POLICE PENSION BOARD MEETING
November 13 , 2003
The regular meeting of the Englewood Police Pension Board wzi s called to order by Board
Member No1m Wood, at 3 :00 p .m. in Cit y Council Conference Room, Civic Center, 1000
Englewood Parkway.

MR. GR YGLEWICZ MOVED TO APPROVE THE MINUTES OF THE REGULAR
MEETING OF JANUARY 9, 2003 AND TELEPHONE POLL OF MAY 28, 2003. MR.
PHELPS SECONDED.

NEW BUSINESS
Re view of FPPA Plan Statements.
The Board reviewed the qua11erly statements from the Fire and Police Pension Association
(FPPA).
Ms. Wescoat explained the Fire and Police Pension Association (F PPA) has decided to
e liminate the quarterly statements and only provide annual statements to save money. She
has contac ted FPPA to protest the decision, but has not received a response.
MR. PHELPS MOVED TO SEND A LETTER TO THE FIRE AND POLICE PENSION
ASSOCIATION REQUESTING THAT QUARTERLY STATEMENTS RESUME OR
THAT THE FEES BE RENEGOTIATED TO ACCOUNT FOR THE LACK OF SER VICE.

Consideration of changing dates of the regularly scheduled meetin gs.
The Board discussed changing the dates of the regularly sched uled meetings to pe1mit a
timely review of FPPA statements. Discussion ensued regarding the minimal meetings
necessary and meetings should be scheduled primarily on an as needed basis with the
exception of the first meeting of the year. The first meeting is necessary to elect the President
and seat any new Board members.
MAYOR BRADSHAW MOVED TO CHANGE THE REGULARLY SCHEDULED
MEETINGS TO THE SECOND THURSDAY OF FEBRUARY, MAY, AUGUST , AND
NOVEMBER. MR. GRYGLEWICZ SECONDED.

Mr. Phelps presented a newspaper article about a recently deceased Civil War widow as an
example of how the long the pension funds have to last.
Mayor Bradshaw informed the Board that she will not seek to serve as Mayor after the new
council is seated. She said that s he enjoyed serving on the Board and wi s hed them well with
the new Mayor.
The members recessed 3:25 p.m.
The Joint Meeting of the Police Officer Pension Plan and Firefighters Pension Plan re s umed
at 3:30 p.m.
The Police Officers Board was joined by the Firefighters Pension Plan Board members , Jay
Seay, Michael Ballinger. and Kieth Lockwood. Other pers ons attending were Ruth Ryers on
and Cathy Johnson of FPPA, Dan Brotzman, Donald and Ma1ilyn Seymour.
Ruth Ryerson, Chief Executive Officer, Fire and Police Pension Association presented an
overview of their fund.
Cathy Johnson, Investment Analysis, Fire and Police Pension Association, reviewed their
investment policies and philosophy.
Mayor Bradshaw stated that it was important that the Boards receive timely information to
assess the cuITent funding of the Plans. She said that it is important that the Boards received
quai1erly statements.
Ms. Ryerson said that Ms . Wescoat's e-mail had been brought to her attention and that FPPA
will continue to provide quarterly statements . An amended memo should be forthcoming.
The meeting adjourned at 4:00 p.m.
