April 11, 2002
A regular meeting of the Englewood Firefighters Pension Board was called to order by
Chairperson Ken Holland at 4:02 p.m. in the Public Works Conference Room of the
Englewood Civic Center, 1000 Englewood Parkway.

MR. GRYGLEWICZ MOVED TO ACCEPT THE MINUTES OF THE SPECIAL
PENSION BOARD MEETING OF NOVEMBER 1, 2001 . MR. BALLINGER

OLD BUSINESS
Notification of Jon Seay determination.
The Board reviewed the history of Jon Seay 's volunteer firefighter's pension request and
subsequent court decisions for Mayor Bradshaw .
The Board reviewed the court order rejecting Mr. De Witt's appeal that was filed after the
deadline .
NEW BUSINESS
Review ofFPPA Volunteer and Firefighters Plan Statements
Mr. Gryglewicz reviewed the FPPA statements . He noted that the funds for 2001 lost 6 .31 %
which w as not out o f line with the overall m arket.

The Board discussed various line items on the statements .

Consideration of Survivor Benefit for Harry Higginson 's Spouse
Harry Higginson, retired volunteer firefighter, passed away February 13, 2002. Mr.
Higginson is survived by his wife, Pearl Higginson.
MAYOR BRADSHAW MOVED TO APPROVE THE SURVIVOR BENEFIT FOR PEARL
HIGGINSON IN THE AMOUNT OF $225 PER MONTH EFFECTIVE MARCH 1, 2002
AND THE SUPPLEMENTAL DEATH BENEFIT OF $100. MR. KASSON SECONDED.

Review of 2001 attendance
Chairperson Holland reviewed the 2001 attendance report.

MEMBERS CHOICE
Chairperson Holland reviewed Mr. Kasson's request for a Board orientation to include
their fiduciary responsibilities.
Mr. Kasson compared the Firefighters Pension Board's to the statewide PERA Board.
The PERA Board controls investments and has more responsibility. He stated concern
with FPPA's investment choices. He suggested that Mr. Brotzman may be able to outline
the legal responsibilities of the Board.
Ms. Wescoat explained the Plan membership's election to affiliate with FPPA was
irrevocable. FPP A is the investment manager and may select assets of any class.
The Board requested FPP A be invited to the next regular meeting to review investment
selection and their investment policy.
Mayor Bradshaw asked the members for volunteers to represent the Board and assist with
the Holiday Parade. Interested members should contact Ms. Wescoat.
