PARKS AND RECREATION COMMISSION
Minutes of November 11, 1999
CALL TO ORDER
The regular monthl y meeting of the Englewood Parks and Recreation Commission was called
to order at 5:29pm by Chairperson Gomes at the Golf Course Clubhouse, 2101 W. Oxford
Avenue.
Present: Austin Gomes, Chairman
Carolyn Armstrong, Commission Member
Kathy Christie, Commission Member
Mitch Waldman, Commission Member
Kells Waggoner, City Council Liaison
Kendra Grazulis, Youth Commission Member
Jerrell Black, ex officio
Absent: Steve Neyer, Vice Chairman
Also present: Gary Hultberg, Manager of Recreation
Bob Spada, Manger of Golf
APPROVAL OF MINUTES
Chairperson Gomes asked if there were any additions or corrections to the
minutes of October 14, 1999. There were none. A motion was made to approve
the minutes as presented. The motion passed unanimously.
SCHEDULED VISITORS
Director Black introduced Kendra Grazulis , the newly appointed Youth Commission member
to the Parks and Recreation Commission. Commission members introduced themselves.
Director Black then presented a plaque and recognized City Council Member Waggoner for
his service and dedication to the Parks and Recreation Commission the past eight years.
Waggoner's Council term expired on November l , 1999.
IV. UNSCHEDULED VISITORS

There were no unscheduled visitors.
MUSEUM OF OUTDOOR ARTS/DAVID TAYLOR DANCE THEATER
Director Black updated Commission members on the Museum of Outdoor Arts and David
Taylor Dance Theater. Black reported that the City of Englewood is still in negotiations with
David Taylor. Black explained that the City has progressed further with the Museum of
Outdoor Arts. Black went on to explain that City Council passed the MOA agreement on
first reading but due to issue s being raised in regards to MOA's presence at CityCenter
Englewood, City Council has called a Special Meeting for November 22nd. Commission
members were encouraged to attend.
VI. APRS FITNESS AW ARD
Gary Hultberg , Manager of Recreation , stated that last month Commission members were
informed that the City of Englewood , Department of Parks and Recreation won the Fitness
City Award. Hultberg announced that on Tuesday night, a reception was held at the
Englewood Recreation Center to recognize staff involved with the award. Hultberg
explained that t-shirts were distributed to staff and that he also had t-shirts for Commission
members. Commission members received their t-shirts.
Director Black added that Linda Kotowski, president of APRS (American Parks and
Recreation Society) represented the Fitness City Award at City Council last Monday night.
VII. CITYCENTER ENGLEWOOD UPDATE
Commission members were told that the closing with Wal-Mart is scheduled for next week.
Black reported that construction on the Civic Center is moving forward and on schedule for
the move in May . In regards to a residential developer, Black stated that the City of
Englewood and Miller Weingarten are currently working with Legacy but that it looks as if
the City will enter into negotiations with Trammel Crow. The City is waiting for a list of
interested tenants from the retail developer by the end of this month. Black reported that
R TD is planning a celebration for the opening. Discussion followed regarding a fee break for
RID users .
Commission member Waldman asked in regards to the General Iron site. Mr. Waggoner
responded that it has been agreed to split the site. Waggoner added that the neighborhood
meeting went well.
VIII. DIRECTOR'S CHOICE
After brief discussion , it was consensus of Commission members to cancel the December
meeting if there were no agenda items scheduled. A meeting would be called if agenda items
come up.
Manager of Recreation Hultberg explained that as a result of staffing salary and benefit
increases with the Before and After School program, a fee increase of ten percent will be
administered the beginning of January. Hultberg went on to explain that by City Council
action, the Before and After School program is mandated to break even. Hultberg added that
even with the increase, the City's B&A program is still well below private and public sector.
IX. COMMISSIONER'S CHOICE
Commission member Armstrong asked in regards to the story behind the Englewood symbol.
Waggoner gave a brief history. Commission members were told that there is a business card
with the history of the symbol, which would be included in the next Commission packet.
Armstrong spoke in regards to a program for individuals with disabilities, CP for DP, that she
has worked with. The program is in conjunction with Developmental Pathways.
Commission member Waldman announced that the Girls Softball team, Englewood
Diamondbacks, finished their season undefeated.

Youth Commission member Grazulis spoke in regards to the Little Dry Creek sculpture
garden . Grazulis reported that she has heard positive comments regarding the art from
Englewood High School students .
In reference to Grazulis ' comments , Director Black announced that the opening ceremony for
the Sculpture Garden would be next Spring. Commission member Christie asked how long
the pieces will be there. Black replied for two years. Chairperson Gomes asked if there has
been any vandalism . Recreation Manager Hultberg reported that there has been some
vandalism and that the artists have been very good in getting the pieces repaired, as addressed
in the contract. Commission member Armstrong asked in regards to safety issues with the
artwork. Director Black stated that Risk Management examined the artwork and determined
that there were three pieces that had safety issues. Adjustments were made to those three
pieces .
Christie asked about the current City Hall building and its future. Mr. Waggoner commented
that it is part of Phase II. Christie suggested that the City of Englewood and the Englewood
School District work together in determining if the building would be suitable for school
usage. Director Black stated that it would be an item for the School and City Committee.
Commission member Armstrong asked if a new City Council Liaison had been appointed to
the Commission . Black replied that a new appointment had not been made yet.
Chairperson Gomes reported that at Romans Park, the sidewalk has been fixed , the sod
replaced and the lights turned back on. Gomes added that the sundial is still up.
Mr. Waggoner spoke in regards to the Public Meeting on November 22nd concerning MOA .
Waggoner commented that he is aware that some Commission members have strong feelings
regarding the MOA agreement. Waggoner went on , explaining that MOA would be bringing
in over one million dollars worth of artwork and that Englewood needs a "people draw".
Waggoner encouraged Co mmission members to attend the meeting.
Commission member Waldman asked if MOA and David Taylor are two separate issues.
Mr. Waggoner replied yes . Discussi o n followed whether the City can economically justify
MOA 's and David Taylor 's presence in Englewood.
IX. ADJOURNMENT
The meeting was adjourned at 6:50pm.
