IV. MASTER STREET PLAN CASE #2-65N
Mrs. Romans discussed the meetings which have been held with representatives of the Denver
and the Arapahoe County Planning Departments, Inter-County Regional Planning, and the State
Highway Department. These meetings have been primarily concerned with the System 4B of
DMATS. System 4B is a "surface street" pattern; the pattern coincides rather closely with
the proposed street plan of the City. The Director recommended that System 4B be incorporated
into our revised Master Street Plan, in order that there would be continuity between the major
routes in Englewood and those of adjacent jurisdictions.
The necessity for a future east-west freeway in the South Metropolitan area was discussed.
The present location of Highway 70, Quincy, Belleview and Orchard are "corridors" being
considered by various members of the DMATS Committee. Taking into account the development
along each of these routes and the projected plans of the City, the Director recommended
that Highway 70 be designated as a freeway in the projected street plan. This would coincide
with the plans prepared by the Denver Planning Office and has been considered feasible by ihe
Inter-County Regional Planning Commission Traffic Engineer and the Arapahoe County Planning
Department.
Mr. Rice questioned if anything would be gained to discuss this matter further when two members
of the Commission were absent. He felt .it was most important to have complete attendance.
Mr. Woods agreed. Discussion followed; it was determined that a special meeting, possibly on
May 25, or the regular meeting of June 8, be scheduled for discussion of the traffic pattern.
Other phases of the Master Plan were reported upon briefly. The office will be concentrating
on the Master Plan this summer, and it is intended that the Plan be completely compiled and
printed in this time, anticipating a Hearing on the Plan in the Fall.
Mr. Touchton discussed the lack of uniformity which presently exists, and questioned the
economic feasibility of adopting a street plan prior to the achievement of this much needed
uniformity. Mrs. Romans stated .that the adoption of System 4B will be a beginning in achieving
the uniformity needed throughout the metropolitan area.
Discussion followed on the proposed designation of Highway 70 as a freeway. The street plan,
as it will effect the New Englewood shopping development was discussed. It was suggested
that Mr. Von Frellick be invited to meet with the Commission to discuss the street plan, and
the Director was requested to write a letter to Mr. Von Frellick inviting him to meet with
the Commission at his earliest convenience.

CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
Special Meeting
May 25, 1966
The Special Meeting of the City Planning and Zoning Commission was called to order at 8:05P .M.,
Chairman Woods presiding.
Members present: Carlson; Love; Parkinson; Rice; Touchton; Woods
Romans, Ex-officio
Members absent: None
Also present: Planning Assistant Hammond; Gerri Von Frellick; John Jameson.
Mr. Woods stated this meeting was a special meeting for the discussion of the Master Street
Plan. He asked the Planning Director to review the previous discussions of the Street Plan.
Mrs. Romans summarized our meetings with representatives of the Denver Planning Department,
Arapahoe County Planning Department, Inter-County Regional Planning Commission, and the State
Highway Department to discuss the DMATS System 4B, which is the surface street system. System
4B closely parallels the proposed street pattern for the City of Englewood, with the exception
of State Highway 70, which is designated as a 6-lane major divided arterial in System 4B.
The concept of the one-way pattern which is being considered was approved in 1965, by the
Planning Commission and City Council. That plan involved a reciprocal one-way pattern for
Highway 70, using Floyd Avenue for west-bound traffic and the present Highway 70 for east-
bound traffic. The Director stated it was felt the one-way west-bound designation of Floyd
Avenue should possibly be reconsidered in light of t he State Highway Department's negative
decision on the proposal to work Highway 70 into a one-way couplet. Also of utmost importance
to the City is the designation of Highway 70 as the east-west freeway in the South Denver
Metropolitan Area. The DMATS Committee is considering four possible locations for the free-
way --Highway 70, uincy, Belleview, or Orchard. The designation of any one of the latter
three would route traffic completely away from the Core Area, and would impose the freeway
traffic upon primarily residential areas.
Mr. Von Frellick stated he understood the Master Street Plan had been given definite approval,
and had oriented the shopping complex in accordance with the Plan; 40 leases are signed and
another 1,000 are under negotiation --all based on this Plan. He said he was not particularly
concerned with the north /south one-way pattern, but was very much concerned about the east-
west pattern. He did not agree that the Floyd one-way proposal was ever dependent on Highway
70 being one-way. He is also concerned that traffic north-bound on Broadway will be unable
to have adequate left-turn phases at Hampden and Floyd Avenues.

Mr. Love discussed the one-way west-bound pattern on Floyd Avenue. He stated it was his
recollection that it had tied into the splitting of Highway 70 into a one-way couplet and
that he felt it is not feasible to leave two one-way streets leading into the center .with
just one leading out of the center east-bound. He felt it should be a balanced pattern
of one street each way, or tw o streets each way.
Mr. Rice asked if Mr. Von Frellick had discussed the possible depression of Highway 70
from Broadway west to Santa Fe with State Highway Department officials? Mr. Von Frellick
replied that he had not.
Mr. Von Frellick discussed the City traffic plan as it will effect the shopping center.
He stated it was the hope that Girard could be extended straight to Bannock from the
shopping center as a 4-lane arterial; also, he stated that he would be delighted to dedicate
Girard Avenue to the City, but he would need a commitment that the street would be Gompleted
by the time the shopping center is opened. He doubted the City was in a position to give
such a commitment. He stated that residents north of Floyd Avenue were interested in selling
their property, and that he is interested in purchasing it; possibly to relocate Floyd Avenue
further to the north. He is also c onsidering cul-de-sacs on the streets north of Floyd,
with the exception of Fox, rather than the proposed 35' planting strip with the 22' service
roadway. He indicated that he was willing to help the City solve the parking problem at
City Hall; he felt the extension of Cherokee Circle would be an asset; he also plans to
extend Cherokee Street to the north. Mr. Von Frellick commented that an interchange at
Highway 70 and Broadway would be a great aid in the solution of the traffic circulation
problem, but pointed out that in his opinion, it is necessary that Floyd be designated
one-way west-bound from Broadway west.
Mr. Parkinson stated it was necessary that the Master Street Plan be gotten on file; he felt
the purpose of the meeting was to determine what Mr. Von Frellick felt was a necessary and
adequate street plan as far as his development was concerned.
Mr. Von Frellick stated he would put top priority on an interchange at Broadway and Highway
70. Mrs. Romans stated she had been informed that funds had been requested in the Highway
Department 1966-67 Budget for improvement of Highway 70 in Englewood, but funds would be
available only if the left-turns at Bannock and the Highway were denied as per the City's
agreement with the Highway Department at the time the ramp was constructed. Discussion
f ollowed. Mr. Von Frellick commented that a "diamond" interchange would not be the best
solution, but would most certainly be better than nothing. Mr. Woods asked how the possible
widening o f Highway 70 would affect the shopping complex? Mr. Von Frellick stated that
provision had been made for this. Discussion followed.
Mrs. Romans questioned the necessity of designating one-way streets in the master street
plan; if perhaps only arterials, collectors, etc. should be designated? Mr. Touchton felt
it would "firm" the traffic pattern if the traffic fl ow direction was designated. Dis-
cussion followed; Mr. Woods commented that he felt one-way streets were inevitable in
Englewood. The merit of designating Eastman Avenue as one-way east-bound from Bannock to
Logan was discussed. Mrs. Romans pointed out that a one-way designation for a distance no
greater than fr om Bannock to Logan is not satisfactory in long-range planning.
Mr. Carlson pointed out that, while the street plan had been reconimended to City Council,
it did not mean the plan would be implemented immediately. He suggested adding to the rec-
ommendation to include a diamond interchange at Broadway and Highway 70. Mrs. Romans reminded
the Commission that they had already recommended to Council that interchanges at Dartmouth
and Santa Fe and Broadway and Highway 70 be requested. Mr. Woods stated the Commission has
been considering a meeting with Sta t e Highway Department o fficials, and asked Mr. Von Frellick
if he would be interested in attending? Mr. Von Frellick stated he would.
Several designations which could be applied to Highway 70 were discussed. Mr. Hammond dis-
cussed the right-of-way applications as they would apply to property fr onting along the
highway. The minimum frontages, as set forth by the State Highway Department, are: Major
arterial -125 ft.; Expressway, at grade, no frontage roads -175 ft.; Expressway at grade
with frontage roads -250 ft.; Depressed freeway with frontage roads and ramps -275 ft.
Discussion ensued. Mr. Von Frellick stated that only two structures would be affected by
any change on the Highway, and commented he would prefer it remain at grade. Discussion
f ollowed. Mr. Von Frellick and Mr. Jameson left the meeting.
The possible designation of a street paralleling the railroad tracks from Floyd to Dartmouth
was discussed. Mr. Rice pointed out that the Parks and Recreation Department and Commission
are trying to purchase property in this area for a park site. He felt this should be ·dis-
cussed with them prior to a decision being made by the Planning Commission. Mr. Carlson
commented the decision was whether a street or ball park is most needed if both cannot be
accommodated. The extension of Floyd across Santa Fe was again considered. Mr. Love
questioned whether or not if Floyd Avenue retains the one-way west designation, that the
State Highway Department will consider an interchange for an "exit only" situation.
The possibility of designation of only street classification (arterial, collector, etc.)
in the Master Plan, and designating direction of traffic flow under the provisions of the
traffic ordinance, was again considered.
Mr. Love offered the following motions for consideration and action at the next meeting:
1. Recommend a Public Hearing be held on the revised Master Street Plan as shown; ·the
Street Plan to designate .street classification by arterial, collector.
2. Planning Commission recommend to City Council they proceed with the necessary studies
to establish a one-way street pattern as needed in the development of the City coincident
with uses established by the Master Plan.
Discussion followed. Mr. Woods asked if the Commission wanted to make a decision on the
designation of Highway 70 f or the DMATS Committee at this time?
Touchton moved:
Love seconded: That it is the opinion of the Englewood Planning Commission that the most
logical east-west route f or a freeway in the South-Metropolitan area is
the present location of State Highway 70.
The motion carried unanimously.

The Planning Director was requested to transmit this decision of the Commission to the DMATS
Committee. She was also requested to obtain an opinion from the City Attorney as to whether
or not a Public Hearing is definitely required before the Planning Commission, and whether
the classification of streets and the one-way designation can be accomplished in two separate
procedures, i.e., one-way designation by ordinance, the classification by the Master Street
Plan.

June 1, 1966
I. CALL TO ORDER.
The Special Meeting of the City Planning and Zoning Commission was called to order at 8:15
P.M. by Chairman Woods.

Chairman Woods welcomed members of the parks Commission and staff to our meeting. He stated
this joint meeting has been sought to consider two objectives: 1) the Planning Commission
is charged by Charter with the submission of a 5-year Capital Improvement Program to City
Council; and 2) the consideration of all of the park sites, but most particularly the proposed
Dartmouth Park -Site, as various traffic patterns would affect them; i.e., the vacation of
existing rights-of-way and easements and the propose d dedications of new rights-of-way and
easements.
Mr. Woods stated the 5-year program, (broken on a ye a r-by-year basis), must be referred to
the City Manager and the City Council very shortly. Mr. Cushing stated the Parks Commissim
currently has a 5-year plan; it is not, however, on a yearly basis, but could be broken down
easily.
Mr. Woods inquired as to whether a park is definitely scheduled for the Dartmouth-Santa Fe-
Floyd area? It has been rumored that this site will possibly be abandoned for park use. Mr.
Cushing repli~d this rumor is false --there is a park planned for the area. The Park Com-
mission has been concerned about the traffic pattern in the area; it is felt by the Commission
that a street -even along the western edge -will cut down on the usefulness of the site as
a park. Mr. Beier commented that it would help their Commission if they knew the proposed
traffic pattern. Mr. Woods stated that Floyd Avenue has been tentatively proposed one-way
west bound. There has been discussion of the possible extension of Floyd across the railroad
tracks and across Santa Fe; the State Highway Department had stated they would give any sub-
mitted plans for such extension their consideration. To this time, Von Frellick Associates
have indicated no further interest in the extension of Floyd, and if the one-way west-bound
designation is to remain on Floyd, some means of egress from the shopping site must be found • .
Mrs. Romans pointed out that South Fox is proposed to be the only street north of Floyd wifu
direct access to the shopping site. In her opinion, Fox alone cannot possibly carry the
projected volume of traffic which will be generated by the shopping development .. Discussion
followed. Mr. Beier stated the City Attorney was in the process of reappraising the properties
within the proP,osed park site. He asked if any consideration had been given the Dartmouth-
Santa Fe intersection; he commented this particular intersection does not efficiently carry
the present traffic volume, much less accommodate a projected volume. Mrs. Romans stated
this intersection has been considered in very great detail; an interchange has been discussed;
however, no _decision has been reached.
The application for Federal aid made by the Parks Commission was discussed. If this aid is
approved, purchase of the cannery on the southeast corner of the Dartmouth-Santa Fe Lane
intersection can be accomplished. Beginning development of the park, if the land is obtained,
is scheduled for the fall of 1966.
Further discussion of proposed interchanges at Floy d and Dartmouth Avenues at South Santa Fe
ensued. Mr. Love stated he understood an interchange at Floyd and Santa Fe was not favored
because of its proximity to the Highway 70 -Santa Fe interchange. Mrs. Romans stated con-
sideration has also been given to the extension of Floyd under the tracks to tie into the
north-south route along the South Platte River. If such a proposal is approved, it would
relieve the problem at Dartmouth and Santa Fe.
Mrs. Romans asked about the treatment of Little Dry Creek at Dartmouth? Mr. Kreiling stated
that in his opinion, there could be difficulties crossing tbe Creek at Floyd.
The underpass at Floyd and Santa Fe was again discussed. Mr. Kreiling stated a minimum
clearance of 16' plus beams would be required.
