A regular meeting of the Englewood Police Pension Board was called to order by Chairperson
Norm Wood, at 1 :28 p .m. in Conference Room A, City of Englewood City Hall, 3400 South
Elati Street.

OLD BUSINESS
Discussion of Deferred Retirement Option Plan (DROP)
The Board discussed the City Council's consent to proceed with the DROP.
Discussion of FPP A Affiliation
City Council approved the Plan's affiliation with FPPA; and FPPA has waived the waiting
period. Ms . Wescoat will provide information to FPP A for an actuarial study to be completed
as of January 1, 1998 . The actuarial study will provide the contribution rates for the Plan.
The Board requested a calculation for an ad hoc retiree benefit increase of one percent
effective January 1, 1999, for all members retired as ofJ anuary 1, 1998, be included with the
actuarial study .
FPP A has stated the fees to perform the actuarial reports for both the Police Officers and
Firefighters Pension Plans will be $1, 7 50 .
The Board agreed to contact Cindy Birley, Attorney at Law, to request a fee proposal to
update the plan document to comply with federal regulations and prepare the DROP verbiage .
Discussion ensued relating to the services performed by FPP A after the affiliation and the
option for the members to enter the statewide plan .
NEW BUSINESS
Request from David Silby
David Silby, Police Officer, has requested credited service for the period that he served as a
police officer with the City of Sheridan. He stated his dates of full-time employment from July
1969 to December 1970. He had also been employed as a part-time police officer.
Mr. Silby has been unable to obtain proof of employment with the City of Sheridan. Much of
Sheridan's personnel files were destroyed, the only item in his file was a copy of his W-4
form .
The Board discussed the possibility that City of Englewood personnel files would contain
supporting documentation. Mr. Silby will check his Englewood personnel file to see if the
City had verified his prior employment.

Notification of benefit request from Thomas Vandermee
Thomas Vandermee has submitted a request for benefit. His final date of employment will be
October 11 , 1998 . The Board will take action on Mr. Vandermee's request at the next
regular meeting .
Notification of benefit request from Michael J. Swan
Michael Swan has submitted a request for benefit. His final date of employment will be
October 12 , 1998 . The Board will take action on Mr. Swan's request at the next regular
meeting .
Review of Performance Evaluation for January-June, 1998
The Board reviewed the performance evaluation reports from William M . Mercer, Inc.
The Board agreed to request Ms. Drake from Dodge and Cox present report on the funds
before the balances are transferred to FPP A.
Notification of term ex piration for Rick Forbes
Ralph "Rick" Forbes' term expires December 3 1, 1998 . An election must be completed in
December to fill his position .
