PRESENT : Mark Adams, Trish Elley, Julie Grazulis, Tom Kruk , lain Lumsden, Megan Nordlander, Karen Pilgrim , Yvonne Russell , Youth Member Nathaniel Barragan, and Council Member , Randy Penn . ABSENT : Margaret Fr eeman (excused). A lso Present: Hank Long, Library Director and Deb Parker , Executive Assistant for the Library and L ibra ry Board Record ing Secretary. 09 -08: That the minutes of the meeting of April 14 , 2009 be approved as written . Moved by: Julie Grazulis Seconded by : Karen Pilgrim The Motion passed . Mr . Long reported that there is nothing new to report from the Fr iends of the Library . It was noted that the Denver Post is the only listing agency for Jobs. Also it was pointed out that the number of Job seekers using the kiosk has almost doubled since April '08. Prints and applications are also up, but not substantially. Mr. Long shared that there were no reports on Tutor Vista , meaning no usage of the service . Mr . Long stated that this service may not be renewed for 2010, which will save the library $3,500 . Mr . Adams stated that volunteer time is valuable and he appreciates everyone, thanking them for being impactful for our community. He noted that with changes in the economy, we have not seen a change in the commitment of our Board. Thanks everyone! Mr . Long thanked all the members of the Board who attended the Volunteer Appreciation on Saturday May 2nd. He reminded the Board to please stop by for Joan's retirement party on Friday , May 15th between 2:00 and 4:00 pm . Mr. Long also shared that Joan Clayton will be aiding Deb Parker with the 2010 Faces Behind the Books . He is expecting another success , as the momentum will carry . Mr. Long shared that budget planning is now in full swing with Directors and Council. They are discussing the second half of 2009 as well as the 2010 budgets. Economic forecasts are unclear, so the need to start saving is now. Full Time employees will be required to use their Personal Leave rather than cash it out. This will provide a savings to begin the process . Part-Time employees do not receive Personal Leave so they will not be affected by this requirement. The three unions within the City will be asked to consider using their Personal Leave also, but this cannot be mandated as it is not part of the ir contracts . City Council will meet on May 26th to discuss the preliminary suggestions by each Director for their -1 - • • • department. Mr. Penn shared that the outside City taxes for large items are down, and this income in approximately 20% of our revenue. This income includes taxes on cars purchased outside Englewood, and other "big ticket" items. Mr. Penn also stated that Council and Directors will be working hard to minimize the affects of cuts on employees and programs . Ms . Pilgrim asked what the City's reserve is at this point. Mr. Penn stated that the amount is 10%, which won't last long in an emergency situation . The Funds from RTD, McClellan Reservoir, and the Golf course may or may not come in , so we cannot count on the six to seven million from this. Mr. Long shared that they are still in the talking stages but has been talk of salary freezes, and possible lose of programs and/or services. Mr. Adams shared that Douglas County who purchased our Bookmobile, may have to shut it down or even get rid of it. 1vlr. Long reminded the Board that in 25 years ti 1~1 e have been ups and downs . There have bet::-. better times and tougher times . This will be tough, but Englewood is used to playing close to the vest. He didn 't want to paint a picture of doom and gloom, but this is serious and we will survive . Mr. Penn reminded the Board that this is not as serious as it was in 2002 . Mr. Lumsden asked what Mr. Long is looking at, as far as possible cuts? Mr. Long shared that he is looking at hours of staff, open public hours, materials, etc. Mr. Penn did share that departments are considering extending leases on fleets and equipment, as well as putting off any purchases for at least a year. He also shared that the savings made by going electronic for Council packets and minutes is approximately $28,000. Mr. Barragan asked about "Stimulus" monies. Mr. Penn stated that there is a team looking at possible avenues for this, but these monies are hard to come by and watched closely by the government. Mr. Adams asked for ideas to honor Joan in her retirement. Ms. Russell asked if funds could be reserved for purchasing books. Mr. Long shared that historically, a retiring Board member was given the valued amount of $50 to be used for purchasing materials by author, genre, theme, etc. 09 -09: Mr. Adams asked if the Board would like to motion for this practice to be continued and offered in the name of Joan Clayton, retiring Library Board Secretary. Moved by: Yvonne Russell Seconded by lain Lumsden The motion passed. Members Choice Mr. Adams said Furlough days are a reality in his house with his wife working for the Budget Office at Denver. There are more furlough days already planned. He mentioned that he is aware that Stimulus money is being watched closely and those poor stewards of the money will be punished. Ms. Pilgrim said she had a great Mother's Day. She spent time at the Rockies game with her son nine rows off the field. Her office has been busy and she is thankful for that. Ms. Russell said she has been reading and enjoying books from the Author Open House, as well as an autobiography of Louisa May Alcott. - 2 - • • • Mr . Lumsden said he is busy at work . They are in a hiring freeze and there are some changes but no lay offs . He is excited to fly home to England for the Christmas holidays . He and his wife wil l be spending time in London, Paris and then to spend the holidays with his family. Ms . Elley said she has been laid off from her job as of the end of the month. She has recei ved a n ice severance package and will now have some time to go golfing . Mr . Penn said that he just completed a day of jury duty. It was not too bad, as he read Mountain Vision b y Jeff Evans while wa iting . The book is very interesting . He shared that the Farmer 's Market is up and running . They have 15 vendors with consumables . His daughter just bought her first house and is ha vi n g fun be ing a home owner . Jeff Evans is the possible speaker for a Chamber event. Finally , his iris garden is ready to bloom . It is on Oxford and Huron Ct. Check it out! Mr . Kruk said he wanted to congratulate Joan Clayton again for a successful Author's Open House . It shows Englewood in a premiere event. He is still in work limbo, but has a possible pos ition with a company soon. Mr . Barragan said he worked the Cinco de Mayo festivities and enjoyed himself. EHS may not ha ve an AP English teacher for the next school year, and the students are upset. They plan to attend the next School Board meeting and speak . He will be traveling to LA and Las Vegas . His applic ation to co nt inue on with the Library Board has been accepted . He also started his own business printing shir ts , hoodies , mugs , etc . Ms . Grazulis said that Kirsten is back for the summer and looking for work . She shared about be ing st ung five times by honey bees . Julie's hours have been cut again at work due to the economy. Ms . Parker said thank you for the welcome . Mr . Long said that he will miss Ms . Clayton very much . He said that it is good to have Ms . Parker and she has his full confidence and support . Again, he reminded everyone to stop by for Ms . Clayton's retireme nt party . Mr . Adams also encouraged the Board to make an appearance for Ms . Clayton's retirement party . There being no further business the meeting was adjourned at 8:01 p.m . - 3 -
