MINUTES
Englewood Public Library Board
January 9, 1990
The regular meeting o the Englewood Public Library Board was
called to order at 7:30 p.m. by Chairman Al Quaintance.
PRESENT: Al Quaintance, John Peterson, Larilyn Ashlock, Mary
Dounay, Virginia Johnson, Joe Rathburn, Bev Simon,
Dorothy Totton
REGRETS: John Gray
ALSO
PRESENT: Sharon Winkle, Director of Library and Recreation
Services, Alex Habenicht, City council Representative
to the Board, Donna Gottberg, Recording Secretary
Roll call was taken and a quorum declared present.
There were no scheduled or unscheduled visitors.
Chairman Quaintance turned the meeting over to Director Winkle
for the Director's Report.
Director Winkle asked the Board to review the 2 draft copies of
"Planning for the Future." Copies were distributed to those who
did not have their copy from the last meeting. Format was
discussed at the December meeting and Ms. Winkle asked to accept
or change as needed the content of the brochure.
MOTION 90-1: That the Board approves the format and content of
the "Planning for the Future" brochure, to be printed on cream
paper with green print.

Brief discussion followed.

Director's Choice
Director Winkle wanted to update :the Board regarding the action
at the December meeting recommending unexpended funds from the
9 c
Board be used to purchase "books on tape" ($500.00} for the
Library. She has requested an opinion from the City Attorney .
city Manager Fraser wants to discuss this with Council before
making a decision. It was suggested that a letter be drafted to
Mayor Van Dyke stating how the Board feels on this subject. A
letter will be drafted for the review and signature of the Board
Chairman.
Director Winkle distributed a list from Nancy Bunker, "1989 a
Local History in Review."
Income Tax Referral handouts were distributed to those present
as information that is available for the public at the Main
Library. The Library will also have available for the public
Income Tax forms 1040 Federal and State. There will be no VIP
service this year, but we will have the VITA program. This VITA
service is administered by the IRS. The Library will refer
patrons to other places offering income tax forms and assistance.
This reference service proved to be very helpful last year.
The White House Conference on Libraries is coming up in 1991.
Delegations will be formed before this begins with Governor's
conference (beginning October 8, 1990). There will be regional
conferences throughout the state all this year. Director Winkle
stated she would pass along information as it becomes available.
With the vacancy created by Hank Long's leaving Ms. Winkle has
compiled a job description of a new position with responsibility
for operations of the entire Library. Copies of the description
were distributed and brief discussion followed. This description
has been preliminarily approved by the Employee Relations
Divisi-on. She wants to finalize it by this Friday, Jan. 12.
Director Winkle asks the Board to review and give her a call with
any major comments or changes they feel necessary. The position
will then be classified and the recruiting process will begin
after approval by City Manager and a personnel requisition is
initiated. Discussion followed. This new format of the job
description was recommended by the Administrative Services
Department.
Director Winkle distributed copies of a Bookmobile flier alerting
the children of the area to a drawing contest.
Director Winkle shared a picture that will be published in the
"American Libraries" along with a brief summary of the Library's
Open House and T-shirt program. Joan Hinkemeyer got in touch
with the magazine and wanted Penny Lemmen and Elaine Lay to
receive recognition for all their work and good ideas.
Chairman's Report
Mr. Quaintance read a Resolution regarding Year of the Trustee.

"The Year of the Trustee" as presented.

The Board wished Joe Rathburn a happy 70th birthday on January
10.
Members' Choice
Bev Simon chooses not to reapply for another term on the Board.
She has enjoyed her time here and has served a total of 18 years.
The Board thanked Bev for her dedication to the Board and wishes
her much success with the Historical Society. Bev mentioned that
the Society will meet on Thursday evening and will present a
film, "A Good Place to Cross the River." The Society now has 75
members.
Larilyn Ashlock has sent a letter to the Mayor asking that she be
reappointed to a full term. She filled an unexpired term to
2-1-90. Interviews for all Boards will be held January 29.
John Peterson told of his recent trip to Taiwan for 6 weeks.
Alex Habenicht told the Board that citizens are needed to apply
for appointment to all Boards and asked them to send out the
word.
Chairman Quaintance called for nominations for Chairman for 1990.
Virginia Johnson nominated John Peterson .
90-3 MOTION: That the nominations for Chairman be closed.
Moved by : Joe Rathburn

Motion carried.
John Peterson was elected Chairman for 1990 by acclamation.
Chairman Quaintance called for nominations for Vice-Chairman for
1990. Virginia Johnson nominated Larilyn Ashlock.
90-4 MOTION: That the nominations for Vice-Chairman for 1990 be
closed.

Seconded by: Joe Rathburn
Motion carried .
Larilyn Ashlock was elected Vice-Chairman for 1990 by
acclamation.
There were no committee reports.
There was no discussion on the December 1989 Statistical Report
distributed to the Board.
90-5 MOTION: That the Board accept the Minutes from the December
12, 1989 meeting as presented •

Motion carried.
