PRESEHT: REGRETS: ALSO PRESENT: Al Quaintance, Betty Dounay. Bruce Hogue. Beu SiMon. Dorothy Tatton John Peterson. Uirginia Johns o n. Joe Rathburn. Lois Sterling Alex Habenicht. City Council Representative. Mrs. Barbara Hogue. Sharon Winkle. Director of Libraries. Donna 6ottberg. Recording Secretary Roll call was taken and a quoruM declared present. There were no scheduled or unscheduled uisitor5. Chair-Man Quaintance turned the Meeting over to Sharon Winkle for the Director's Report. The Board received copies of the 1987 Action Plan-Vear End Status Report earlier as inforMation. Ms. Winkle pointed out key areas for review. Discussion followed. Mr. Hogue asked if the Library felt there was a need for staff MeMber(s) to have knowledge of sign language for the hearing iMpaired. Ms. Winkle stated she did not feel there was a need at this tiMe. After a brief discussion Ms. Winkle said she would check with the Center on Deafness to see if its staff is aware of such a need in this coMMunity. As inforMation, Ms. Winkle gave a stateMent regarding the library Security SysteM philosophy. The Library staff takes no aggresive stance or punitive action against persons stopped by the security systeM, even after it is deterMined that they are trying to reMove iteMs froM the Library without authorization. The systeM and procedures are designed to deter theft rather than to catch thieves. The systeM is definitely working as a deterrent to theft . There is certain inforMation required when a patron fills out an application for a library card --naMe. address and birthdate. The reason for the birthdate is to Make sure the correct person is identified if there should be a probleM with overdue Material and the prosecuting attorney Must be notified. It is also used to differentiate between persons with the saMe naMe. The address is not always an accurate identification, as people Move so frequently. The birthdate also helps with deMographic inforMation. Recently a gentleMan objected to giving his birthdate and stated it was illegal to require such inforMation. -1 - 9 HevertheleSS 7 our requireMent is legal as it was cleared through the City Attorney's Office before staff initiated collection of this inforMation on the application. Ms. Winkle gave a brief update on the proposed aMendMent to the Colorado Library Law. The bill has been killed. The Colorado Library Association <CLA> plans to ask an ad hoc Task rorce to address this iteM along with other revisions to the Colorado Library Law which May be recoMMended for adoption at a future date. Director's Choice As inforMation 7 Ms. Winkle distributed 2 newspaper articles regarding ''latchkey children." We, here in Englewood~ have had no probleM with such children> but in soMe areas of the country it has becoMe a serious probleM. We do have a policy that prohibits children under 10 years of age to be left alone in the Library. The needs of these children seeM to be addressed in this coMMunity by day care centers and schools. There is a new Colorado CoMMissioner of Education> Mr. UilliaM Randall> who is also officially designated as State Librarian. Ms. Winkle distributed a handout froM the State Library designed to proMote library services. The Library is exploring the possibility of sponsoring video taped interviews of people involved in the literary world. After the Meeting tonight there will be a viweing of one such tape. There is a list available, and there is no charge except for providing blank tape for the videos. These tapes could be shown on cable TU as a proMotion for the Library. Hational Library Week is approaching. April 17-23, and the Library is planning to focus on the Hational Library Card CaMpaign. Bishop School. with the cooperation of the Principal. Mr. Hess, will be the focus school. This could be extended to other schools in the future. Ms. Winkle distributed a copy of the first IRUIHG Hewsletter 7 edited by Hank Long. Library Services AdMinistrator. Haney Bunker. our Local History Librarian 7 had her baby. RayMond Robert born March 6 7 weighed in at 91 l oz. Ms. Bunker plans to return to work in May. ChairMan's Report In gratitude for his living in the United States. Mr. Gheorghe Stanescu. a sculptor. wishes to donate one of his works. a bust of Mark Twain. to the Library. He wants this work to be seen. adMired. and touched by the coMMunity of library patrons. 88-7 nOTIOH: That the Board and Library accept the gift of a bust of Mark Twain froM Mr. Stanescu via an agreeMent to be drawn up by the City Attorney. Moved by: Bruce Hogue -2 - • • • Seconded by: Betty Oounay • After discussion~ Motion carried. Mr. Quaintance distributed copies of the Library's Receipt of Gifts forM. Mr. Quaintance brought forth a newspaper article regarding the fBI's request that library staff at selected libraries report on suspicious patrons and what they read. Library associations are against this wholeheartedly. Colorado's Confidentiality of Library Records Law prohibits release of such inforMation. Ms. Winkle and Mr. Quaintance plan to go to Boulder on March 15 and 16 to attend a Colorado State Library workshop for Trustees and Advisory Board MeMbers. Mr. Peterson plans to attend the Public Library Association conference in Pittsburgh. April 27-30. His travel has been approved by Mayor Uan Dyke and City Manager McCown. Mr. Quaintance read a "thank you" note froM Donna Gottberg. Recording Secretary. for the flowers sent to her by the Board in appreciation for her work. There will be a CLA seMinar at Aurora on May 6. We will discuss this further at the April Meeting . • MeMbers' Choice • Bev SiMon and her husband spent 23 days in february visiting fr i ends and relatives in Arizona and California. It was nice to get away froM the cold. Betty Dounay reported on Ms. Sterling's illness. Ms. Sterling has been ill for Months and now they have discovered a tuMor in the sinus. She will have it reMoved. as an outpatient. and hopes this will solve the probleMs she's been having. The Board all wished her well. The Board thanked Mr. Quaintance for serving the refreshMents this evening. Mr . Hogue asked about the status of the Contributors Club plaque. Ms. Winkle repl i ed that they had a probleM with foruM Engraving getting the plaque to our liking. Sachs-Lawlor has now been asked to Make this plaque for the Library and we will not be charged for the work done by foruM Engraving. We want a quality product and hopefully will receive it in the near future. Mr. Hogue noted that i n the March issue of AMerican Libraries there is a good article on security systeMs. He thanked Ms. Winkle and her staff for the foresight in installing the systeM when they did • Bruce and his wife~ Barbara. recently visited Houston~ and he know s now where all the robins go when they fly south. -3 - Ms. Habenicht relayed a Message froM Susan Uan Dyke. Ms. Uan Oyke sends her best regards to the Board and states she's feeling Much better. Mr. Hogue asked that the Board be thinking about reserving space a t Cushing Park for the annual BOSAC picnic. Mr. Quaintance asked hiM to serve as ChairMan again and Mr. Hogue accepted. Target date is set for late July or early August. He will report his progress at the next Meeting. Unfinished Business Discussion on the tax forMs being available in the Library is tabled until the April Meeting. There were no CoMMittee Reports. The Statistics Report for f ebruary was briefly discussed. Ms. Winkle noted that the in-house processing is going SMoothly.
