MINUTES
Englewood Public Library Advisory Board
December 13, 1988
The regular meeting of the Englewood Public Library Advisory
Board was called to order by Chairman Al Quaintance at 7:30 p.m.
PRESENT: Al Quaintance, John Peterson, Larilyn Ashlock, Bruce
Hogue (arrived at 7:45 p.m.) Virginia Johnson, Joe
Rathburn, Bev Simon, Dorothy Totton

Donna Gottberg, Recording Secretary
Roll call was taken and a quorum declared present.
Chairman Quaintance turned the meeting over to Sharon Winkle for
the Director's Report.
Ms. Winkle gave background on the renewal Agreement for
Participation in the Central Colorado Library System (CCLS)
Public Library Reciprocal Borrowing Program. Englewood Public
Library (EPL) continues to be a net lender. This is a 3-year
contract effective October 1, 1988 through September 30, 1991.
88-23 MOTION: That the Board accept the Reciprocal Borrowing
contract with Central Colorado Library System as amended by the
Assistant City Attorney.

Item 2 on the Agenda will be held until Ms. Habenicht arrives.
Ms. Winkle gave an update on the MacArthur Foundation Video
Project Grant. She noted that with this grant EPL was able to
purchase a complete set of the videos for $2000 from the Donor's
Fund account.

EPL has received a small grant from the Institute for Creative
Aging for video equipment (playback only). Ms. Winkle gave
background as to why EPL received this grant. The equipment will
be available by arrangement only, by city staff and public.
As information, Ms. Winkle noted that Council plans to interview
for Board and Commission appointments on January 9. Applications
should be made through the Mayor's office by letter.
Director's Choice
The Arapahoe Library District (ALD) contract for reciprocal
borrowing was passed by Council on 2nd reading at its December
12th meeting. The Agreement is effective January 1 -December
31, 1989.
Each Board member received a Sunday Hours brochure. Ms. Winkle
noted that interviews for the part-time Library Assistant were
held today.
A current map of the Englewood Public Library was distributed.
EPL is working on new signage for the Library and it should be in
place in the near future.
An article was distributed regarding the IRVING Network and also
an article from the Intellectual Freedom newsletter. Information
from the CLA news was distributed with a quote from Tim Wirth
noted.
Chairman's Report
Mr. Quaintance announced that Ms. Dorothy Totten volunteered to
be the second Board representative on the Library Planning
Committee. The Planning meetings will start after the first of
the year on Wednesdays at 8:15 a.m. A schedule will be
forthcoming.
Al thanked the Board for the plant for his wife who recently had
surgery. She is doing quite well.
Members' Choice
Bev Simon requested library staff check into the possibility of
purchasing a public address system for the Conference Rooms. Ms.
Winkle will get cost and availability for presentation at a later
date. There was brief discussion as to the need f or such a
system.
Dorothy Totten thanks everyone for their concern during her
recent surgery.
Al Quaintance thanked Ms. Totten for the written report of her
attendance at the Colorado Library Association (CLA) conference
at Breckenridge.
Larilyn Ashlock brought forward an article in the Villager (11-10
issue) regarding the Open House held last September at the
Library.

Ms. Habenicht arrived and discussion began regarding the
Library's distribution of IRS forms to the public and the VIP
Program being planned this year. The response of accounting
firms in the area was better than expected, keeping in mind that
that time of year is busy for these firms. There will be an
informational meeting held on December 15 with the firms and
individuals that have shown interest in the program. The Library
has ordered basic Federal and Colorado forms for distribution.
Ms. Habenicht gave City Councils' point of view on this issue and
a lengthy discussion followed.
Ms. Winkle noted that she has not solicited other libraries as to
what they were doing in regard to this issue, but the libraries
have issued letters and statements as to their cancellation of
such programs. Littleton and Boulder will not distribute forms
in 1989. The Aurora Public Library is evaluating its
continuation of the service.
There were no committee reports.
There was brief discussion on the October and November
Statistical Reports.
88-33 MOTION: That the Board accept the Minutes
November 1, 1988 meeting with one correction. In
paragraph under Director's Choice it should read
being open on Sundays is January 15, 1989 .
