Recording Secretary REGRETS: Betty Oounay Roll call was taken and a quoruM declared present. There were no scheduled or unscheduled visitors. fir. Quaintance showed the Board the sculpture of Nark Twain that was donated by Hr. Stanescu. The pedestal is now at the Library • Once it has been pa i nted the sculpture will be Mounted. Hr. Quaintance showed the Board the conpleted Contributors Club plaque. This will be Mounted soon in an area near the circulation desk. Hr. Quaintance turned the Meeting over to Sharon Winkle for the Uirector 7 s Reoort. Ms. Winkle introduced Mr. Hank Long. Library Services Adninistrator . Hr . Long had two iteMs to present to the Board. first he explained the proposed relocation of the circulation desk and the reasoning behind such a nove. This will be included in the 1989 Budget ReconMendation. A question and answer period followed. Hr. Long gave background on the IRVIH6 Hetwork SysteM. Phase I of this project is now conpleted. He is applying for a Library Services and Construction Act (LSCA) grant for the Phase II project whi c h will include funding (or partial funding) for the hardware and telecoMMUnication equipnent needed to bring the libraries together by conputer. This funding is Made possible by the Colorado State Library . A resolution will be forwarded to City Council explaining the Phase II project and asking that Council approve subMission of the grant proposal. Mr. Long distributed invitations for a celebration of the coMpletion of Phase I. This celebration will be held at the Central Colorado library SysteM's office on Thursday. May ig and is provided by the IRUIH6 group. Charts of the IRUitt6 sy5teM are available if any Board MeMber wishes to study it More thoroughly. -1 - 9 Hr. Long requests a letter of support froM the Board. Copie5 of the draft proposal are available froM Hank Long or Donna Gottberg. !RUING translates all libraries to a conMon language and will eventually becoMe part of a state-wide network. 88-15 ftOTIOH: The Board reconnend5 a resolution be forwarded to City Council regarding the Library Services and Construction Act <LSCA> grant proposals "Dynix-IRUING Connection -Phase II." Moved by: John Peterson Seconded by: Lois Sterling notion carried. The Board coMMended Hank Long for all his work in preparing this grant proposal~ and his presentation tonight. The Board thanked Mr. Peterson for supplying refreshMents this evening. Ns. Winkle gave an infornal update on the Hational Library Ueek activities~ noting that the Library Card Canpaign with Bishop school was a big success thanks to the very hard work of Adeline Czarny and Barbara Sproat. Ms. Sproat plans to write a Manual explaining how this prograM worked. It is the plan of the Library to target one eleMentary school each year and work for lOOX of students to have a library card available to theM. Ther-e were two perforMances of Peter and the Wolf presented at the Library as part of the celebration. It was an excellent perforMance and well-attended. The funds for this event were furnished by PACE Warehouse Inc. ~ and the arrangeMents were Made by the Arapahoe Public Access to Libraries <APAL> libraries. iis. Winkle gave a brief report on her attendance at the Public Library Association conference in Pittsburgh April 25-30. She attended several prograMs and a pre-conference prograM. She felt all-in-all the inforMation received was worthwhile and very useable. John Peterson also attended the PLA conference and felt it was a worthwhile prograM. He plans to write up a report on several of the itens covered at the conference. He thanked the Board for sending hiM to Pittsburgh and for the special inforMation received. A question and answer period followed. Oirector 7 s Choice Ms. Winkle asked Al Quaintance to prepare a letter of support for the LSCA grant proposal "Planning for Englewood Public Library Services 1991-1995." This inforMation will be forwarded to City Council. Mr. Quaintance will provide the letter. Hs. Winkle gave a list of new tenants to coMe into Englewood Marketplace when it is built. City Council has provided each of the City Boards with a copy of their booklet "Rules and Procedures." This booklet was passed on - 2 - • • • • • • to Mr . Ms. Winkle distributed further coMparitive statistics requested at the last Meeting by Mr. Hogue. fhe theMe for the SuMMer Reading PrograM is "Books Can Take You There." Ms. Winkle showed a copy of t he literature that will be d i stributed later to parents and children. ihe Library did not get approval on a LSCA proposal subMitted earlier ''ProcureMent InforMation Center." The Library developed the proposal with the Centennial ChaMber of CoMMerce. Another proposal May be prepared at a later date. Cha1rMan?s Report There are 2 options for the Board or Board MeMbers to join the AMer i can Library Association. After discussion it was decided that the MeMbership should be in the ChairMan"s naMe with the Ma iling address of the Library. 88-Hi nOTIOH: That the Board retain the personal MeMbership in the AMerican Library Association <ALA) with the Mailing address of the Englewood Public Library . Moved by: John Peterson Seconded by: Uirginia Johnson Motion carried. ChairMan 7 s Choice Mr. Quaintance will report on the Budget CoMMittee at a later date. Englewood is celebrating its 8Sth birthday on May 13. All Board MeMbers and MeMbers of the coMMunity are invited to attend at 4:00 p.M. in the Cityss CoMMunity RooM. Mr. Peterson and Mr. Rathburn left at 9:05 p.M. Mr. Quaintance noted that a "thank you" note was received froM Ms. Koestner for the flower arrangeMent sent to her for ZS years of service. MeMbers " Choice Bruce Hogue announced that all plans were in place for the Board Staff picnic on July 23 at Cushing Park. Lois Sterling subMitted her letter of resignation froM the Board effective iMMediately. She is Mouing out of the City. The Board thanked Ms . Sterling for her Many years of devoted service to Englewood . Alex Habenicht announced that Council accepted Mr. McCown's resignation on Monday~ May 9. Mr. Uargas was appointed Acting City Manager. -3 - Sharon Winkle noted that Hr . Uargas will uisit the Library staff at its regular Meeting on Thursday~ May 12. Mr. McCown was scheduled for this visit in order to discuss City business. Mr. Uargas will attend in his stead. Ms. Habenicht stated how Much she enjoyed being a part of the Hational Library Week <HLW> progrem with Bishop School. Dorothy Totton enjoyed the special Bishop School participation in the HLW activities. Ms. Totton suggested we enter Ns. Koestner's naMe for the life-TiMe award through the Colorado Library Association. Nr. Hogue will not be going to England as he had anticipated. He May try again next year. Hs. SiMon wondered if there was any solution for patrons who wear bifocal or trifocal lenses to read the upper and lower shelves of book tit l es. Hs. Winkle suggested a staff MeMber be contacted to help. Ns. Johnson just returned froM a visit to Morocco. Ms. Sterling is excited about her Move to a larger hOf'le~ but feels sad to leave the Englewood area. C 0 U N C I L C 0 M M U N I C A T I 0 N DATE May 4, 1988 INITIATED BY AGENDA ITEM ~ Library Advi SUBJECT Revised Englewood Public Library Policy Regarding Disruptive Behavior ACTION PROPOSED~ _____ c_ou_n_c_i_l_r_e_v_ie_w~a_nd __ r_e_ce_1_·v_e __ re_v_i_s_ed __ p_o_l1_·c_y~as~~~~~ information INTRODUCTION The Library Advisory Board at its meeting of April 12, 1988, adopted rev1s1ons to the Englewood Public Library Disruptive Behavior Policy. The Library Adviso- ry Board forwards all policy additions and revisions to the City Council as in- formation items. BACKGROUND The original Disruptive Behavior Policy was adopted by the Library Advisory Board at its meeting of June 9, 1987. The policy defines disruptive behavior and lays out staff response to such behavior. · The original policy included the presence of unattended children under age 10 as a disruption of the provision of Library service. The revised policy excludes this statement and instead recommends that parents accompany their young chil- dren on Library visits. The revised policy also simplifies the reporting and record-keeping requirements. The revised policy retains the original's distinction between response to dis- ruptive behavior in persons under age 10 and response to those over age 10. RECOMMENDED ACTION Council review the attached revised Englewood Public Library Disruptive Behavior Policy and receive it as information. • • • ·a. DISRUPTIVE BEHAVIOR POLICY Disruptive behavior includes. but is not liMited to. such things as excessive loudness. running in the building. swearing. playing with or on Library equipMent and furnishings. consuMing food or beverages on Library preMises. violation of City ordinances. iMproper use of Library facilities. disturbing Staff or other Library patrons. apparent intoxication. exhibition of threatening behavior. and disrupting the provision of Library services to others. Parents are responsible for their children•s use of the Library and its services. This includes the conduct of their children in and around the Library building. Therefore. it is recoMMended that parents accoMpany their young children on visits to the Library. Leaving children unattended in the Library May result in their engaging in behavior which disrupts the provision of Library services to the public and/or endangers the children. In such cases if no parent or responsible party is present to counsel the children or to escort theM froM the preMises. Library staff May have no alternative but to contact the Englewood Police DepartMent for assistance. Revised 1-12-88 STAff RESPOHSE TO DISRUPTIVE BEHAVIOR Exhibition of disruptive behavior on Library preMises is addressed according to the steps outlined below. Revised 1-12-88 A. Persons Under Age Ten Revised 1-12-89 1. Persons under age 10 who exhibit disruptive behavior should be reported to the Staff Supervisor -on-Duty. Revised 1-12-88 a. The Supervisor rin Duty should infor~ the child firnlv but politely that he/she is being disruptive and such behavior will not be tolerated in the Library. The Supervisor should also inforM the child that he/she will D..Q.:i. receive a second warning. but will be turned over to his/her parent or other responsible adult in the Library and nay be asked to leave the Library if the disruptive behavior continues. b. If the disruptive behavior continues. the Supervisor should again approach the child and ask his/her nane and age. <1> The Supervisor should then ask the child to locate his/her parent or other responsible adult in the Library • <2> When the parent or responsible adult is located. the Supervisor should explain firnly the policy on disruptive -7 - • • • behavior. If the parent or other responsible adult is unable or unwilling to control the child•s behavior. the Supervisor should ask theM both to leave the Library. <a> If the parent or other responsible adult refuses to leave the Library. the Supervisor should then call the Police and request assistance. (3) If the Supervisor is unable to locate the child's parent or other responsible adult within fifteen Minutes <or before that if the Library is due to close>. the Supervisor should call the Police and request assistance. <a> (b) <c> B. Persons Over Age Ten Children left unattended are often frightened and should be coMforted by the Library Staff. The Supervisor or other Staff MeMber should reMain with the child until the Police arrive. Under no circuMstances should any Staff MeMber take the child out of the Library or reMove a child froM public service areas. 1. If a person over age ten is creating a disturbance. the Staff Supervisor-on-Duty should firMly warn the person that such behavior will not be tolerated and that he/she will be asked to leave the Library if such behavior continues. a. In an eMergency situation or in case the Supervisor feels that approaching the individual causing the disturbance Might result in violent behavior. a first warning May be oMitted. and the Supervisor should iMMediately call the Police and request assistance. 2. If the disturbance continues. the Supervisor should ask the person (or group of persons> to leave the Library • -a - • • • a. b. If the per5on refuses to leave. the Supervisor should then call the Police and request assistance. If the person asked to leaue is aboye age ten but under age eighteen. the Supervisor should allow that person to Make a telephone call to try to get a ride hoMe (if the person has no Money. he/she May use the library phone for this ourpose). REPORTING PROBLEMS 9. 1. The Supervisor should be prepared to fill out a Police report if required. 2. In extreMe or repeat cases the Superuisor should subMit a MeMo detailing the incident to the Library Director. This should be done no later than the end of the Supervisor•s next scheduled work day. Revised 4-12-88 POLICY OH RESPOHSIBILITY fOR USER CHOICE or LIBRARY MATERIALS Selected Library staff MeMbers are trained to provide both general and individualized guidance in choice of Materials for use. but they are not the final arbiters of individual choice. In the interest of intellectual freedoM this choice reMains the responsibility of each person who elects to use the library collection. Library staff MeMbers do not act in loco parentis for Minors. so it is the responsibility of parents or legal guardians to govern their children•s choice of Library Materials as deeMed appropriate within their faMily unit. approved 12-B-87 -9 -
