City of Englewood PARKS AND RECREATION COMMISSION Minutes of August 10, 2000 CALL TO ORDER The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:30pm by Chairperson Gomes at Baker Park, 2200 W. Wesley. Present: Austin Gomes, Chairperson Carolyn Armstrong, Commission Member Mitch Waldman, Commission Member Jim Woodward , Commission Member (arrived at 5:4lpm) Doug Garrett, City Council Liaison Tara Holmes, Youth Commission Member (arrived at 5:37pm) Martha Warner, Cultural Arts Commission Liaison Absent: Steve Neyer, Vice Chairperson Kathy Christie , Commission Member Kendra Grazulis , Youth Commission Member Jerrell Black, ex officio Also present: Gary Hultberg, Manager of Recreation Dave Lee , Manager of Open Space Lauri Dannemiller, Planning Analyst, Community Development Amy Doe, Recreation Program Administrator, Special Events APPROVAL OF MINUTES Chairperson Gomes asked if there were any corrections or changes to the minutes of June 8, 2000. Commission Member Armstrong pointed out that for the minutes of June 8, 2000, "kayak shoot" was misspelled and that the correct spelling should be "chute". A motion was made to accept the minutes of June 8, 2000 as amended. The motion passed unanimously. Chairperson Gomes asked if there were any corrections or changes to the minutes of July 13, 2000. There were none. A motion was made to accept the minutes of July 13, 2000 as presented. The motion passed unanimously. III. SCHEDULED VISITORS IV . Recreation Manager Hultberg introduced Amy Doe , Recreation Program Administrator for Special Events for the Department of Parks and Recreation. Commission members were told that Ms. Doe had attended E nglewood High School and had previously worked for the City of Parker. Hultberg expl a ined that Ms. Doe will be taking on several of the Department's major events, e.g. the Olde Tyme Fair and the Sounds of Summer concert series. Hultberg also explained that Ms . Doe would be responsible for the cultural space at the Civic Center and be the working liaison with the Museum of Outdoor Arts. UNSCHEDULED VISITORS There were no unscheduled visitors. V. ENGLEWOOD COMPREHENSIVE PLAN/PARKS AND OPEN SPACE Lauri Dannemiller, Planning Analyst for Community Development, was introduced. Ms. • Dannemiller told Commission members that she was present to discuss a new project that Community Development has undertaken, updating the Comprehensive Plan for the City of Englewood. Ms. Dannemiller explained that although some minor changes have been made, the last time a comprehensive plan was done for the City of Englewood was in 1979. Commission members were told that the updated Plan would give a new vision of the City, including the newly developed CityCenter Englewood. Ms. Dannemiller stated that a Comprehensive Plan is a necessity for grant applications, community outreach/input and basing of capital improvements. Discussion followed regarding the time frame for updating the Comprehensive Plan. Commission members were told that the Planning and Zoning Commission would guide the project but that input from the Parks and Recreation Commission along with other community agencies. Dannemiller gave such examples as the Englewood School District and the Greenway Foundation. Information was distributed to Commission members regarding possible meeting times. Ms. Dannemiller asked for two volunteers from the Parks and Recreation Commission to serve on the Comprehensive Plan Committee. Youth Commission member Holmes stated that she would be interested in serving on the Committee and that she may also be able to be a liaison for the schools. Commission member Waldman stated that he would be willing to attend the first meeting and then see if the meeting dates and times would work within his schedule. Commission member Armstrong explained that she would also be very interested in serving on the committee but that the next couple of months were going to be difficult for her to attend all of the meetings. • Armstrong suggested that maybe she could serve as a substitute when she was available. The Board also suggested that Vice Chairperson Neyer or Commission Member Christie may be interested in serving on the Committee. Ms. Dannemiller reported that a letter would be sent to the interested members regarding the first meeting. VI. RESIDENCY REQUIREMENTS FOR PARKS AND RECREATION PROGRAMMING Manager of Open Space , Dave Lee, reported that Director Black had asked him to provide an update to the Commission in regards to residency requirements for the Department of Parks and Recreation. Lee explained that the issue transpired from a situation where a gentleman who owned property in the City of Englewood but did not live in the City limits could not get resident rates at the Englewood Recreation Center. Lee told Commission members that the policy states an individual who owns property in the City of Englewood but does not reside at the property is not eligible for resident privileges. Lee went on to explain that the tenants at the property are the ones eligible to receive the resident privileges. Recreation Manger Hultberg spoke in regards to the Business Ordinance. Hultberg stated that the Business Ordinance states City Council's intent, that in order for a non-resident to be eligible for resident rates, that person needs to either be the business owner or president running a business in Englewood. Hultberg continued, stating that owning property in the City of Englewood does not guarantee a person resident rates . The question was asked how many complaints have been received regarding this policy. • Staff replied less than six. Commission member Armstrong asked in regards to lost revenue and ifthe loss would be significant if the non:resident customers were switched over to resident. Recreation Manger Hultberg stated that the loss of revenue would be insignificant. • • • After considerable discussion, it was determined that staff would do a survey of metro area districts regarding their policy on residency requirements . Commission member Armstrong asked if the policy applied only to Parks and Recreation. Hultberg responded that the policy also includes the Englewood Golf Course. Armstrong commented that the revenue impact to the golf course could be substantial. Hultberg reported that staff would bring as much information as possible back to the Commission at the next meeting. A motion was made by Commission member Waldman and seconded by Commission member Armstrong to table discussion regarding residency requirements until the next meeting when more information would be available. The motion passed unanimously. VII. TENNIS COURT LIGHTING Discussion was turned over to Dave Lee, Manager of Open Space. Per discussion at the June Commission meeting, Lee told Commission members that he had contacted Don Tomassini, Athletic Director for the High School, regarding use of the lights at the High School tennis courts. Lee explained that the High School is willing to have their courts and lights available to the public but due to construction and the removal of the fence, the courts would not be usable until next year. VIII. CITYCENTER UPDATE City Council Member Garrett briefed Commission members on the CityCenter development including the closing with Miller Weingarten and discussions with David Taylor Dance Theater regarding coming to CityCenter. Garrett discussed the options in bringing David Taylor into CityCenter. Commission members were told that it looks as ifthe City of Englewood will complete the core finish and that David Taylor is asking for the tenant finish to be subsidized. Garrett noted that David Taylor would be bringing four free performances per year to CityCenter. Chairperson Gomes asked in regards to parking at CityCenter and the impact from the Light Rail. Gomes noted that the RTD parking lot north of the Civic Center building has been full. Gomes also asked if the security service that patrols the parking lots is contracted through RTD. Garrett replied that it was his belief that it is contracted through RTD. Discussion followed regarding the Light Rail Station at Oxford and the impact on parking in the neighborhood. Staff commented that to the best of their knowledge, the Englewood Recreation Center parking lot has not been impacted by the lack of a parking lot for Light Rail users. Gomes continued , asking if Council Member Garrett knew of any of the businesses that were coming to CityCenter. Garrett said that there was nothing definite but that Office Depot and Bennigans were a possibility. Garrett told Commission members that according to what he has heard, Wal-Mart is planning to open in September. Discussion followed regarding the General Iron site. Commission Member Woodward asked if the site would be developed into a park. Garrett explained that there would be open space, but not a park. IX. DIRECTOR'S CHOICE As part of the park patrol program and as discussed by Safety Services staff at the May Commission meeting, Dave Lee, Manager of Open Space, distributed flyers/magnets to Commission members. The magnets were created as part of the 2000 park patrol program and distributed to neighbors of City of Englewood parks with a phone number to call if any suspicious activity is seen in the parks. Lee told Commission members that the Parks Department and Safety Services split the cost of the magnets. Recreation Manager Hultberg passed out the new Fall Activity Guides and Olde Tyme Fair flyers. Hultberg announced that the Fair would be August 25th_26th at Miller Field. Discussion followed regarding alternative locations for the event. XII. COMMISSIONER'S CHOICE Commission member Woodward showed a copy of "Goal Post Scripts", a youth soccer publication. Included in the publication was a picture and information on the Clayton Athletic Field. Woodward thanked the City for their participation in acquiring the Clayton field. Youth Commission member Holmes reported that "Grease", the Department of Parks and Recreation's Summer Drama Program, went well. Staff announced that Tara Holmes and Kendra Grazulis had both been re-appointed as Youth Commission members to the Parks and Recreation Commission. Commission Member Warner commented on the parks in Englewood and how beautiful they are. XIII. ADJOURNMENT The meeting was adjourned at 6:30pm . . '1<!~<1-~ rlebOrah A.
