ChairMan Bruce Hogue called the regular Meeting of the Public
L ibrary Advisory Board to order at ?:30 p.M.

Libraries, Donna Gottberg, Recording Secretary
Roll call was taken and a quoruM declared present.
There were no scheduled or unscheduled visitors.
Mr. Hogue turned the Meeting over to Ms. Winkle for the
Director's Report.
Ms. Winkle gave a brief update on the 1988 Budget and
reorganization of assigned library space, noting that both were
dependent on the increase in sales tax. If all goes as planned
the Library will be allocated approxiMately $754,000 for the 1988
Budget. Ms. Winkle gave brief background on the sales tax
ordinance. The ordinance has been aMended to take effect January
1988 with an increase of 1/2 cent in City sales tax. Second
reading for this ordinance will be NoveMber 2. The space
all ocation involves the Technical Services area and the west side
of the office area, including the space forMerly occupied by the
City auditors. The project would include a separate rooM for the
Local History collection with access for the public. Ms. Winkle
explained the proposed Move with a layout prepared by Mr. Long,
Library Services AdMinistrator.
Ms. Winkle gave an update on the Contributors Club and displayed
a saMple of the size and type of engraving that would be included
in the plaque for platinuM MeMbers. To date there are ? platinuM
card MeMbers, and she feels it's tiMe to go ahead with the
ordering of the plaque and naMeplates.
87-23 MOTION: That the plaque be ordered for the displaying of
the naMes of PlatinuM Contributors with payMent for said plaque
coMing froM the Donor's fund.

Donna Gottberg gave a report on the financial side of the
Contributors Club noting that to date $1 ,210.00 has been received

Ms. Winkle noted that the repairs have been Made to the front
entrance area of the Library, Making it safer and creating a
better iMpression for Library patrons.
Ms. Winkle gave background and updated inforMation regarding the
present construction project to the north of the Library. The
City will not be able to create More parking to the east of the
present City perMit parking area after all. Ms. Winkle is asking
the City Manager, Andy McCoun, to allocate visitor parking space
at the pre-construction level. There have been Many coMplaints
froM patrons abou t the lack of parking spaces during
construciton. The construction should be coMpleted by early
HoveMber.
Ms. Winkle gave a brief update on the National Library Card
CaMpaign, noting that posters and literature have been received
and will be distributed to the area schools.
Pirector's Choice
With copies of the 1988 AgreeMent for Library Services with
Arapahoe Library District having been sent out earlier, Ms.
Winkle asked for the Board's approval of the contract after
discussion.
87 -Z~ MOTIOH: That the Board approves the Arapahoe Library
District 1988 AgreeMent for Library Services and asks that City
Council accept the contract as written.

Motion carried.
The Board received the MSI contract for the IRUIHG-Dynix network
funded by an LSCA grant and asks that it be forwarded to City
Council for approval.
A list of Local History collection acquisitions, prepared by Ms.
Haney Bunker, was distributed to the Board. This list also
included iteMs not approved for inclusion in the collection, but
referred to other agencies.
The Library has received a 1st place plaque for its 1987 SuMMer
Reading PrograM. Barbara Sproat was in charge of the prograM and
was presented this award at a CLA banquet. The prograM notebook
and plaque will be on display in the Library. The Board asked
that a letter of coMttendation be sent to Barbara froM the Board
for her effort.
ChairMan's Report
Mr. Hogue read a letter froM Joan HinkeMeyer , InforMation
Services AdMinistrator, thanking all the Board MeMbers for their
help with the Open House.

f1r . Hogue attended the Col orado Library Association Conference
earlier this Month at ft. Collins. He gave a brief report on the
happ eni ngs at the Confere nce .
Mr. Hogue brought up the subject of the Contributors Club
plat i nuM plaque. It was discussed and the Board agreed that
individuals contributing at the platinuM level should have the
option of designating plaque naMeplate wording. All other
benefits accrue only to the individual Making the contribution.
In the case of organization contributions at the platinuM level,.
no Gold Card MeMbership will be issued.
MeMbers' Choice
Uirginia Johnson has donated More iteMs to the Library for the
Local History collection. She has also arranged for
contributions froM Eva Lovelace.
Betty Oounav has recently returned froM a tour of GerMany,
Au s tria and Switzerland and had a wonderful 15 day trip.
Gerald SaMp s on continues his work with the Adult Learning Source
and gave inforMation on the tutorial services involved .
John Peterson gave his views on the literacy prograM,. expressing
that it is a wonderful prograM, but Motivation on the part of the
individuals wanting to learn to read is the key issue.
Beu Si Mon plans to bring in soMe iteMs for the Local History
collection.
Mr. Hogue noted that the next Board Meeting will be HoveMber 10,
but he wil l be unable to attend. Mr. Quaintance will chair the
Meeting.
There was no unfinished business.
There were no coMMittee reports.
The Statistical Report for SepteMber was briefly discussed.
Ms. Winkle noted that the partition on the PAC table is now in
place. She further noted that JiM Haselgren, of the City
Carpenter Shop, built this PAC table froM a design by Hank Long.
The Board asked that a letter of coMMendation be sent to Mr.
Haselgren for his creative work.
