DATE: June 15, 1966 SUBJECT: Englewood State Bank Height Exception RECOMMENDATION: Inasmuch as the Public Hearing brought forth no opposition to the re- quested variance and no adverse effects on adjacent property in relation to light, air and ventilation were shown ; and inasmuch as adequate off- street parking is to be provided and the request has been approved by the Chief Building Inspector and Fire Chief, that the Planning Commission recommend to the City Council that the requested height variance to permit construction of a ten-story building by Englewood State Bank be approved. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION July 6, 1966 Regular Meeting The Regular Session of the Englewood Planning and Zoning Commission was called to order at 8:00 P.M. by Chairman Woods. Members present: Carlson; Love; Rice; Woods Romans, Ex-officio Members absent: Parkinson; Touchton Also present: Planning Assistants Hammond and Strahm II. APPROVAL OF MINUTES. Chairman Woods stated the Minutes of May 18, May 25, June 1, and June 15, were to be con- sidered for approval. Love moved: Carlson seconded: The Minutes of May 18, May 25, June 1, and June 15, be approved as written. The motion carried unanimously. III. ANNEXATION Mr. Williams Mr. Touchton entered and took his place with the Commission. CASE #9-66A Mrs. Romans reviewed the annexation proposal which was presented to the Commission on May l8, 1966. Mr. Williams had appeared before the Commission at that time to discuss the possibility of annexing his property to Englewood. After some discussion, the Commission requested it be referred to .the City Departments that would be affected. Memorandums were sent to the Fire, Police, Libra~y, Utilities, Parks and Engineering offices. Replies have not yet been received from the Utilities or Parks Departments. The Engineer's reply expressed doubt that the 1 /6 contiguous boundary requirement co~ld be met. Discussion ensued; the Commission felt it best to leave the matter tabled at the present time, and no decision was made. Commission members discussed the lack of cooperation among the several Departments in honoring r equested information for another Department. ~ - -- - IV. MASTER STREET PLAN. Mrs. Romans stated the Commission is charged with recommending to City Council a Public Improvement program. It was recommende.d by the Commission in 1965 that funds be included in the 1966 Budget for the implementation of the one-way street pattern. Lack of total funds for the City apparently resulted in the elimination of funds for this part of the City development in the 1966 Budget. Discussion on the Broadway-Highway 70 interchange followed. Mrs. Romans pointed out that the one-way pattern is not dependent in any way on a possible interchange at Broadway and the Highway, but can be implemented as soon as a bridge is built at Sherman Street and proper signs and signals are installed. The extension of South Cherokee Street, as shown on plans submitted by the Englewood State Bank, was also considered. Mrs. Romans asked Page 920 Mr. Hammond to explain the four traffic routing proposals which were displayed for Commission consideration. Mr. Hammond discussed the various proposals, and commented that Floyd Avenue, if designated one-way westbound from Broadway west, would not carry the volume of traffic which has been projected; it should carry the one-way designation from a point east of Broadway. The designation and extension of Cherokee Street north of Floyd Avenue was considered. If Cherokee is one-way north bound, and Floyd is 0ne way west bound, Mr. Hammond feels that Cherokee Street should extend to West Eastman to give a better circulation. Discussion foll owed. Mr. Rice stated he could not approve the extension of Cherokee north through the planting strip, as it is contrary to the understanding and statements on which Cherokee Street residents have relied. Mr. Carlson stated he did not feel Cherokee thru the shopping center could be called a "street" unless and until it was curbed. Mr. Love commented that by the proposed extension of Cherokee as shown in the most recent plans of New Englewood, Ltd., the developer is negating his statement that Fox Street would be the only "thru" street to the center from the north. The contract signed by city officials and Mr. Von Frellick on August 4, 1964, concerning Floyd Avenue, shows Floyd Avenue two-way south of the planting strip. The private access road north of the planting strip has access from Bannock as per the contract, and Cherokee Street is not extended across Floyd. Discussion followed. It was the concensus of the Commission that Cherokee Street not be cut through the proposed planting strip at Floyd Avenue, and the contract should be adhered to. The implementation of the one-way street plan was again considered. the estimated cost of implementation as: Mrs. Romans listed Hampden Avenue widening between Acoma and Bannock Sherman Street Bridge $ $ $ $ $ 6,000. 40,000. 600. 50,000. 15,000. Mrs. Romans stated she had received the improvements requests from the Fire and Police Departments. The Parks Department has not yet submitted the breakdown on their 5-year plan as was agreed, nor have the Utilities and Engineering Department submitted any requests. Touchton moved: Carlson seconded: The Planning Commission recommend to the City Manager and City Council that funds in the amount of $116,600. be appropriated in the 1967 Budget for the implementation of the one-way street pattern which was recommended to the City Council on April 14, 1965. Recommendations on other public improvements which might be requested by the Parks, Utilities, and Engineering Departments cannot be made at this time, inasmuch as the information was not submitted to the Planning Com- mission. The motion carried unanimously. Further discussion on the Floyd Avenue contract followed. Love moved: Rice seconded: That the Planning Commission remind the City Council that the one-way street pattern as proposed by the Planning Commission and approved by City Council, provides a one-way cuplet, with Hampden one-way west bound from Lafayette to Bannock and Girard one-way east bound from the east exit from the shopping complex to Downing; that Bannock and Acoma are a north-south cuplet, Bannock being south bound from Yale to Quincy, Acoma north bound from Hampden to Yale; that Lincoln-Sherman are a north- south cuplet, Lincoln south bound from Yale to Hampden, Sherman north bound from Quincy to Yale. Further, that the contract sigped August 4, 1964, provides that only one street west of South Bannock, South Fox Street, be an entry-way into the New Englewood complex; that an access roadway is to be provided with two-way traffic north of the planting strip separating the residential area from the commercial area and that internal streets, including what may be dedicated at a later date as Floyd Avenue, may or may not be one-way or two-way, or follow any specific pattern at New Englewood Company's option. Despite the fact that Floyd Avenue on the south side o f the planting strip appeared on Exhibit A of the aforementioned contract as two-way west of Bannock, until such time as it is dedicated to the City it may be changed to one-way at the option of New Englewood Company. The motion carried unanimously. Mr. Carlson suggested that the Council might want to review a copy of the Floyd Avenue con- tract and also that the latest plan submitted by Von Frellick Associates should be forwarded to Council. Commission members concurred. Rice moved: Carlson seconded: The meeting be adjourned. The motion carried; the meeting was adjourned at 9:50 P.M. Gertrude G.
