PRESENT: Al Quaintance, Larilyn Ashlock, Mary Dounay, John Gray, Virginia Johnson, Joe Rathburn, Dorothy Totton REGRETS: John Peterson, Bev Simon ALSO PRESENT: Sharon Winkle, Director of Library and Recreation Services, Alex Habenicht, City Council Representative to the Board, Donna Gottberg, Recording Secretary Roll call was taken and a quoru~ declared present. There were no scheduled or unscheduled visitors present. Chairman Quaintance turned the meeting over to Ms. Winkle for the Director's Report. Director Winkle noted that the CD-ROM Reference Center equipment should arrive before the end of the year. This was funded from a Library and Services Construction Act (LSCA) grant. There will be demonstrations held for staff, Board and patrons within the next 2-3 months. A Local History (oral) grant project will begin soon. Nancy Bunker obtained a grant for $8,895 from the Colorado Endowment for the Humanities (CEH) to hire experienced interviewers for this project. Brief discussion followed. Director Winkle distributed highlights of the proposed revisions made to the Colorado Library Law. A full copy of the Law is available upon request. Englewood is a Home Rule City and State law this does not apply to Library operations in most cases. The Law is sometimes applicable in situations which are not addressed by the City Charter and codes. Brief discussion followed. I q c__ Director Winkle briefly highlighted several items in the 1990 Action Plan, noting that some of the items are "on-going". One major change is the "Mission Statement." This statement was developed for the 1991 Plan, but it was decided to use it beginning in 1990. MOTION 89-29: That the Board adopt the 1990 Action Plan as presented. Moved by: Joe Rathburn Seconded by: Virginia Johnson Motion carried. Director Winkle distributed 2 draft copies of "Planning for the Future" and asked the Board to review. These will be available for mailing and pickup in the Library. The Board agreed on the vertically folded draft{8-l/2 x 11) at this time and the content will be ready for approval at the next meeting. Joan Hinkemeyer, Information Services Administrator, has proposed a campaign for the future whereby patrons, community retailers, banks, etc. can help fund periodicals for the Library as a gesture of good will to the community. Contribution funds would supplement City funding which has not kept pace with increasing costs for magazines and newspapers. A draft copy of the brochure was distributed. Discussion followed. Hank Long, Library Services Administrator, has accepted a position at the Westminster Library as the Library Services Manager. His last day will be 12/29. The Board expressed their feeling of loss, but were happy for him in his new position. A party will be planned for Hank and the Board will be notified. Director Winkle noted that there will be a review of the vacant position followed by a recommendation regarding replacement. Chairman's Report MOTION 89-30: That the Board seek City Council approval for expenditure of unencumbered 1989 Library Board funds in an amount not to exceed $600.00 for purchase of "Books on Tape" for the Library collection in recognition of the Englewood Eagles' contribution of $1000.00 for this purpose with funds for the expenditure to be encumbered no later than December 15, 1989. Moved by: Virginia Johnson Seconded by Larilyn Ashlock Motion carried. Mr. Quaintance received a thank you note from Donna Gottberg for the lovely flowers sent her from the Board. Members' Choice Ms. Dounay noted that the Open House was well planned and executed. ... • • • • • • Ms. Ashlock read an article from the Littleton Times noting that Littleton Library was having an amnesty week, wherein fines could be paid by bringing i n canned food for the needy. A second article was mentioned in that non-resident checkouts at Littleton Public Library will be limited. There were no committee reports. The Statistical Report was distributed for November 1989. No discussion. MOTION 89-31: That the minutes for the meeting of November 14, 1989 be approved as submitted.
