Minutes of February 12, 1998
The regular monthly meeting of the Englewood Parks and Recreation Commission was
called to order at 5:34pm by Chairman Gomes at the Englewood Recreation Center, Conference
Room.

Chairman Gomes asked if there were any additions or corrections to the minutes of January
8, 1998. There were none. A motion was made to approve the minutes as presented. The motion
passed unanimously .
Director Black updated Commission members on South Suburban and Cornerstone Park. A
meeting was held with members from the South Suburban Board of Directors, Englewood City
Manager Gary Sears and selected City Council members and staff. South Suburban agreed to a
payment in lieu of taxes to help offset City services and to allow Englewood residents resident rates
at the batting cages and miniature golf facilities. Englewood residents will need to show a Parks and
Recreation Resident Photo I.D. card. In exchange , the City of Englewood has agreed to allow South
Suburban residents resident rates at the new aquatic facility when opened. The City of Englewood
has agreed to try and coordinate with South Suburban on parking for a fourth ballfield.
Commission member Markwood arrived at 5 :36pm.
John Gerlick arrived at 5 :39pm.
Black stated that the City of Englewood is mov ing forward with the agreement between the
City of Englewood and South Suburban. It was also expl ained that the PUD items related to
Cornerstone Park are separate from the agreement. Di scussion ensued regarding additional parking
and water/sewer lines .
With the re-appointment of Austin Gomes and Steve Neyer to the Parks and Recreation
Commission , election of officers was required . A motion was made by Council member Waggoner
and seconded by Commission member Waldman to nominate Austin Gomes as Chairman to the
Parks and Recreation Commission. The motion passed unanimously.
A motion was made by Chairman Gomes and seconded by Council member Waggoner to
nominate Steve Neyer as Vice-Chairman to the Parks and Recreation Commission . The motion
passed unanimously .
A brief reception was held for John Gerlick, member of the Parks and Recreation
Commission 1990-1998 . Director Black presented a plaque to John and thanked him for his service
and dedication to the Parks and Recreation Commission the past eight years. Black welcomed Mitch
Waldman to the Parks and Recreation Commission. Mr. Waldman would be replacing John Gerlick.
Discussion began on funding for parks and recreation facilities. As discussed at prior
meetings, smaller items could possibly be funded through the Conservation Trust Fund or budget.
Projects include the expansion of the Cardiovascular area at the Englewood Recreation Center and
the roller hockey rink, which are funded by lottery dollars. Black went on to explain that for the
larger item projects , department staff would work with other City staff to discuss funding options.
The first large item project would be the new aquatic facility. In 1997, the cost of the project was
estimated to be approximately $2.2 million.
Black reported that the Cultural Arts Commission had recommended to City Council an
ordinance that would establish annual funding for an Art in Public Places program. A resolution was
passed recommending allocation of one percent of City capital projects to go towards an Art in
Public Places program . Black spoke in regards to a similar ordinance allocating funds for parks and
recreation projects.
Commission members were updated on the Clayton Athletic Fields. Black announced the
committee received $2,500 from Englewood Soccer Association towards the development of the
new fields. Progress is being made on the intergovernmental agreement with the Englewood School
Board. Once complete, the agreement will be forwarded on to City Council so that GOCO funding
can be applied for.
Discussion moved on to the Englewood Recreation Center renovation . Black stated that the
most common complaint received at the Englewood Recreation Center is the lack of hot water in the
showers . Black reported that funds were allocated in the 1998 budget to change out the showers to
dual knobs , allowing water temperature to be adjusted. The project should be begin the first week in
March. Staff has been working with building maintenance. The work will take place at night so not
to inconvenience the public.
Black explained that in August of 1997, a wooden floor was laid in the gymnasium and
classrooms at the Englewood Recreation Center. Black reported that there have been some problems
with separation of the wood panels on the new floor. Staff from the Department of Parks and
Recreation and Public Works has been working with the manufacturer to correct the problem.
It was explained that with the expiration of Austin Gomes' term to the Parks and Recreation
Commission, his term to the Malley Center Trust Fund Committee also expired. Black stated the
Parks and Recreation Commission needed to re-appointment someone to the Malley Center Trust
Fund Committee. A motion was made by Commission member Christie and seconded by
Commission member Waldman to nominate Austin Gomes to the Malley Center Trust Fund
Committee. The motion passed unanimously.
As mentioned at the January meeting, Black reported that Scott Simpson, proprietor of
Riverside Miniature Golf and Go-Kart track, is looking at putting his business up for sale . Black had
met with Simpson to di scuss issues relating to the sale of the business. Simpson stated that he may
have some potential interest from a company in California. Black recommended that Simpson
proceed with those discussions.
Black announced he had received a call from a real-estate broker in regards to some property
for sale at 2280 W . Wesley. The property is located next to Baker Park and backs up to the
Alternative High School. Black explained that when the Mosbarger property burned, the City
bought the property. At that time, the City of Englewood approached the owner of the property now
for sale to see if there was an interest in selling their property . They were not. Black stated the City
will be taking a look at the property . The City of Englewood is currently doing an appraisal on the
property and will be in touch with the Realtor once complete. Pictures of the property were
distributed to Commission members. A motion was made by Commission member Markwood and
seconded by Commission member Waldman to move forward with discussion regarding possible
acquisition of the property at 2280 W. Wesley. The motion passed unanimously.
Black announced that Dave Lee, Manager of Open Space, has been approached by several
Englewood residents interested in creating a community garden. Lee is looking at some space at the
Englewood Golf Course near the Par 3 course. Commission members will be kept apprised on the
progress on the gardens .
Black informed Commission members that City Council added $100,000 to the parks budget
for the maintenance of the interchange at Broadway and 285 , Downtown and Little Dry Creek. Lee
is putting the budget together for these areas.
Chairman Gomes asked who was responsible for the maintenance of the medians on Santa Fe
and 285 . Black replied that the City of Englewood is responsible for maintenance of the medians but
that the state has maintained them while undergoing construction . The Parks and Recreation
Department will be taking over the maintenance of the medians the middle to later part of this year.
Black explained that the medians are located in both the City of Englewood and the City of Sheridan.
The City of Englewood would do the work and Sheridan would pay the City of Englewood. A
formalized agreement is being drawn up.
Commission members were updated on the selection of an architect for the Foley 's building.
A selection has been made ; the agreement will be submitted to City Council for its approval. The
new architect will be taking an in-depth view to see if the Foley's building will work as a City
facility. Black announced that the Cultural Arts Commission will be touring the Foley's building.
The tour will include a presentation from the architect. The Parks and Recreation Commission was
also invited to schedule a tour of the Foley's building.

Commission member Waldman commented on the difficulty in getting a tee time at the
Englewood Golf Course on weekends since tournaments were not allowed. Black replied that
weekend tournaments by the Englewood Men 's Club were allowed but limited to only two per
month. It was noted, though, that Shotgun tournaments were not allowed on weekends during the
prime season. Commission members were informed that staff is working with players on several
issues involving slow play in order to alleviate some of these problems, including those mentioned
by Commission Member Waldman.
Commission member Christie discussed with Black the option of the Englewood Recreation
Center opening earlier than 6:00a.m. Black stated that he will have staff research the feasibility of
opening earlier.
Council member Waggoner stated that he had been asked why the Englewood Recreation
Center costs more than health clubs for annual memberships. Black responded that the Englewood
Recreation Center originally offered annual pass specials once or twice a year. Staff determined that
there was not a need to run the specials. Black added that, in comparison , the daily admissions to the
Englewood Recreation Center were on the lower end. Black stated that he would be interested in
talking to the lady. Waggoner would forward the information on.
In regards to the Larry Scott Property update distributed in the February packet, Gomes asked
if there were any problems that Commission members needed to be aware of. Black noted that the
tenant changed in early fall.
Gomes asked in regards to progress at Romans Park. Black explained that in the past month
the emphasis for the parks department has been the removal of graffiti . Discussion ensued regarding
graffiti .
