Decatur Street. Members present: Members absent: Also present: Armstrong, Christie , Gomes, Markwood, Waggoner Neyer, Waldman, Black ex officio Gary Hultberg, Manager of Recreation Dave Lee , Manager of Open Spaces Brad Anderson, Program Administrator for Aquatics, Department of Parks and Recreation Linda Trujillo , Administrative Aide , Department of Parks and Recreation Lt. Steve Knoll, Department of Safety Services Nicole Davis, Commission Youth Member Julia Ciebiera, Commission Youth Member Chairman Gomes asked ifthere were any additions or corrections to the minutes of June 11 , 1998. There were none. A motion was made to approve the minutes as presented. The motion passed unanimously . Chairman Gomes introduced the two new youth members to the Commission, Nicole Davis and Julia Ciebiera. Commission members welcomed Nicole and Julia. Vis itors introduced themselves. L t. Steve Knoll from the Department of Safety Services presented an update on the newly implemented Park Patrol. Lt. Knoll had compiled statistics from the 507 hours officers had spent patrolling the parks in June. Those statistics included 41 criminal summons being issued (alcohol , marijuana, curfew-related, disorderly conduct, etc.), 88 criminal warnings , 16 misdemeanor arrests , 22 parking summons , 35 public relations contacts, and 5 warnings. In addition to the 507 hours by the Park Patrol , officers working foot patrol logged 235 hours . Lt. Knoll stated that he had received some positive feedback from residents near Belleview Park. One resident applauded the efforts of Officer Mike Macon , indicating they had noticed a great difference in the types of activity in the park. Lt. Knoll addressed the concerns which have been brought forth concerning Romans Park. He stated that the officer patrolling that park had noticed few problems , but reiterated that the patrols would continue. Commissioner Markwood commented that he and his wife had spent the previous weekend (July 3rd and 4th) at Centennial Park, and that the park patrols were very evident. Markwood wanted to commend the police for helping to create a safe atmosphere in the park. Discussion continued regarding park patrols . Consensus from the Commission was that the program was a success and should co ntinue . Commission members thanked Lt. Knoll for bringing • his report to the meeting. Gary Hultberg, Manager of Recreation , presented the Five-Year Capital plan for the Conservation Trust Fund and the Golf Fund. Hultberg distributed copies of the budgets to Commission members , explaining that individual line items for the CTF and Golf Fund could be found on page 2. Hultberg requested a motion recommending the City Manager accept the proposals for the Conservation Trust Fund and Golf Fund projects as recollll1l~ed by staff. Discussion ensued regarding individual line items , including proposals for a new slide for the Rec Center pool, Centennial Park skate facility, Rec Center youth room restroom, Belleview water park, etc. Chairman Gomes asked if there was a motion to recommend acceptance of the CTF and Golf Fund budgets. The motion was made by Commission member Markwood and seconded by Commission member Waggoner to recommend acceptance of the CTF and Golf Fund budgets. The motion passed unanimously. ' Recreation Manager Hultberg brought to discussion the possibility of raising admission fees for the Recreation Center, stating that Englewood has traditionally charged low fees. The proposed increase would be 25 cents per admission for adults only (including punch cards). Hultberg reiterated that this increase would be slight, and would be the first in 4-5 years. Hultberg also explained that per a survey done last year, the Englewood Rec Center has one of the lowest admission fees in the metro area . The increase would raise adult resident admission from $2.50 to $2.75 , and non-resident adult admission from $3.00 to $3.25 . The result would be an additional yearly revenue of $12 ,000 . Chairman Gomes asked if there was a motion to accept the proposal for increased adult admission rates at the Rec Center. A motion was made by Commission members Armstrong and seconded by Commission member Markwood. The motion passed unanimously. Discussion mo ved on to Director 's Choice. Dave Lee, Manager of Open Spaces, reported on the murals being painted by citizens at Rotolo Park and the southwest greenbelt. Lee remarked that the murals were progressing well. Lee handed out articles from the Englewood Herald showcasing the murals. Lee then reminded Commission members that the dedication of the Packy Romans memorial at Romans Park would be held the following Saturday, July 11 , at 9:30am. The dedication would include the unveiling of the sundial. L ee announced that that Department of Parks and Recreation had received a GOCO grant in the amount of $10 ,000 for the bike trail near the South Platte River and Centennial Park. Gary Hultberg announced that an ice cream social would be held at City Hall on Friday, July 31, from 1 :00 to 4:00pm , and invited Commission members to attend. Hultberg informed Commission members that Westwordhad named the Department's rent-a- worker program the best "almost-free service" in the Denver area. Hultberg recognized Brad Anderson, Program Administrator for Aquatics, for being in attendance , and added that each month a different staff person from the Department would attend the • • • • • • meeting. Anderson was congratulated on the various awards he and his Department has won this year. Discussion turned to the Commission Members Choice. Kells Waggonner commented that Romans Park is looking better. Armstrong announced that she had agreed to do a President's award through the CPRA to honor Gene Felling of Universal Concerts who helps fund the Safe Summer program. Chairman Gomes relayed to the Commission a question from a resident of Englewood on whether teachers who had retired from Englewood Schools were entitled to resident rates at the Golf Course. The Commission concluded that the retired teachers would not be entitled to resident rates at the Golf Course. The meeting was adjourned at 6:45pm . . Deborah A. Severa, Recording Secretary
