MINUTES
ENGLEWOOD PUBLIC LIBRARY BOARD
October 9, 1990
The regular meeting of the Englewood Public Library Board was
called to order at 7:30 p.m. by Chairman John Peterson.
PRESENT: John Peterson, Larilyn Ashlock, Douglas Cohn, Jeff
Davis, Virginia Johnson, Al Quaintance, Joe Rathburn,
Dorothy Tatton
REGRETS: Mary Dounay
ALSO
PRESENT: Hank Long, Library Director, Joan Hinkemeyer,
Information Services Administrator, Alex Habenicht,
City Council Representative to the Board, Donna
Gottberg, Recording Secretary.
Roll call was taken and a quorum declared present.
There were no scheduled or unscheduled visitors.
Chairman Peterson turned the meeting over to Hank Long, Director,
who in turn gave the floor to Joan Hinkemeyer, Information
Services Administrato~ for a report on reference services in the
library.
Ms. Hinkemeyer gave background on reference librarians and what
they need to know and how to use that knowledge. EPL is short
staffed in reference but the personnel we have do a terrific job.
A question and answer period followed. The Board thanked Ms.
Hinkemeyer for her presentation.
"Battle of the Books" literature was distributed.
Director Long noted that if the Board was interested he could
have presentations from Circulation staff and Technical Services
staff. Mr. Long further stated he would give a personal tour of
the behind the scenes working areas of the library to anyone who
was interested. Discussion followed.
Director Long brought up for discussion the major changes in
personnel in the past week. It was the feeling of the City
Manager and Council that the City was "top heavy" in management.
By eliminating several administrative positions the City made a
reduction of approximately $300,000 in salaries for 1991. Sharon
Winkle was one of the dismissals, which saddened all library
staff and many persons in other City departments. The Library is
again a separate department from Recreation. Hank Long is
Director of the Library, and Jerrell Black is Recreation
Director. It is hard for Mr. Long to step into this position, as
Sharon was a great supervisor and good friend. He understands
that we must continue forward with the excellent service provided
to the community by the library. Mr. Long asked the Board for
its continued support. Most of the Board gave Mr. Long a vote of
confidence.
Regarding the Bookmobile, Director Long disclosed he was working
on several proposals for the City Manager and City Council. At
this point in time it appears we will have $125,000 to continue
the Bookmobile and the outreach services. The proposals will be
shared with the Board when completed. Discussion followed.
Ms. Habenicht interjected that she identified the Bookmobile as
an "issue" and that the item was brought up at the Council
Retreat. She asserted that this line of communication needs be
kept open for sharing of knowledge.
There was an invitation sent forth for the Board to attend the
Council meeting of November 5, but after further thought Ms.
Habenicht invited the Board members to meet with Council on
October 22 (Monday) at its Study Session. Ms. Habenicht is
concerned that the city is penny-wise and pound-foolish on the
Bookmobile project, and asked for the support of the Board in
presenting this important issue to Council. She will verify the
time of the meeting with the secretary, who will notify the Board
members.
The "Library Times" was distributed to the Board earlier. This
is a new undertaking by Mr. Long to keep patrons and Board
members informed as to what is happening at the Library. At this
point it will be published quarterly, with the hope that it will
go to a monthly in the near future. Discussion followed.
The relocation of the circulation desk is tied in with the
recarpeting of the library. We anticipate that the library will
be closed for a 2 week period in early 1991 for this work.
Mr. Long distributed a draft of a new bookmark to be handed out
to all patrons who check out books. He feels the more we get the
name out to the community the more aware people will be of the
library and its services that are available.
We will have a new service beginning in about 4-6 weeks.
Telephone renewal. There will be limited times of the day for
renewals by phone. The Board agreed that it was a good idea and
a much needed service. Mr. Davis suggested stickers with the

renewal number along with Police and Fire numbers for people of
the community to have on their phones.
Director Long distributed copies of an article from the Denver
Post regarding a dial up data base sponsored by car dealers. We
will be adding this and other on-line database to our public
computers in the near future.
Mr. Long plans to have posted on the bulletin board an article
called "Meet the Staff." This will feature a picture of a staff
member and a brief statement on the background and duties of that
person. He would like to have another section called "Meet the
Library Board" and profile members of the Board. Discussion
followed.
Mr. Long noted that the Polaroid camera check-outs are going well
and seem to be liked by the community.
Chairman Peterson gave a brief report on his attendance at the
Colorado Library Association Conference in Vail.
Mr. Peterson inquired as to the status of updating of the Prime
Computer System in the City. Mr. Long replied this updating and
associated costs were incl~ded in the 1991 budget.
Mr. Peterson reported he wrote a letter of appreciation to
Raylene Al-Qatami for her suggestion, for which $50 was received
for the library.
Mr. Peterson asked as to the health of Ms. Ashlock's husband.
She replied that he was home from the hospital at this time, but
no decision had been made as to future treatment.
Mr. Davis suggested the name "Dinosaur" for the new Bookmobile or
have a contest to involve the children in the community to name
it.
Mr. Rathburn gave notice that he will resign from the Board in
December due to personal reasons.
Mr. Quaintance distributed for Board approval, a resolution for
Sharon Winkle to be included as part of the minutes of this
meeting
90-25 MOTION: That the Board accept the Resolution to Sharon
Winkle and have it included as part of the minutes of this Board
meeting (copy attached).

Seconded by Joe Rathburn

Mr. Quaintance resigned from the Board. A letter to the Mayor
and Mr. Long will be sent this week. He and his wife plan to
spend winters in Ar iz o n a. The Board thanked Al for his years of
service. He will be missed.
Alex Habenicht remarked that these past 2 weeks have been very
trying. She is torn between her seat on Council, her office as
Mayor-protem a nd as a citizen of Englewood. She thanked the
Board for their help d u ri n g the budget process.
Mr. Long wanted the Board to know that the City gave a plaque to
Adeline Czarny thanking her for her 25 years of devoted service.
It was his pleasure to present it to Adeline today. She and her
husband will spend winters in Texas and summers in Colorado. She
will be miss e d by all the community.
There wer e no committee reports.
The Statistical Report for September 1990 was distributed.
90-26 MOTIO N: Tha t th e mi nu tes f rom the Board meeting of
