Mr. Woods gave members copies of a "petition" submitted earlier in the evening by some of the residents on South Sherman St. He stated for the benefit of the residents in attendance that the subject of the traffic pattern on Sherman Street was not on the Commission agenda and would not be discussed; however, the statement would be received. I t was stated that the Commission has made a recommendation to the City Council relative to projected traffic pattern as of April 14, 1965 , and the matter is now before the City Council. He asked the names of those present: Mrs. Hilton, 2739 South Sherman; Mr. and Mrs. Prine, 2729 South Sherman ; and Mrs. Smith, 2709 South Sherman. Mrs. Hilton stated the residents merely wanted the Commission to recognize the thoughts of the residents on Sherman Street, and this was the reason for this "petition" dated September 7 , 1966. V. MEETINGS. Mr. Woods stated there was a Policy Committee meeting on September 8, 1966, and t h at after the Committee was fully organized, he would report to the Planning Commission. September 20, 1966, is the Inter-County Regional Planning Commission meeting a t Hi wan. September 21 , 1966, is the next regular meeting of the PLanning Commission. Mr. Rice reported that the City Council had adopted the Articles of Association of the Regional Planning Commission at their meeting on September 6, 1966. The meeting was adjourned at ·9:10 P.M. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION September 21 , 1966 Regular Meeting The regular meeting of the City Planning and Zoning Commission was called to order at 8:10 P.M. by Vice-Chairman Touchton. Members present: Carlson, Parkinson, Rice, Touchton Romans, Ex-o f ficio Members absent: Love, Woods Also present: Mayor Allen, City At torney Criswell, Planning Assistant Strahm, Mr. Robert Currier and Mr. Richard Wohlgenant for Republic National Bank, and Mr. Sewell. Mr. Touchton welcomed the audience to our meeting. II. APPROVAL OF MINUTES. Mr. Touchton stated the Minutes of August 31, 1966, and September 7, 1966, were to be con- sidered for approval. Parkinson moved: Carlson seconded: The Minutes of August 31, 1966 , and September 7, 1966, be approved as written. The motion carried unanimously. III. MR. SEWELL 2670 West Union NATURAL PRODUCTION USE Gravel Excavation CASE #14-66 Mrs. Romans stated that Mr. Sewell had been referred to the Commission by the Building Depart ment for approval of a proposed gravel excavation at 2670 West Union Avenue. The property is zoned for light industry. Mr. Rice asked if the excavation would be operated on Mr. Sewell's prope~ty only? ~r. Sewell replied it would be in the northeast corner of his property. He has a person interes ~ed in buying the gravel and is considering, at this time, a contract for two acres to be e xcavated no deeper than water level. Mr. Parkinson asked what safe-gua r ds were imposed on gravel arrl sand excavation operations? Mrs. Romans stated there were no g ravel excavations within the City limits, but there were in the area just north of Union in the county. She stated she would have to recommend adequate fencing and posting of the si t e as a safety measure fo r children. Another factor for consideration is the use of the p r oper ty after the gravel ex- cavation ceases. In some instances, if a lake has been created, the site has been considered as a recreational facility. It was pointed out that this site is adjacent to property bein g acquired by the City for a park; it was suggested that the request should possibly be refer r ed to the Park Commission for their consideration, and the residents of the surrounding area be given an opportunity to voice an opinirn. Mr. Parkinson asked if possibly it should also be referred to the City of Littleton, which adjoins the property on the south. Page 932 Discussion followed. It was asked if Mr. Sewell had plans to "f ill" the site at a later dat.e? Mr. Sewell stated he might possibly consider a "dump fill" if there was extensive excavation, but he pointed out that the interested company was small, and the site --2 acres --might possibly last three or four years. Mr. Carlson asked how large Mr. Sewell's ownership was? Mr. Sewell stated he had a little more than seven acres in this parcel of ground. Further discussion ensued. Rice moved: Parkinson seconded: The Planning Commission refer the request for gravel excavation at 2670 West Union Avenue to the Parks .Commission and City of Littleton for their consideration; also notify adjacent landowners of the proposal and re- quest all comments returned to the Commission for their next regular meeting on October 5, 1966, if possible. The motion carried unanimously. IV. REPUBLIC NATIONAL BANK Off-Street Parking Requirements CASE #10-66B Mrs. Romans reveiwed the request made by letter dated July 15, 1966, of the Republic National Bank for .approval of the off-street parking agreement which they have with New Englewood, Ltd. Parking spaces on New Englewood property would be assigned to the Republic National Bank for use by their customers. Mrs. Romans reviewed the requirements of the Zoning Ordinance on off-street parking, which is one space for each 300 square feet of rentable area. She asked Mr. Currier what the square footage of the bank will be? Mr. Currier stated the bank structure is proposed to be 14,000 square feet, but only 10,000 square feet will be in use immediately following completion. Mr. Wohlgenant pointed out that the customers of the Bank will be using "public parking" that is available within the. subject area, and the contract did not, nor could it, reserve specivic spaces on New Englewood land for bank customers alone. Mr. Parkinson asked if Bank officials had discussed the possible widening of Highway 70 wiih State Highway Department representatives to determine if there were right-of-way conflicts? Mr. Wohlgenant replied there had not been any discussion, and the Bank officials wer.e pro- ceeding with their plans. Mr. Currier stated there would be no direct access to the bank from the Highway; access would have to be from Elati Street and the shopping complex. Mr. Criswell stated he felt that, when the Building Permit is issued, something should be placed on record to assure that the agreement entered into is in compliance with the parking requirements of the ordinance. He commented that he did not feel there were any problems in this particular case; however, the parking needs of the bank, the main shopping complex park- ing needs, and the needs of any auxiliary projects must be considered in this instance. Dis- cussion followed. Mrs. Romans cited the f ollowing letter from Mr. Davis , president of New Englewood, dated 21 September, 1966: "Dorothy Romans Planning and Zoning Director Englewood Planning Commission Englewood City Hall Englewood, Colorado Dear Dorothy: Our construction department has been advised that prior to the submission of a building permit for the initial stages of our proposed New Englewood Shopping Complex we must have approval by the Englewoo d ~lanning Commission on our proposed parking ratios. As we have discussed our leases provide for a ratio of at least two and one-half square feet of parking area for every one square foot of rentable area. The buildings covered by the permit now being submitted will have a gross square footage on three levels of 1,050,564 square feet. This includes malls and service corridors as well as rentable area. The rentable area will be approximately 850,000 square feet. The ground cover of these buildings will be 327,579 sq. feet. Our parking area on the site including the parking deck will cover an area of 3,205,362 square feet. This provides 6,486 parking stalls. In order that we may proceed with our building permit I would appreciate prompt action on ihe part of the Englewood Planning Commission. I want to thank you and members of the Board for your cooperation in the past, and I want to assure you that we are willing to cooperate on this and the many future matters that will con- front us. Davis Jr. ahd:aa" Following further di~cussion, this action was taken: I I I I I I Page 933 Rice moved: Parkinson seconded: Based on the contract of the Republic National Bank with New Englewood , Ltd., and on the reconveyance contract betweeh the City of Englewood and New Englewood, Ltd., and f u rther assuming the land adjoining the bank will be devoted to public parking; the Planning Commission approve the off-street parking arrangement set forth in the letter from R. G. Wohlgenant to the Planni ng Commission dated 15 July 1966, as being satisfactory and meeting the requirements of Section 22.5-5e of the Comprehensive Zoning Ordinance, and that the Building Department be advised of this decision in order that the Republic National Bank of Englewood can proceed with their building plans. The motion carried unanimously. V. NEW ENGLEWOOD , LTD. CASE #15-66 Parking Ratios Mrs. Romans referred to the letter from Mr. Davis, which she had read earlier in the evening. The Chief Building Inspector has not issued building permits pending Commission approval of the parking ratios. Mrs. Romans stated that, based upon the development which they are requesting permits for at this time, ~he area assigned to parking does meet the requirements. Discussion followed. Parkinson moved: Rice seconded: The Planning Commission go on record as giving approval of the ratio of the number of parking spaces to the square feet of rentable area in the initial stages of the New Englewood, Ltd., development. This does not, however , signify Commission approval of the parking. area layout, or points of ingress and egress, as required in Section 22.5-5g of the Comprehensive Zoning Ordinance, inasmuch as the traffic pattern within the subject area and the adjoining area is not developed to the point that a final off-street parking plan could be submitted at this time.
