HomeMy WebLinkAbout2004-08-17 FPB MINUTES/ FIREFIGHTERS PENSION BOARD MEETING August 17 , 2004 A regular meeting of the Englewood Firefighters Pension Board was called to order by Chairperson Jay Seay at 4:00 p.m. in the City Council Conference Room of the Englewood Civic Center, 1000 Englewood Parkway. Members Present: Members Absent: Others Present: A quorum was present. Jay Seay, Chairperson , Employee Representative Douglas Garrett, Mayor Frank Gryglewicz, Director of Finance and Administrative Services Stephen Hunt, Jr., Council Appointee (arrived 4 :04) Kieth Lockwood, Employee Representative Richard Petau, Employee Representative None Dan Brotzman , City Attorney * * * * * APPROVAL OF MINUTES MR . GR YGLEWICZ MOVED TO ACCEPT THE MINUTES OF THE PENSION BOARD MEETING OF FEBRUARY 12, 2004. MR. LOCKWOOD SECONDED. Ayes: Nays: Absent: The motion carried. OLD BUSINESS Gryglewicz , Garrett, Lockwood, Petau, Seay None Hunt * * * * * No old business was discussed. NEW BUSINESS Review of FPPA Volunteer and Firefighters Plan Statements Mr. Gryglewicz reviewed the FPPA 2004 statements. He remarked that the three and five year annualized returns are below the eight percent actuarial assumption that is used for the actuarial reports. Mr. Hunt arrived at 4:04 p.m. The Board discussed the current market conditions. Review of 2004 Actuarial Report Mr. Gryglewicz presented the 2004 actuarial report. The Board discussed the increased contributions necessary to maintain the fund. Mr. Hunt inquired about the possibility of obtaining a report from FPPA that compares their performance versus similar fund managers. Staff will research and provide the Board with available information. MR. GRYGLEWICZ MOVED TO ACCEPT THE JANUARY 1, 2004 ACTUARIAL REPORT. MR. PETAU SECONDED. Ayes: Nays: Absent: The motion carried. Seay, Gryglewicz, Garrett, Hunt, Lockwood, Petau None None Consideration of benefit request from Carl Pollock. Carl Pollock requested retirement benefits to commence upon his termination, February 22 , 2004. MR. GRYGLEWICZ MOVED TO APPROVE A SINGLE LIFETIME BENEFIT OF $3,209.27 PER MONTH BEGINNING FEBRUARY 23, 2004 FOR CARL POLLOCK. MR. HUNT SECONDED. Ayes: Nays: Absent: The motion carried. Seay, Gryglewicz, Garrett, Hunt, Lockwood, Petau None None Notification of death of Volunteer Firefighter Roger Miller Roger Miller, retired Volunteer Firefighter passed away on July 19 , 2004 . Mr. Miller does not have a survivor. MR. GRYGLEWICZ MOVED TO APPROVE A $100 FUNERAL BENEFIT PAY ABLE TO THE ESTATE OF ROGER MILLER. MR. LOCKWOOD SECONDED. Notification of death of Elaine Sovern Elaine Sovern , survivor of Douglas Sovern , passed away on July 30, 2004. No further benefits are due. Letter to City of Sheridan Mr. Brotzman reviewed a draft of the letter he is sending to the City of Sheridan (Sheridan). Sheridan is requesting additional funds from Englewood to fund the retirement benefits for Sheridan's volunteer firefighter , Jon Seay. Mr. Brotzman's letter states that Colorado Statutes provide that the municipality from which a volunteer firefighter retires, is responsible for payment of the volunteer 's pension. The letter also refers to the 1993 agreement between Sheridan and Englewood providing a transfer of funds for eligible volunteers. Mr. Seay was not included in this transfer. The letter further outlines Mr. Seay's 1998 request for benefit from Englewood that was denied and the decision was later upheld by the Courts . Mr. Brotzman's letter states that it is the City of Englewood 's position that it has met its obligation with respect to the Mutual Release and Settlement of 1993 and is not responsible for monies requested to fund Jon Seay's retirement benefits. * * * * * MEMBERS CHOICE The Board discussed the date for the next meeting. It is scheduled for November 11, 2004, Veteran's Day. The Board agreed to schedule the meeting on November 18, 2004 at 4:00 p.m . The location will be determined at a later date. MR. Seay, Gryglewicz , Garrett, Hunt, Lockwood, Petau None None Meeting adjourned at 4 :40 p .m. &,ef~~ Carol Wescoat Recording Secretary Firefighters Pension Board Meeting 3 FIREFIGHTERS PENSION BOARD MEETING August 30, 2004 A telephone poll was done by the Recording Secretary for the Englewood Firefighters Pension Board. Mr. Walter John Jarrett, retired volunteer firefighter passed away on August 15, 2004 . Mr. Jarrett did not have a surviving spouse. The Board is being asked to approve a funeral benefit payment of $100 payable to his estate. Members: Ayes: Nays: Absent: The motion carried.
