PARKS AND RECREATION COMMISSION
Minutes of June 10, 1999

The regular monthly meeting of the Englewood Parks and Recreation Commission was called
to order at 5:30pm by Chairman Gomes at Cushing Park, shelter #1, 795 W. Eastman.

Also present: Gary Hultberg, Manager of Recreation
Dave Lee , Manager of Open Space
Bob Spada, Manager of Golf Operations
Betsy Mercer, Intern for Department of Parks and Recreation
APPROVAL OF MINUTES
Chairman Gomes asked if there were any additions or corrections to the minutes of
May 13, 1999. There were none. A motion was made to approve the minutes as
presented. The motion passed unanimously.
SCHEDULED VISITORS
There were no scheduled visitors.
IV. UNSCHEDULED VISITORS

Dave Lee, Manager of Open Space , introduced Betsy Mercer. Lee explained that Ms. Mercer
has worked for the Department of Parks and Recreation for the past four years as a part-time
and permanent part-time employee. Ms. Mercer is now working for the parks and golf
course as an intern.
OPEN SPACE ORDINANCE
Gary Hultberg, Manager of Recreation , reported that the proposed open space zoning
ordinance went to City Council for a second reading Monday night. Hultberg explained that
the ordinance did not pass due to issues concerning the verbiage that the Parks and
Recreation Commission requested to have removed. Hultberg went on to explain that the
concerned were with the larger projects not going to a public hearing that would have an
impact on a surrounding area. Council suggested that staff look into a compromise where
smaller projects would not be required to go to public hearing but larger projects would.
Additional verbiage would be added to the ordinance for clarification. The revised ordinance

would be brought to the Parks and Recreation Commission and Planning and Zoning
Commission for approval before going back to City Council.
VI. PARK PATROL
Dave Lee , Manager of Open Space , announced that Safety Services will be providing park
patrols in City of Englewood parks again this summer. Lee explained that the only change
for this year would be one less officer, resulting in a roving officer at Centennial Park rather
than a permanent officer. Lee stated that there would still be a complete schedule for
Fridays , Saturdays and Sundays.
Recreation Manager Hultberg discussed having an officer present during the Department's
Safe Summer program. Commission members were informed that last year's Safe Summer
program had State Patrol officers working so staff felt that a City of Englewood officer was
not necessary. Due to the Columbine High School 's tragedy , staff has decided to bring one
back.
VII. DIRECTOR'S CHOICE
In regards to a request made by the Parks and Recreation Commission to have approval of
any public art in the parks, Recreation Manager Hultberg reported that he talked to the
Cultural Arts Commission. Hultberg stated that the Cultural Arts Commission had no
opposition to the request.
Hultberg added that the Cultural Arts Commission is reviewing proposals for the David
Taylor Dance Theater and Museum of Outdoor Arts oocupancy at CityCenter Englewood.
Hultberg invited Commission members to t he Tent Talk celebration on Thursday , June 17,
1999, 5-7pm , at the CityCenter Englewood site. The celebration will include a ground
breaking for the new Walmart and Light Rail Station.
VIII. COMMISSION MEMBERS CHOICE
Commission member Christie reported of graffiti on the southwest greenbelt near Rotolo
Park.
IX. ADJOURNMENT
The meeting was adjourned at 6:15pm .
