City of Englewood PARKS AND RECREATION COMMISSION Minutes of February 10, 2000 CALL TO ORDER The regular monthly meeting of the Englewood Parks and Recreation Commission was called to order at 5:31 pm by Chairperson Gomes at the Malley Senior Recreation Center, 3380 S. Lincoln Street. Present: Austin Gomes, Chairman Steve Neyer, Vice Chairman Carolyn Armstrong, Commission Member Kat hy Christie, Commission Member Mitch Waldman, Commission Member Jim Woodward, Commission Member Doug Garrett, City Council Liaison Jerrell Black, ex officio Kendra Grazulis , Youth Commission Member Tara Holmes, Youth Commission Member (left at 6:30pm) Martha Warner, Cultural Arts Commission Liaison Also present: Gary Hultberg, Manager of Re creation Dave Lee, Manager of Open Space Bob Spada, Manager of Go lf Joe Sack, Malley Senior Recreation Center Facility Supervisor APPROVAL OF MINUTES Chairperson Gomes asked if there were any additions or corrections to the minutes of January 13, 2000. There were none. A motion was made to accept the minutes as presented. The motion passed unanimously. III. SCHEDULED VISITORS Director Black introduced new members including Commission Member Jim Woodward, Youth Commission Member Tara Holmes, City Council Liaison Doug Garrett and Cultural Arts Commission Liaison Martha Warner. The new members took a few minutes to introduce themselves to the Commission. IV. UNSCHEDULED VISITORS There were no unscheduled visitors. V. CULTURAL ARTS COMMISSION LIAISON As already discussed , Director Black announced that Martha Warner would be the liaison from the Cultural Arts Commission . VI. NRP A 2001 CONGRESS CONTRIBUTION Commission members were told that each year the National Recreation and Parks Association (NRP A) hosts a national conference. Director Black announced that NRP A will • be hosting the 2001 conference in Denver. Expected attendance is 8,000 to 10,000 people. Black noted that additional money will be put in next year's budget for some board members to attend the conference. Director Black explained that the City of Denver would be the lead agency and that Denver has requested contributions from park and recreation agencies across the state to help defray the cost of the conference. Black stated that he wanted to discuss with the board contributions by the Department of Parks and Recreation. The Qepartment has committed use of vans with drivers, and is considering a donation of $500.00, which Black felt was appropriate for the size of Englewood. Black asked for a recommendation. A motion was made by Commission Member Armstrong and seconded by Commission Member Neyer that the Department of Parks and Recreation donate $500.00 to the NRP A Congress. Commission Member Waldman questioned why the funds are being requested for this year when the conference is in 2001. Waldman asked if additional funds would also be requested in 2001. Director Black, along with Commission Member Armstrong, explained use of the money and that there would not be any additional requests. The motion passed unanimously. Director Black thanked the Commission . VII. PARK SIGNAGE Manager of Open Space, Dave Lee , informed Commission members that he and Chairperson Gomes were liaisons to the Entry Port Signage Committee. Lee reported that the next meeting would be in the next couple of weeks, and that he would have more to report then. vm. PARKMEMORIALS Manager of Open Space, Dave Lee, moved the discussion to park memorials. Final drafts of the tree memorial and park bench memorial policies were distributed to commission members. Commission members reviewed the information. Lee asked commission members for approval or input as to the policies. Commission was informed that the information would be presented to City Council as an informational item and not its for approval. Commission member Armstrong asked if the policies were memorial or commemorative. Lee responded that the department would make an exception to both. Commission member Neyer asked ifthe policy was already in place. Director Black explained that the Department of Parks and Recreation has always operated on an informal policy , and that there has never been a formal policy. Neyer asked what areas the policies cover. Lee stated that the policies include trees , benches and plaques . Neyer asked if the polic y gives the Department governing control over self-made memorials. Lee explained that the policies state what is allowed in a park. Neyer asked in regards to the procedure if a memorial was in violation of the policy. Lee stated that staff would then discuss the problem • • • • • with the family. Lee noted that the City has final determination regarding location of the memorial. Commission member Armstrong recognized staff for the disclaimer regarding removal of or vandalism to the memorial, wherein the City is not held responsible. Council Member Garrett asked in regards to the severity of vandalism. Lee responded that it is prevalent. Garrett suggested that that information be passed on to the family. Lee commented that the benches should be virtually maintenance free. Lee asked Commission members for a recommendation regarding the tree and bench memorial policies. Commission member Waldman asked ifthe recommendation could wait until next month in order to give members an opportunity to read through the material. Lee agreed. IX. CITY CENTER ENGLEWOOD UPDATE Commission members were updated in regards to CityCenter Englewood. Director Black reported that the Light Rail is moving forward and pillars and the foundation for the bridge can now be seen. In addition, construction is progressing on the parking deck. Walmart is still on schedule for an August opening. A committee has been formed for an art wall on Walmart. The committee is working on final details and a Call for Entries. In regards to the Civic Center building, Director Black offered to arrange a tour of the building if members were interested. Commission members said yes. Black suggested doing the tour at 4:00pm on Thursday, March 9th, prior to the Commission meeting, and holding the meeting at City Hall. Black announced that the residential developer signed today, with the official closing scheduled for next month. Discussion followed regarding retail development for the site. Council Member Garrett discussed possible tenants. Youth Commission member Holmes asked in regards to David Taylor Dance Co. Council Member Garrett explained that the Civic Center did not work for them due to issues with the floor. David Taylor is talking to Miller Wiengarten , developer for the site, regarding some "dead" space on the first floor of another building on site, which will also be used by Bally ' s. X. DIRECTOR'S CHOICE IX. Director Black announced that the Department has received confirmation that the SCFD grant for $10,000 will be transferred to Parks and Recreation for the summer concert series. City Council has awarded additional money in order to run the series. Black added that the concerts for 2000 would be held at Little Dry Creek. COMMISSIONER'S CHOICE Commission member Christie gave an update on school construction in relation to the bond money. Christie explained that the money is not going as far as expected due to asbestos removal. Commission member Waldman asked in regards to the Englewood Youth Sports Association basketball teams having difficulty securing gym time. Hultberg reported that he had met with Mr. Bennett regarding field scheduling and would discuss the gym situation and report back next month. Commission Member Waldman told of a recent situation involving his daughter's soccer team. Waldman explained that due to inclement weather, the team came to use the Englewood Recreation Center. Waldman went on to explain that because most of the girls did not have resident I.D.'s, the front counter staff wanted to charge them non-resident rates. Waldman asked if an exception could made for Englewood teams. Black replied that the front counter was correct in charging the non-resident fee since no prior arrangements had been made . Black stated that the coaches needed to talk to Gary Hultberg, Recreation Manager to make those arrangements. Commission Member Waldman then spoke in regards to the youth weight training at the Englewood Recreation Center, and the policy that youth between the ages and 13 and 14 having to attend a Youth Fitness Equipment Certification course prior to using the weight and cardiovascular areas in the Rec Center. Waldman asked if the parent could sign the certification rather than having their child attend the class. Recreation Manager Hultberg explained that the policy has to do with liability and that most Recreation Centers do not allow youth under the age of 16 to use the weight rooms. Hultberg stated that youth, ages 13 to 14, can only use the weight room if they 've taken the course. Waldman noted that the course is only offered once a month. Director Black commented that he would have staff look into it and follow-up . Commission member Waldman asked in regards to the new Fitness Administrator. Director Black reported that the Department has hired Robin Vollinger. Robin was planning on attending tonight's meeting but had to fill in as a substitute for a class. Joe Sack, Facility Manager for the Malley Senior Recreation Center, spoke in regards to the experience that Robin brings to the City. Chairperson Gomes asked for an update as to the progress made with the Zigan property. Director Black reported that Gary Hultberg , Recreation Manager and he had met with the City of Sheridan City Council. Black stated that the meeting went well and that the Sheridan 's City Counc il supports the Rockies Field near Centennial Park. Black went on to say that there are some issues that have not been resolved to their satisfaction that still need to be worked out. Bob Spada , Manager of Golf, announced that the Golf Course is gearing up for the Junior Golf Program, scheduled to start in June. Commission member Waldman noted that the classes were during the week. Spada replied that clinics for youth would be held on the weekend. Recreation Manager, Gary Hultberg, reported that he and Director Black had met with Larry Nisbet of Englewood Schools regarding the impact on Parks and Recreation 's summer programs due to construction scheduled for the schools. Commission member Armstrong asked in regards to hiring for the Department. Recreation • • Manager Hultberg explained that the changes made regarding wages and benefits were • absolutely necessary , but that it still continues to be a struggle. Hultberg went on to explain that Program Administrators are spending 20-40% of their time recruiting and training. • . x. • • Commission members were informed that the Spring Activities Guides are in the mail. Facility Supervisor for the Malley Senior Recreation Center, Joe Sack, reported that the computer lab is up and running. Sack also announced that the Summer Drama production for 2000 will be "Grease". ADJOURNMENT The meeting was adjourned at 6:48pm. Deborah A. Severa, Recording Secretary
