The motion carried unanimously. IV. MASTER STREET PLAN. Revised copies o f the Master Street Plan were given to the members. Mrs. Romans stated the basic material is much the same as has been discussed by the Commission on previous occasions; however, the entire report has been updated and rewritten by Mr. Hammond. She stated that the City Attorney has said it is not necessary and probably not desirable to designate a one-way street pattern in the Mas t er Street Plan. Mrs. Romans asked Mr. Hammond to discuss the Plan. Mr. Hammond stated he had briefly described the major street categories -freeway, arterial and collector streets -in the Plan. These streets which are shown on the map which is con- tained in the report, coincide with the major streets as outlined by the DMA TS Committee in System 4B, which was considered by the Commission May 11, 1966, and May 18, 1966. The only exception is State Highway 70, which is -designated as a freeway in the revised Master Street Plan. Local streets, however, which are covered in the Plan, are not considered in the DMATS plans. Mr. Hammond and Mrs. Romans emphasized that the Plan should be amended or revised periodically. Mr. Hammond stated that some streets have been proposed to open large areas which now have no access. The one-way designation of streets was discussed. Mrs. Romans reviewed the one-way street pattern as it had been proposed. There were to have been three phases of the one-way designa- tion -Floyd Avenue was designated one-way westbound in Phase I ; Floyd was to be an led aci ss the KLZ Site in Phase II, and in Phase III, the Highway was to be designated one~way eastbound. This plan did not receive sufficient support from the Highway Department and was dropped. Inasmuch as the plan was limited to Phase I, it was felt by the staff that the one-way designa- tion of Floyd Avenue was improper, and it should revert to a two-way designation. It was the concensus of the Commission at the past several meetings, that Floyd should be a two-way street, at least to Bannock. From Bannock Street west, the portion of West Floyd Avenue which will carry traffic to New Englewood is a part of the New Englewood property, and the city cannot, until it is deeded to the city , place a designation upon that portion. Dis- cussion followed. It was the decision of the Commission that Floyd Avenue east of the New Englewood site wo uld have to conform to the pattern established by Mr. Von Frellick within the site in order to minimize problems of traffic flow at the Floyd-Bannock and Floyd-Broadway intersections. For this reason, at the present time, Floyd should be designated one-way west- bound east of Bannock at least to Logan Street, if Mr. Von Frellick's plans do not change. The Commission also approved the staff recommendation that projected plans be made to extend Floyd Avenue across Santa Fe . Members were asked to thoroughly review the Master Street Plan report as submitted to them this evening. The next meeting date was set as July 27, 1966, at which time this Master Stree t Plan will be discussed. Rice moved: Carlson seconded: The meeting be adjourned. CITY OF ENGLEW OOD PLANNING AND ZONING COMMISSION SPECIAL MEETING July 27, 1 966 The Special Meeting of the Englewood Planning and Zoning Commission was called to order by Chairman Woods at 8:10 P.M. Members present: Carlson; Rice; Touchton; Woods Romans, Ex-o fficio Members absent: Love; Parkinson Mr. Woods stated the meeting had been called for the discussion o f the Master Street Plan study which was presented to the members on July 20, 1966. He asked for comments on the Pian. Mr. Rice stated he felt the plan was basically the same as has been previously considered by the Commission. He said he felt the plan was flexible, and was not detailed, nor did he feel it should be. Mr. Rice asked if it had definitely been determined that a Public Hearing was required? Mrs. Romans stated a Public Hearing is required before Planning Commission by State Statut~ Mr. Carlson commented that he felt the printing of a map and a short notice should be sufficient for the publication prior to the hearing . Page 924 Mr. Woods asked if members felt the Plan was ready for review by Council, so that if there were any changes to be suggested they might be received prior to the advertising for the Public Hearing. Discussion followed. The special election on angle parking to be held on September 13th was considered. Mr. Rice commented that he felt the election could have a definite effect on the Broadway-Highway 70 interchange. He stated the State Highway Department possibly would not want to invest in the proposed interchange if angle parking is approved at the election. Discussion followed. The Map of the Master Street Plan was considered. The designation of Girard Avenue from South Elati Street east to South Bannock Street was discussed. Mrs. Romans stated she felt it should be a dedicated street with a minimum right-of-way of 60 feet. It was pointed out that the Subdivision Regulations require a minimum of 80 feet right-of-way in a commercial district; however, Girard Avenue east of South Bannock Street has a 60 foot dedication, and to require the 80 foot might be considered unreasonable by Mr. Von Frellick. Discussion followed. It was pointed out that Girard Avepue within the shopping complex is shown on the New Englewood site plans with a 40 foot dedication, and that buildings are located within the area needed for a 60 foot dedication. Mr. Rice suggested that Mr. Von Frellick should be notified that the Planning Commission will not recommend a street dedication of less than 60 foot right-of-way for Girard Avenue. Mr. Touchton asked why the developer was not required to subdivide the shopping area, thereby giving dedicated streets. Discussion followed. The Commission asked that the City Attorney be requested to give an opinion as to whether or not the New Englewood site should be subdivided. The overall traffic circulation pattern was considered. Mrs. Romans stated that an improved traffic flow is needed around City Hall at the present time; this will be much more critically needed when the Police Department is moved to City Hall. Mr. Rice discussed a plan presented to the City Council by the Mayor at a special meeting on July 26, 1966. The plan had been discussed by a traffic consultant hired by Mr. Von Frellick. The proposal would designate Floyd Avenue north of the 35 ft. planting strip as one-way west bound and the portion of Floyd south of the planting strip one-way east bound, creating a parkway similar to 6th Avenue in Denver. Mr. Rice stated he is very much opposed to this proposal, and emphasized that the City had signed a contract with Von Frellick Associates for the protection of residents north of Floyd Avenue. It has also been suggested that Cherokee be extended north thru the planting strip. Discussion ensued. It was the concensus of the Commission that the contract should be followed and enforced by City Council . . Mr. Rice discussed the roadway along Santa Fe from Floyd to Dartmouth which had been previously considered. Mr. Carlson stated it was his understanding the Parks and Recreation Commission did not want a road thru this Dartmouth Park area. Mr. Touchton and Mr. Woods agreed this had been very clearly understood at the meeting on June 1, 1966. Mr. Rice stated he did not attend the meeting with the Parks Commission, but he was a member of that Commission, and he did feel it was possible a roadway could extend through the proposed park. Discussion followed. The Director's opinion of the plan suggested by Mr. Von Frellick's Traffic consultant was asked. Mrs. Romans stated it provided a better traffic flow and circulation; and that in her opinion, as she had stated previously, a one-way west designation on Floyd Avenue south of the planting strip, and the east bound Girard designation just could not accommodate the anticipated traffic flow generated by New Englewood and the local traffic needs. The direction designation of Floyd was discussed. Mrs. Romans again po.inted out that the one- way designation of Floyd had been considered as part of a three-phase street program which would have split Highway 70 into a one-way cuplet on Floyd and the present location of Highway 70. The program was not given approval, and the one-way proposal for Floyd and Highway 70 was abandoned. It is felt by the staff the two-way designation will give much more reason to the eventual extension o f Floyd Avenue across Santa Fe; until that time, additional access to Dartmouth should be developed.
