The next meeting of the Friends of the Library will be on Wednesday, September 26 at 7 p .m. There will
be a Fall Book Sale on Friday, September 7 and Saturday, September 8 from 10 a.m. - 2 p.m. Mr. Long
asked that if anyone present would be available to help with the Book Sale to please let him know.
The Five Year Plan will hopefully be ready for the Board's review in September. First the Plan will go as a
draft to the Five Year Planning Committee for their review, and then it will come to the Board before going
to City Council. This has been a two year process . Mr. Adams said that he felt that the Board will be
pleased with the planning from the Committee. Mr. Long said he felt that this plan is one of the most
detailed and thorough planning documents that he has ever worked on. The Committee has tried very
hard to keep the report simple and readable for the general public .
Mr. Long gave a brief overview of the most recent Budget talks regarding the 2008 Budget. City Council
will meet on Monday, August 20 to discuss the Budget after which each department will prepare to finalize
the Budget at the City Council Budget retreat in September. Mr. Tomasso added that all departments are
having to make hard budgetary decisions . Mr. Long reiterated that the Library's budget is 70% staff, 20%
books and 10% contracts and supplies . There was a brief discussion about closing one day per week .
This would put staff at a level below where they would be eligible for benefits . Mr. Tomasso talked briefly
about the budget and trying to find an additional $2 million. The budget of $39 million is based on 32,000
residents . 74% of the Budget comes from sales tax. All residents should be encouraged to buy locally.
Mr. Long reminded those present about the Board and Commission recognition night at Pirate's Cove on
Saturday, Aug. 25 . Please RSVP to Ms . Clayton or the City Manager's office.

New Business
Mr. Long gave some background regarding the proposed update of the Circulation Services Policy.
Recently a patron had mu lt iple cards from several libraries a ll under diffe rent names . He used these cards
to check out materials which he then proceeded to sell on E-Bay . Denver Publ ic Library lost appro xi mately
$30 ,000 worth of materials , Arapahoe County approx imate ly $11,000 worth of materials, Douglas County
several thousands and Englewood approximately $1600 worth of items . In look ing at the Circulation
Services Policy it had been noted that a birth date was not required when applying for a Library Card . This
caused a complete review of the Circulation Serv ices Policy lead ing to the attached changes . There was a
brief d iscussion about issu ing of a visitor card . It was noted that anyone living within the state of Colorado
can get a Library card . If a visitor is here from out of state he or she may use their host's card . Vis itors
from Craig Hospita l can use a letter from Craig to allow check out.
07-18 Motion: That the changes to the Circulation Services Policy be approved as noted in the attached
policy .
