MINUTES
ENGLEWOOD PUBLIC LIBRARY BOARD
October 10, 1989
The regular meeting of the Englewood Public Library Board was
called to order at 7:28 p.m. by Chairman Al Quaintance.
PRESENT: Al Quaintance, John Peterson, Larilyn Ashlock, Mary
Dounay, John Gray, Virg inia Johnson, Joe Rathburn, Bev
Simon, Dorothy Totten

Roll call was taken and a quorum declared present.
There were no scheduled or unscheduled visitors.
Mr. Quaintance turned the meeting over to Ms. Winkle, who
introduced Lynn Roberts, Library Planner. Ms. Roberts made a
presentation on the Planning Process from beginning to the
present. She also gave guides for the future. She stated that
the process went very well all the way through and thanked the
entire staff and administrative personnel as well as the Board
for all their support. Comments and questions followed.
Sharon Winkle stated that the timeline was kept throughout the
process, and suggests now that the staff become involved in
activity definition as time permits. Ms. Simon suggested that
community groups become involved.
Ms. Winkle noted that the plans made for 1991-1995 are a guide
only, and that changes can be made along the way through the 5
year period .
Ms. Roberts noted that the Englewood Public Library is the first
in Colorado to complete a plan based on Public Library
Association (PLA) model and did an excellent job.
The Board thanked Lynn for all her help and for an excellent
presentation this evening.
Director's Report
Ms. Winkle distributed a draft brochure regarding the Library's
plan for 1991-1995 to those present, for future distribution to
the Council and the community. She asks that Board members
forward any suggests or changes to her as soon as possible. Ms.
Dounay offered to take any documents to the School Board meetings
as information.
Ms. Winkle and Mr. Quaintance noted there is a Colorado Library
Association (CLA) meeting on November 4th and 5th in Colorado
Springs. Lynn Roberts will take part in the program. Ms. Winkle
noted there are funds available for Board members who wish
attend. Keep any receipts you have and turn them in for
reimbursement. There will be workshops regarding the use of
focus groups on Saturday, Nov. 4th.
Ms. Winkle gave a brief update on the Budget Retreat. She noted
there were no major changed made that directly affect Library
services. The Library plans to reduce personal services
expenditures via reduction, as required by the City Manager, in
hours of part-time employees beginning January l, 1990. There
was no change in the funding for materials. The 1990 level of
funding for materials is lower than the 1986 level. The Library
will again seek increased materials funding in 1991. The goals
from the planni ng progress will help guide us in planning from
year to year. Discussion followed.
Effective with the 1990 Budget the City will begin paying 50% of
insurance costs for part-time employees. There were no salary
increases for part-time employees for 1989. Discussion followed.
Director's Choice
Ms. Winkle passed along as information that Mr. Robert
Gillpatrick donated $1000 to the Library for purchase of travel
videos for the Library collection. A letter from the Board
thanking Mr. Gillpatrick will be drafted.
A tentative Council/Board meeting has been set for Monday,
October 30. This will be a good time to acquaint Council with
the work done by the Planning Committee. Ms. Winkle will have
documents ready and available for presentation to Council.
An Open House for the Library is planned for November 15. The
theme "Services to Youth" will be incorporated with Children's
Book Week. Ms.·Winkle reminded the Board that 1989 is the "Year
of the Young Reader" across the United States.

Ms. Totten plans to attend the CLA meeting in November.

Larilyn Ashlock requested meeting Minutes be amended as follows:
It is Ms. Ashlock's nephew rather than her son who is attending
school at Lincoln Nebraska.
