HomeMy WebLinkAbout1998-07-09 FPB MINUTES1 FIREFIGHTERS PENSION BOARD :MEETING July 9, 1998 A regular meeting of the Englewood Firefighters Pension Board was called to order by Chairperson Bill Young at 3 :03 p .m. in Conference Room A of the Englewood City Hall, 3400 South Elati Street. Members Present : Members Absent : Others Present : Bill Young, Chairperson, Employee Representative Frank Gryglewicz, Director of Financial Services Mike Gruninger, Employee Representative Jay Seay, Employee Representative Denise Lombardi , Council Appointee (with notice) Tom Burns, Mayor Patrick Landry, William M. Mercer, Inc . Cindy Birley, William M . Mercer, Inc . Carol Wescoat, Recording Secretary A quorum was present. * * * * * Denise Lombardi , left a voice-mail with Carol Wescoat, stating she has moved out of Englewood . She said she will mail a letter to the City Council requesting that she remain on the Board until the end of her term . APPROVAL OF MINUTES MR. GRUNINGER MOVED TO APPROVE THE MINUTES OF THE PENSION BOARD :MEETING OF APRIL 9, 1998 . MR. GRYGLEWICZ SECONDED . Ayes : Nays : Absent : The motion carried . Young, Gruninger, Gryglewicz, Seay None Burns, Lombardi MR. GRUNINGER MOVED TO APPROVE THE MINUTES OF THE JOINT PENSIONBOARD:MEETINGOFMAY 13 , 1998. MR. GRYGLEWICZ SECONDED . Young, Gruninger, Gryglewicz, Seay None Burns, Lombardi * * * * * OLD BUSINESS Received all continued eligibility infonnation from Robert Hoover Robert Hoover has provided all requested infonnation for continued eligibility . Discussion followed relating to future reviews of Mr. Hoover's eligibility. The Safety Services Supplemental Disability Board will review all matters related to the supplemental disability benefits. Received all continued eligibility statements from beneficiaries All statements of continued eligibility by surviving spouses for both Volunteers and Firefighters have been received . Plan Document approval by Fire and Police Pension Association (FPP A) FPP A has approved the plan document changes . Discussion of Deferred Retirement Option Plan (DROP) Mr. Landry introduced Cindy Birley, legal counsel for William M . Mercer, Inc ., who has worked on the plan document. Mr. Landry, presented the DROP fee proposal. Mr. Landry and Ms. Birley, outlined the services provided for the proposed estimated fees and options available . The estimated fees cover plan updates and adding DROP verbiage to the plan document. Mr. Landry also presented the option of omitting filing a Letter of Determination for the Firefighters Plan and relying on the Letter that will be received for the NonEmergency Retirement Plan after adding their DROP . This fee would be approximately $4,500. William M . Mercer, Inc ., will allow a ten percent discount if all three plans are updated . Mr. Landry and Ms. Birley left the room to permit Board discussion in private. The Board discussed proposed fees and services provided by William M . Mercer, Inc. The Board agreed to include actuarial services and DROP preparation in a request for proposal. Mr. Gruninger mentioned that it could be an appropriate time to revisit FPP A affiliation . Firefighters Pension Board Meeting 2 MR. GRUNINGER MOVED TO SCHEDULE APRESENTATIONBYFPPA TO REVIEW PLAN AFFILIATION. MR. YOUNG SECONDED. Ayes : Nays : Absent: The motion carried. NEW BUSINESS Young, Gruninger, Gryglewicz, Seay None Bums, Lombardi Consideration of benefit request for the beneficiary of Vincent Wertin (Volunteer Plan) Mr. Vincent Wertin, died on April 17 , 1998 . Shirley Wertin, spouse of Vincent, has requested survivor benefits. MR. GRUNINGER MOVED TO APPROVE VOLUNTEER FIREFIGHTER SURVIVOR BENEFITS IN THE AMOUNT OF $225 PER MONTH FOR SHIRLEY K. WERTIN, AS OF THE MAY 1998 PAYMENT . MR. SEAY SECONDED . Ayes : Nays: Absent: The motion carried . Young, Gruninger, Gryglewicz, Seay None Bums, Lombardi Review of FPP A Volunteer Firefighters Plan April 1998 Statement The Board reviewed the Volunteer Firefighters FPP A Statements . Notification of benefit request from Charles Renner Mr. Charles Renner has submitted a request for retirement benefits . His last day will be July 29, 1998. The Board will consider benefit approval at the next regularly scheduled meeting. Discussion of Request For Proposal No further discussion . * * * * * MElVIBERS CHOICE Firefighters Pension Board Meeting 3 Discussion of request from Jon Seay Mr. Jon Seay, has requested retirement benefits as a volunteer firefighter . MR. GRUNINGER MOVED TO REQUEST THAT MR. BROTZMAN SEND A CERTIFIED LETTER TO JON SEAY THAT REFERENCES COPIES OF LETTERS AND ACTUARIAL INFORMATION THAT INDICATE HIS TERMINATION FROM THE VOLUNTEER FIREFIGHTERS . MR. GRYGLEWICZ SECONDED . Ayes : Nays : Absent : Abstention : The motion carried . Denise Lombardi Young, Gruninger, Gryglewicz None Burns, Lombardi Seay Mr. Gruninger commented on Denise Lombardi 's eminent resignation from the Board . He would like to see Ms . Lombardi complete her term . Her term expires , February 1, 1999 . Discussion followed regarding replacement of Ms . Lombardi and eligibility requirements for an appointed citizen board member . MR. SEAY MOVED TO ADJOURN. MR. GRYGLEWICZ SECONDED . Ayes : Nays: Absent: The motion carried .
