POLICE PENSION BOARD MEETING
July 12, 2001
The regular meeting of the Englewood Police Pension Board was called to order by
Chairperson George Egri, at 1 :35 p.m. in Community Development Conference Room, Civic
Center, 1000 Englewood Parkway.

Consideration of request from David Miller.
At the Ap1il 12, 2001 meeting, David Miller requested the Board consider allowing him to
include his prior service credit with Commerce City and the City of Englewood to be applied
toward his deferred vested benefit. Mr. Miller served as a police officer with Englewood
from September 1, 1973 to May 15, 19 77. He received a refund of his contributions in the
amount of $2,264.37 . Mr. Miller was rehired on March 1, 1978 and left the City December
2, 1994. He ctmently has a defened vested benefit for his 1978 -1994 service time.
The Board discussed the treatment of other participants with similar circumstances.

Notification of Keith Miller's death.
The Board has received notification of Keith Miller 's death. The appropriate documentation
has not been provided . Mr. Miller's family said there is no surviving spouse so the benefit
has been suspended until documentation can be provided.

The Board reviewed the quarterly and annual statements from the Fire and Police P ension
Association.
Consideration of Benefit for L. Gary Kasson .
L. Gary Kasson, defened vested police officer, has requested his retirement benefit to begin
on July 31, 2001, the date he is age 55 . Mr. Kasson was employed by the City of Englewood
from July 1, 1976 to August 26, 1988. He received Board approval for his service time with
another city from Jul y 3, 1970 to May 30 , 1973.

Review of Byron Wicks Service Credits.
Byron Wicks, police officer, indicated that it is his intention to retire on October 1, 2001.
Ms. Wescoat requested that the Board confirm all eligible dates of service for Mr. Wicks.
Mr. Wicks had worked as a police officer for the City of Glendale from September 21, 1976
to August 30, 1977. He withdrew his contributions of $544.20 on September 30, 1977.
Mr. Wicks served in the military reserves. Mr. Wicks used his required annual service and
frequently took leave without pay for additional reserve service. He used approximately 25
weeks of leave without pay since November 1994.
The Board commented that his service with Glendale was legitimate, but the periods of time
at Englewood that were leave without pay were a concern.
The Board agreed to ask Mr. Brotzman for an opinion regarding whether the periods of leave
without pay should be allowed as service credit towards Mr. Wicks' benefit or if it would be
appropriate to request the contribution that he would have paid if he had received a salary. If
Mr. Brotzman determined that the contributions must be paid, the Board will do a telephone
po 11 to approve the request.
