HomeMy WebLinkAbout1998-10-08 FPB MINUTESFIREFIGHTERS PENSION BOARD MEETING October 8, 1998 A regular meeting of the Englewood Firefighters Pension Board was called to order by Chairperson Bill Young at 3 :02 p.m. in Conference Room A of the Englewood City Hall, 3400 South Elati Street. Members Present : Members Absent : Others Present: Bill Young, Chairperson, Employee Representative Frank Gryglewicz, Director of Financial Services Mike Gruninger, Employee Representative Jay Seay, Employee Representative Tom Burns, Mayor Vacancy, Council Appointee Rick DeWitt, Attorney Jon Seay, former Volunteer Firefighter Ken Holland, Firefighter Carol Wescoat, Recording Secretary A quorum was present. * * * * * APPROVAL OF MINUTES MR. SEAY MOVED TO APPROVE THE MINUTES OF THE PENSION BOARD MEETING OF JULY9, 1998 . MR. GRYGLEWICZ SECONDED. Ayes : Nays : Absent: The motion carried . Young, Gruninger, Gryglewicz, Seay None Burns MR. GRYGLEWICZ MOVED TO APPROVE THE MINUTES OF THE JOINT POLICE OFFICERS AND FIREFIGHTERS PENSION BOARD MEETING OF AUGUST 27, 1998 . MR. SEAY SECONDED. Ayes: Nays : Absent: The motion carried . Young, Gruninger, Gryglewicz, Seay None Burns * * * * * OLD BUSINESS Resignation of Denise Lombardi City Council has accepted Denise Lombardi's resignation . Review of letter regarding Jon Seay Mr. Gryglewicz presented a letter from Mr. DeWitt received October 1, 1998 . Discussion ensued related to Mr. Jon Seay' s eligibility for the benefit. Mr. Gruninger commented that Jon was listed as a termination on the 1978 actuarial worksheet and was dropped from the rolls in 1976. Mr. DeWitt presented a packet of copies as his documentation that Jon Seay had been a volunteer firefighter for more than 20 years. Mr. Gruninger pointed out the nearly two year lapse between Mr . DeWitt's exhibits number seven and eight. Exhibit seven is dated December 31 , 1976 and number eight is dated November 20, 1978. Mr. Gruninger agreed to research any additional documentation in the records . Ms. Wescoat will contact William M. Mercer, Inc . to locate any additional documentation . 3:47 p.m . Mr. DeWitt and Mr. Jon Seay left . Chairperson Young commented that the rosters prior to 1979 has Mr. Seay's name type written, but in December 1979, his name is hand written in the roster. In 1981 it is typed on the roster. Discussion ensued relating to the method of calculating contributions for Volunteer Firefighters . Chairperson Young and Mr. Gruninger recalled that contributions were a flat amount with no reference to individual volunteer firefighters. Discussion of FPPA Affiliation City Council approved the Plan's affiliation and the FPPA waived the waiting period . Ms. Wescoat will provide information to FPP A for an actuarial study to be completed as of January 1, 1998 . The actuarial study will establish contribution rates for the plan. FPPA will prepare the actuarial reports for both the police and fire plans for $1, 750. Discussion ensued relating to the transfer of assets to the FPP A. Firefighters Pension Board Meeting 2 Discussion of Deferred Retirement Option Plan (DROP) The Board discussed City Council's approval to proceed with the DROP. The Board agreed to contact Cindy Birley, Attorney, for a proposal to update the plan document to comply with federal regulations and prepare the DROP verbiage. NEW BUSINESS Discontinuance of benefit to beneficiary of Billy Lee Crouch Judy Crouch, beneficiary of Billy Lee Crouch, notified the City of her June 12, 1998, marriage to Donald Bolte . Mrs. Bolte has returned the July and August 1998 benefit payments that was processed prior to notification . No further payments are due Mrs. Bolte. Consideration of benefit request for Charles Renner Charles Renner submitted his request for retirement benefits . His last day of employment was July 29, 1998. Mr. Renner was hired as a firefighter on January 2, 1973. He elected to provide an optional benefit for his beneficiary for a five year period . MR. GRUNINGER MOVED TO APPROVE A MONTHLY BENEFIT FOR CHARLES RENNER, OF $2,409.70, FIVE YEAR CERTAIN AND LIFETIME, EFFECTIVE JULY 30, 1998. MR. GRYGLEWICZ SECONDED . Ayes : Nays: Absent: The motion carried. Young, Gruninger, Gryglewicz, Seay None Burns Consideration of benefit request for Stephen P . Trunck Stephen Trunck submitted his request for retirement benefits . His last day of employment was October 1, 1987. Mr . Trunck was hired as a firefighter on October 1, 1974, and attained age 50 on September 20, 1998 . MR. GRUNINGER MOVED TO APPROVE A MONTHLY BENEFIT FOR STEPHEN TRUNCK, OF $1,189.83 , EFFECTIVE SEPTEMBER 20 , 1998. MR. GRYGLEWICZ SECONDED . Review of FPPA Volunteer Firefighters Plan July 1998 Statement The Board reviewed the Volunteer Firefighters FPP A Statements . Notification of term expiration for Michael Gruninger Mr. Michael Gruninger's term expires on December 31, 1998. An election will be held to fill the vacancy. * * * * * MEMBERS CHOICE Discussion followed pertaining to amending the Plan Document to allow retirees to be Board Members. The consensus was to amend the Plan Document when the DROP and other required changes are made to document. MR. SEAY MOVED TO ADJOURN . MR. GRUNINGER SECONDED.
