Mr. Braman stated the metropolitan area is cooperating on the Denver Metropolitan Area
Transportation S t udy; Denver has devised a "traffic corridor" system, and has recommended
it be studied further. Some of the proposed traffic corridors will have an affect on the
street pattern of Englewood. The Denver Planning Board has adopted a network system of arterial
routes, such as Colorado Boulevard and Santa Fe Drive; approval has been given the specific
streets in this system. Mr. Braman stated it was unlikely the Planning Board would give
final approval to a major freeway designation at this time. It was determined, after con-
siderable study, that the Denver Metro Area would be a low density community for some time,
thus placing heavy reliance on the automobile for transportation. This has necessitated the
consideration of "freeways", which, it is felt, will benefit the area.
Mr. Braman stated that Highway 70 is projected as a "limited access freeway" within the next
few years by DMATS and the Denver Planning Board. The importance of proper development of
Highway 70 to Englewood was discussed. Mr. Braman stated that right-of-way for a freeway is
250 ft. to 300 ft.; much of this could be obtained on Highway 70 at the present time, however,
the State Highway Department does not seem interested. Mr. Braman stated that in his opinion,
the "ideal" freeway is "depressed"; it was mentioned that the Commission had discussed the
depression of Highway 70 with Highway Department representatives, and the plan did not meet
with approval. It was suggested by Mr. Braman that any recommendations on the Highway be
submitted to DMATS before June, 1966, and that a priority or staging of development be set
forth.
Mr. Braman briefly discussed the proposed Columbine Freeway; it is proposed to extend along
South Zuni Street, angling to the general area of Platte Canyon Road.
Mr. Braman stated that Denver has for some time designated Yale Avenue as a major arterial,
and it will continue to be so designated. He suggested the possible designation of Quincy
Avenue as a major traffic corridor also.
Commission members expressed their appreciation for Mr. Braman's presentation.
V. FUTURE MEETINGS.
The next regular meeting of the Plannirg Commission is April 20. The Chairman and Director
will be attending the ASPO Convention. It was determined that the next meeting would be
held on April 27, 1966, unless a matter of immediate concern would arise in which event, a
meeting could be called for April 13, 1966.

MEMORANDUM TO THE ENGLEWOOD BUILDING DEPARTMENT REGARDING ACTION OR RECOMMENDATION OF THE
CITY PLANNING AND ZONING COMMISSION.
DATE: April 6, 1966.
SUBJECT: Trash Transfer Station
RECOMMENDATION:
The Planning Commission recommend to the Building Department that permits
needed for the proposed trash transfer station be granted Mr. Miller under
Section 22.4-13b(2) of the 1963 Comprehensive Zoning Ordinance.

April 26, 1966
In lieu of the rescheduled regular meeting of April 27, 1966, members of the Commission and
staff attended a special discussion held at the County Welfare Auditorium by the Arapahoe
County Planning Office and County Commissioners.
The discussion, with Mr. Beier and l\'1r. Linvahl of the State Highway Department, and Mr. Brandt
of Inter-County Regional Planning Commission, was on the System 4B of DMATS.
Even though a plan for System 4B was presented, there were no volume figures available for
this phase of the study. It was thought they would possibly be available for consideration
sometime next week.

Copies o f the proposed system as it relates to Arapahoe County were distributed and the
various jurisdictions were asked to review the plan and to make suggestions or comments to
the Arapahoe County Planning Department, or to Mr. Brandt at Inter-County Regional Planning
Commission.

Regular Meeting
I. Members Present: Carlson; Rice; Woods

Also present: Messrs. Werner and Shanks
Mr. Werner, of the Mayor's Platte River Development staff, and Mr. Shanks, Sheridan City
Councilman, were welcomed to the meeting.
Inasmuch as there was not a quorum present, informal discussion of the Regis Conference
attended by Planning Director Romans and Chairman Woods was held.
Chairman Woods asked Mr. Werner to present his information on the Platte River Development
study. Mr. Werner stated the study was a direct result o f the J~ne, 1965, flood. The
Denver Urban Renewal Authority applied to the Federal Government for an advance of $240 ,000;
the purpose of which was to see if Urban Renewal could be o f assistance in solving the
problems existing in the Platte River Valley. Mr. Werner pointed out that t he Ci ty of
Denver began at the Cherry Creek-Platte River confluence; this area contains many old
structures, both resi<;iential and industrial. The traffic circulation within the area is
very limited and poor.
Mr. Parkinson entered and was seated with the Commission.
Mr. Werner discussed the land values; in the Platte River Valley, it is assessed at $1.31
per square foot compared with $2.38 elsewhere in the City. Industrial development in the
valley has dropped off sharply since 1962, and assessments on public utilities do not yield
enough revenue to compensate this loss. Mr. Werner pointed out that the railroad tax yield
is prorated on the amount of trackage within the city limits --not on the stations, etc.
Mr. Werner stated the Land Use Study, which was done by the Research Institute, found that
most of the business development within the Platte Valley is of "a small business" nature,
with 70% of them on 2 or 3 acre parcels. Also, the study pointed out that 15% o f the land
is completely vacant. Mr. Werner displayed maps and sketches of the River Valley within
Denver; these maps and sketches illustrated the proposed re development to industrial parks,
public facilities, i.e., stadium, university, historical museum; hotel-motel complexes.
Mr. Werner stated that the railroad yards near the center of Denver would be relocated to
aid accomplishment of this proposal. It is proposed that the river channel be designed to
accommodate 30,000 dfs. The Chatfield Dam is considered a very necessary flood control
measure, and Mr. Werner stated the tributaries to the Platte should also be dammed.
Mr. Werner stated the total investment f or the redevelopment was estimated t o be between
$650,000,000 and $660,000,000 of which $200,000,000 would be private redevelopment. The
tax return was estimated to increase by $750,000 per year. The redevelopment program is
scheduled for a 20 year period. He also stated that in the present financial status of
Denver, it would not be possible f or them to undertake their portion of the redevelopment
at this time; fe deral aid would have to be requested.
Mrs. Romans asked if there had been any consideration given to trying t o get enabling
legislation passed, which would be a means o f obtaining and holding the land f or develop-
ment at a future time? Mr. Werner replied they could hold the land only by direct pur-
chase , and that there had been no consideration of enabling legislation.
Brief discussion f ollowed . Mr. Woods expressed appreciation on behalf of the Planning
Commission for Mr. Werner's presentation.
II. Mr. Woods called the meeting to formal order , and asked for the approval of Minutes of
April 6, 1966, and April 26, 1966.
