Gomes reported that
he has two members interested from Englewood High School. Gomes will follow-up with the
student to verify applications were submitted.
Neyer commented on the new activity guides .
Christie asked for an update on the bike path from Belleview Park across Santa Fe. Black
• reported that there has been no progress. Black would follow up with more details.
Christie and Markwood asked on the status of the new roller hockey rink at Flood Middle
School. Hultberg stated that the new surface did not harden up, and therefore, is not open. Hultberg
indicated that once the weather warms up, an overlay would be applied. The rink should be ready a
few days after that.
Black spoke in regards to vandalism at Romans Park. It was reported that damage was done
to the new sundial. Once the sundial is repaired and the plaque is in place, a dedication will be
scheduled.
In regards to the fee implemented by the City and County of Denver, Hultberg reported that
staff had researched the issue . The fee is considered to be a player fee and is not anything out of the
ordinary. Information was distributed .
