HomeMy WebLinkAbout1997-07-10 FPB MINUTES• • • FIREFIGHTERS PENSION BOARD MEETING July 10 , 1997 A regular meeting of the Englewood Firefighters Pension Board was called to order by Chairperson Bill Young at 3 : 15 p.m . in Conference Room A of the Englewood City Hall , 3400 South Elati Street. Members Present : Members Absent: Others Present : Bill Young, Chairperson, Employee Mike Gruninger, Employee Representative Frank Gryglewicz, Director of Financial Services Jay Seay, Employee Representative Tom Bums, Mayor (with notice) Denise Lombardi , Council Appointee (no notice) Don Mazanec, William M . Mercer, Inc . Patrick Landry, William M . Mercer, Inc . Dan Brotzman, City Attorney (arrived 3:40 p .m.) Carol Wescoat, Recording Secretary A quorum was present. * * * * * Approval of Minutes MR SEAY MOVED TO APPROVE OF THE MINUTES OF THE REGULAR PENSION BOARD MEETING OF JUNE 11 , 1997 . MR. GRYGLEWICZ SECONDED . Ayes : Nays : Absent : The motion carried . OLD BUSINESS Young, Gruninger, Gryglewicz, Seay None Bums, Lombardi * * * * * Discussion of draft plan document changes. Discussion ensued relating to completing the draft plan document with the proposed changes , for the active members . This does not include the proposed cost of living increase or increased benefit accruals . Chairperson Young commented that the members must be notified thirty days prior to the ballot to accept the plan document. The Board agreed to verify who is qualified to vote and confirm notification requirements . Mr. Brotzman will verify who is eligible to vote on the proposed changes to the plan document. Mr. Mazanec will finalize the draft and return it to the Board in approximately two weeks . MR. SEAY MOVED TO ACCEPT THE PLAN DOCUMENT WITHOUT THE SECTIONS ADDING A COST OF LIVING INCREASE AND AN ACCRUED BENEFIT INCREASE, AND PROCEEDING WITH A VOTE OF THE MEMBERS AND A COUNCIL COMMUNICATION. MR. GRYGLEWICZ SECONDED . The plan document will be sent to the affected members in draft form prior to the vote. Ayes : Nays : Absent: The motion carried. Young, Gruninger, Gryglewicz, Seay None Bums, Lombardi Review ballot issues and City Council meeting . The Board reviewed the actions of the City Council and considered possible future Board action. Discussion of procedures for determining eligibility for the Supplemental Disability Mr. Gruninger questioned the wording of the proposed ordinance on the Supplemental Disability. He believes it requires all Supplemental Disability benefit payments be funded by the Firefighters Pension Plan . It was clarified that the wording or intent had not changed from the 1994 ordinance which funded of the Supplemental Disability benefit for McCurdy and Dean to be provided by the Firefighters Pension Plan . All future recipients would be funded by the Health Self Insurance fund. Discussion followed relating to funding the benefit and the unfunded liability . Some members suggested accepting the FPP A's disability determination and eliminating the City doctor's examinations . Mr. Brotzman stated the City wants to designate a doctor, even if it is a FPPA doctor. The Board reviewed how their proposal would be presented to City Council on August 18, 1997 . Discussion also included establishing a separate body to administer the Supplemental Disability benefit and removing the death and disability benefit from this section of the Englewood Municipal Code. Don Mazanec left 4:40 p.m. Firefighters Pension Board Meeting 2 • • • • • • A memo will be prepared to notify City Council of the missed deadline of August 1, 1997, to provide them with alternatives to the ordinance that Council had read on first reading . NEW BUSINESS Discussion of Ronald Dean Ronald Dean has not provided the requested information for continued eligibility . MR. GRUNINGER MOVED TO CONTINUE TO WITHHOLD THE SUPPLEMENT AL DISABILITY BENEFIT FOR RONALD DEAN UNTIL ALL REQUESTED INFORMATION IS RECEIVED AND NOT PROVIDE PAYMENTS IN ARREARS . Mr. Brotzman commented on the legality of penalizing recipient of the supplemental disability bnenefit. Motion died for lack of second. Discussion of John Blanchard Mr. Brotzman presented copies o f items related to John Blanchard 's eligibility for continued 20% Supplemental Disability benefit. Discussion ensued relating to the items . MR. GRUNINGER MOVED TO SUSPEND BENEFIT PAYMENTS FOR JOHN BLANCHARD UNTIL FPPA COMPLETES AN INVESTIGATION. Mr. Brotzman suggested the signatures on items should be reviewed by an expert. MR. GRYGLEWICZ SECONDED. Ayes: Nays : Absent: The motion carried . Young, Gruninger, Gryglewicz, Seay None Bums, Lombardi MR. GRYGLEWICZ MOVED TO REQUEST SAFETY SERVICES COMPARE AND VERIFY SIGNATURES OF CONSTANCE BLANCHARD . MR. GRUNINGER SECONDED.
